CITY OF SOUTH SAN FRANCISCO,HELD ~0NDAY,
DECE~ER 6TH,1945.
The regular meeting of the City Council of the City of South San Francisco was held in the
City Hall,Monday evening,December 6th,1945.
The meeting was called to order at 8 o'clock P.M. by Mayor D.W.Ratto.
Roll Call.
Roll call found the following named:~ members of the board present,as follows;-
Councilmen,George W.Holstom, Reese Lloyd, M.Mtnucciani,D.W.Ratto,
" ~bsent, Victor ~oido.
The minutes of the previous meeting were read. There being no errora or omissions they were
approved as read.
A communication and time schedule were received from Mr.A.E.Ryan, of the South San Francisco
Transit Company. Mr.Ryan's letter referred to the temporary permit he ~ad received from the
City Council to operate for about a month and then submit a statement of the result of t~e trial.
He stated he operated on a half hourly sch~dle during working hours,and thence every hour.
That in order to be of more service to the community he had revised his schedules to half hourly
all through the day from 6530 A.M. to 1~;00 A.M.,which has proven very satisfactory to the
Lindenville patrons and housewives and defense workers~'~He~added a transfer system was inaugurated
this day. Mayor Ratto inquired about the number of busses in operation and the ~mount of
insurance covering the fleet. The City Clerk will look into the matter.
,A statement was received from the Divisio~ of Highways covering the expenditures by the State
for the maintenance of Routes ~ and 68 in ~the City of South San Francisco for the fiscal year
ending June 30,19~3. Stetement accepted and filed.
Mrs. Callie E.Boyle wrote the council stating her tenant had reported to her that her house
at 83 Handlph Avenue had been damaged by the blasting of Piombo Bros. The city clerk was instructed
to advise Mrs. Boyle of fiombo's insurance company!s name and address.
An application for a business license was received from J.L.Barnes and Lyle Schulze to operate
a Christmas ~ree store at 4~3 Grand Avenue, stating the place was needed for only a q~arter year,
and offered the s~nn of $2.50 for the quarter. As the business ~d~nan calls for a years license
in advance the clerk was instructed to 6~ll~c$~th~-~b~t~Dce,$~.50.
i communication from former recreati~~~~..~ elan SieOecker,chairman of the commission,
requested a clearance certificate from the City oT South San Francisco,as she was about to take
employment elsewhere. On advice of councilman Minucciani of the commission,the City Clerk issued
the necessary re~ease/
A reply was received from the Department of Public Works in answer to the City Clerk's letter
asking why the State wan~ed the city to cancel taxes on property bought by the State of California,
some of which property is bringing in rentals. T~.e attorney for the State,Mr. C.R.Montgomery,
cited various constitutional and statutory reasons why the State wants the city to cancel the assess-
ments and cancel the taxes and asked the city's cooperation in so cancelli~g as asked by the
District Engineer. Referred to city attorney Coleberd.
~e State Board of Equalization notified the city of the application of Fred Martinelli and Fred
J.Martinelli for beer and wine and Distilled m~t~i~eJ l~s~Li&asked if the city had any objections
to the issuing of the same. There were none.
Emiiel Cortesi applied for a permit to construct a rear porch Sn his house on lot ~8,Block
llV / Permit granted.
Pacific Gas & Electric Co., applied fpr permission to install gas mains in Southwood Tract
~o.2 and 3,aS shown by the attached plans~ ~eferred to councilman Minucciani.
The Greek American Voters League of ~al&$®~aA- San Mateo County,through Chairman James
Nololulos, addressed the city council requesting that a large BILLBOARD be erected in the Civic
~enter to contain the names of all~ the citizens of South San Francisco who are serving in the
armed forces of their country. As the city already has an honor roll inside the city hall Mayor
Ratto requested the city clerk to reply stating the fact,and ~hanking the club for their patriot-
ism.
Mr.Eugenio ~iaffei of the Delasco Neon Sign Company of Lomite Park offered to inspect the
city's ~eon signs and submit an esti~.ate of their repair and maintenance. Fire Chief ~elte explained
that in case of a blackout t~.e city could not use them if changed,and the clerk was instructed
write Mr. ~'~affei to that effect.
Engineer Klassen reported that Hollycraft Builders had finished paving portions of the ally
between Grand & Baden Avenues and between ~Jra:~d & Miller Avenues according to specifications a~d to
his satisfaction.Accepted/ The engineer also reported that T.~.Bloomquist had finished the sidewalk
work on the westerly side on South Linden Avenae to his satisfaction ~nd was entitled to tke sum of
$830.00, at ~.05 per square foot, leaving a balance due of $20~.50 in~35 days from date. Heport
accepted as submitted.
Mrs. Helen Siebecker of the recreation commission reported that one of the members of the
commissioH has not been present since April 9,1'~43. It was decided to await the return of City
Attorney Coleberd, as the members's term has not expired.
~rs, Seibecker submitted a communication to the council stating the recreation commission had
recommended that Lirs. May Spindler be employed as part-time worker in the re creation department
at 8Oct p~ hr:. for V?~ hours per month,and ~rs Joe Pless 100~ hours per monthin the same depart-
ment at 8S cents per hour! to replace ~iss argaret ~cNulty,resigned. Councilman Holston moved
the appointments be made. he motion was secSnded by councilman ~inucciani and regularly carried.
Engineer Klassen submitted a copy of a statement furnished ~r.~aymond Anderson,~'esident Plant
Engtneer,U.S.Maritame Commission,Belair Shipyard,South San Francisco,relative to an estimate of the
cost of cleaning Colma Creek Canal and certain tidal sloughs into which sanitary sewere of the City
of South San Francisco discharge.The report states that all Of the work itemized has been completed
except the ditch from the San k~runo Sewer, whichis almost finiShecd.. In finishing the report the
engineer gi~es the following figures as a fair and equitable apl:~ortionment of the cost to date and
the estimated cost to complete the work proposed,in his opinion, as followsN l~aritime Commissicn,

On request of fire chief Welte that two men be appointed immediately,councilman Lloyd moved that
~he two highest men on the list, ~' Virgil G.Ullery and Clifford F.Begnal, be appointed regular firemen.
The motion was seconded by councilman Minucciani and regularl~ carried.
In another communication from the city's PersonneI ~oar~ario Blandini Was certified for
employment in the police department as police officer,having a rating of 80.2~.The board gave
notice that the~ should have been consu'lted before the city council appointed Mario ~landini as
approved as read.

notice that they should have been consulted Oefore the city council appointed Marlo Olandini as
permanent police officer. Councilman Lloyd explained that his motion did not really appoint Mr.
Blandini as permanent police officer,but raised his salar~ to that of the regular poli~e_o~f$cer's,

the police force of the City of South San Francisco as a permanent police officer, under Sect
4, Rule 8, of the ordinance,as suggested by the Personnel Loard through Secretary 0ttenfield.
The motion was seconded by councilman Minucciani and regularly carried.
In another communication from the Personnel Board it was stated that ~r. ALBERT R.Quest
had completed his examination for the position of policeman and received a final rating of V~
that in c~ecking his medical report it was found lis wieght was shown as 155 pounds,while the
requirement is not less than 165 pounds. Nr.Questoni had explained that his average is over
pounds,but had had the ?lu snd eEpected to be up to normal soon,after which the board will
certify to his eligi~ilit¥..Statement filed.
The City of San Francisco filed a protest against paying taxes of $40.~3 on an assessmen
of $~00 worth of new improvements on their property, which tZey claim under the law of ~alif.
to be exempt, paid the taxes and asked for a refund of the amount.
Chief of Police Belloni submitted the names of Raymound K.Soules,Hilary F.Forde,Harold
Lyman Rivers,~erman ~ichard Hurovitch,Mrs.Zeta Mae 0'Conner and Harry Walker as watchmen and
woman in tLe industrial plants. Councilman Holston moved the appointments be confirmed withou
remuneratio from the city. The motion was seconded by councilman Lloyd and regularly carried.
The monthly reports of the Sanitary Inspector,Poundmaster,Fire Chief, Building Inspector
Chief of Police, and city Judge for the month ending November ~0,19~ were submitted and
accepted.
Mr. Sutton,engineer of the Western Pipe & Steel Company appeared before the city council
and presented a plan to excavate a portion of ~utler Road aroud the new warehouse to a depth
somewhat below the present grade of Butler Road, in order to handle the traffic which will
ensue of follow the opening of the warehouse. This construction is to remain only for the
duration of the war, the cost is to be borne solely by the Western Pipe & Steel Company,a~--
under the supervision of the city's engineer, and the road to be restoredto its original leve
under the supervision of the city'~ engineer, and at no cost to the City of South San Francis
The proposition seemedlreasonable,' and accordingly Councilman Holston moved the desired
permission be granted.~'he motion was seconded by councilman Lloyd and regularly carried.

Francisco relative to Workmen's compensation ,insurance for volunteer civilian defense worker

Under the head of Good & Nelfa~e Mr. Thompson of Southwood, together with friends in his
vicinity volunteered to move and rearrange the ~itchell fence in their tract from city proper
so as to be of less danger in obstructing the view of auto drivers. The council thanked the g.
lemen and instructed the City Clerk to inform Mrs. ~itchell, whose husband is reported to be
in Alaska and not expected home till next year.
