CITY OF SOUTN SAN FRANCISCO,HELD
MONDAY, DECEMDER goth, 1943.
The regular meeting of the city council of the City of South San Francisco was held in
City Hall Monday evening, December 20,1943/
The meeting was called to order at 8 o'cloc~ P.M. by Mayor D.W.Ratto.
ROLL Call.
Roll call found all members of the council present,as follows;-
Councilmen,V.Boido,George W.Hotston,Reese Lloyd. M.Minucciani,D.W.Ratto.
The minutes of the previous meeting were read. There being no errors or omissions they
approved as read.
A communication was received from John Colombo, stating fhe big wind of ~ecember 8 blew
down35 to 40 feet of his fence on Lux Avenue at the corner of Maple Avenue,and asked that th
city replace the same. On advice or-city attorney Coleberd that the city was ~n no way reel
onstblr for the damage the City Clerk was instructed to so inform ~r. Colombo.
Mayor Ratto received notice from Roland Campbell,County Planning Adviser, that the Court
Planning Commission is working with various other agencies on a program of post-war constru
tion,among them the development of a community center for veterans in areas of the county,wh
may also be used for other gatheting places. The city council was favorable to the idea,as
appeared the costs would be borne by the state, and instructed the clerk to reply to the
suggestions stating South San Francisco would coop~rate in the projects.
Mr. P~J.Shaw,General ~anager of the South San Francisco Land & Improvement Company, pro
against the city's use of some land approaching the beach property, which he intimated was
appropriated by the city without the knowledge or consent of his company, but which he state.

Laura Sandoval, applied for a ~944 business license for the Grand Hotel,~33 Bayshore Hi
Action on the application was postponed pending certain investigations.
An application for a business license to operate a used car sales yard was received frei
Silvio Depoults and Joe Pennings at 360 Grand Avenue. License granted.
Chief of Police Louis Belloni submitted for cancellahion as special police officers emp
~s guards at the Western Pipe & Steel Co.,the following names;- LeRoy F. Bartlow,John F.Lind
~ames R ~vis,Nurt Richard Melzer ,
Chester F.Bonham,William A.Loewe, .~'~ Claude ~.Hedrick and Hat
Lyman Rivers. Councilman Lloyd moved the appointments be cancelled. TLe motion was seconded
councilman Holston and regularly carried.
Southern Pacific Company submitted a statement agreeing to pay the sum of $~40 to the c
as their share in tile cleaning of ditches along Industrial Way, in th~s city. Councilman
~inucciani moved the company's offer be accepted. The motion was seconded by councilman Hole
and regularly carried.
Fred Beer, Chairman of the San ~ateo County Ooard of Supervisors,submitted a draft of t
proposed Constitution for the Bay Area Regional Development Council,as revised. Accepted & F
Engineer Klassen submitted copies of correspondence had with the War Labor Board in con
with the effort to repair the baseball back-stop in Orange Avenue Park. Accepted as submitt
Ten communications were received from the Division of Highways requesting the city to c
the tax assessments on as many pieces of propoerty bought by the Stste of California on Bays
Highway for road widening purposes. Referred to city attorney ColeberA.
Under The Possessory Interest feature of Federal regulations o~ttin~ cities and coun
to assess certain federal property the city assessor submit~ed?~a~stateme~t~Sh~wing the sum o
$116~081 assessed against government property at BelAir Shipyard and $194,§81 assessed again
government property in Western Pipe & Steel Companu~'s plan~. A total of $3!0.882 this would
bring the city in taxes the sum of $~,8~8.8V at the present tax rate. The charge will be
studied by the city board of equalization.
City Treasurer Kau~Emann filed his monthly report to the council showing a balance in
funds November ~0,1943 of $49.319.49.Report accepted.
The City and County of San Francisco submitted a deed of Easement to the City of South
Francisco of a right of way for the purpose of constructin~ and maintaining a public highway
the intersection of the E1 Camino ~eal,known as the State Highway, and certain lands of the
and County of San Francisco,in Southwood,City of South San Francisco. Councilman Lloyd intro
a resolution of the City Council accepteing the deed.

Councilman Minucciani introduced an ordinance of the City Council of the City of South
Francisco,entitled "AN ORDINANCE LICENSING TPLE CARHYING ONOF CERTAIN BUSINESS~NCLUDING TRA
AND COMmeRCIAL AND MANUFACTURING ENTERPRISES IN T~E CITY OF SOUTH SAN
FRANCISCO, FOR THE PURPOSE OF RAISING MUNICIPAL REVENUE~,which had its ti
reading and was laid over to come up under the regular order of business at the next m~eting
the city council. In the meantime the l~ianufacturers Asso will be heard Thursday the 23.at 3
A petition signed by 139 people of the City of South San Francisco,emina~g from'Lind
ville ,eXpresS the satisfaction of the peele of Lin~enville~with the present bus service of
Ryan,and asked that the present service be retained. ~iayor Ratto stated he had heard complai
against th? service and believed that before accepting the sc~.edule and service some improve
should be added and the matter was again referred to the chamber of commecrce,who had origin
been investigating transportation facilities for the city.
A communi~ation was received from Poetsch & Peterson's Attorneys
~_m~ s~atemen~ of sewer conditions at their plant. They stated that~at certain t
§~v~ ~a~.flow is not equal to the task required to take care of the several thousand m
families moved into this area within the past two years,and that something will have to be d
to relieve the threatening situation at a very early date. The matter was referred to Mr. K1
the city works engineer.

Engineer Klassen reported he had inspected the south ends of lots ~8 and 26,in block 123
reported to be unprotected from caving in, where First ~ane meets South Linden Avenue. Q~ eta'

S.~ieri was selected y ayor ~atto for a four year term term as a member of the South San Francisco
Housing Authority. Councilman Minucciani move the appointment be conf~rmed~ commencing March
31,1943. The motion was seconded by councilman Lloyd and regularly carried.
Under the head of Good & Welfare councilman Minucciani reported he had been in contact with
the Pacific Gas & Electric Company, and saw a possibility of some lights extension for outlying
districts.
A report came inthat the poundman was not keeping dog refuse far enough away from the kennels,
some of the offall laying around in the vicinity. Councilman ~inucciani will see the poundman.
Councilman Boido reported firemen ~till working overtime and Sundays and Holidays and shoul~
have relief. After discussion with the councilmen and fire chief Mr. Boido moved the two next men
on the civil service list be appointed to the fire department at the salary specified in the
announcement of the examination, $200 per month. The motion was seconded by councilman Minucciani
and regularly carried. The two next candidates on the list are ~archi and Brauns. They will
begin work on or about the first of January.
The City of San Francisco's request for the refund of the sum of $40.~3 paid for taxes erroneously
assessed to them was granted,and the check ordered issued.~
Councilman Lloyd moved the salaries of city employess be paid before Christmas. The motion was s
seconded ~y councilman Holston an~ regularly carried.
Joesph E.Riccomi submitted his resignation as a member of the South San Francisco Housing Authority
to =ayor D.W.Ratto. Mr.Riccomi stated in his letter that he had written the Housing Authority,
tendering his resignation as Chairman of the board, which would be placed before the commissioners
of the Authority at their next meeting,October 5,1943. ~ayor Hatto stated he had accepted the resignati.
of Mr. Riccomi.
A communication was received from J.E.Hiccomi,.~Acting Secretary of the Housing Authority of the City of
South San Francisco,showing the dates of expiration of their terms and the names of the Commissioners
of the authority, as follows;-

The certificate of appointment of S.Nieri by Mayor Ratto, and the oath of office were
submitted to the council and filed.
Chief of Police Louis submitted the names of hamel V.Duckman, Palma Sale, Lillian Da Prata
Florence Virginia Grey,Mfs.Margery McGovern,Pater Nicholas Hagen and Lila Pearl Rouse as special
police men and women guards at 'Western Pipe & Steel Co., Councilman Holston moved the appoint-
ments be confirmen by She board~ W~thout remuneration from the city. The motion was seconded b2

they be paid. The motion was seconded by councilman Lloyd and regularly carried.
There being no further business before the board Qouncilman Holston moved to adjourn

Minucciani and regularly carried.
