424 REGULAR MEETING OF THE CIT~~ COUNCIL OF THE CITt OF SOUTH SAN FRANCISCO,HELD MONDAY, JANUARY 3RD, 1944. The regular meeting of the city council of the City of South San Francisco was held in the City Hall, Monday evening, January 3rd,1944. The meeting was called to order at 8 o'clock P.M. by ~ayor D.W.Ratto. He, LL CALL. Roll call found all members of the council present, as follows;- Councilmen,V.Boido,George W.Holston, Reese Lloyd, ~o~inucciani,O.W~Ratto. The minutes of the pre~ious meeting were read. There being no e~rors or omissions they were approved as read. A communication was received from the South San Francisco Chamber of Commerce stating that owing to the interruption of the holiday season and the illness of some members of the Chamber Transportation Committee proper comparison of rates and sehedules ha~e not been made and asked for further'time to make a complete report. Laid over. Engineer Klassen submitted a ~copy of a statement sent to C.L.~ite,City Engineer of San Bruuo, with reference to that city's participation in the costs of cleaning and w~e~g-- deepening t~e tidal slough into which the sanitary sewers discharge, and showed the cost to the City of South San Francisco to be;- R.G.Clifford dragline rental $2459.37 City labor and works engineer's serv$ 380 63 Total $~840~00,~ a possible collection of $1000 from the U.S~Maritime Commission. The engineer advised ~r. W~ite that a wooden sewer flume would be constructed,~ about ~90 feet in length, lOxl~ inches dimensions at an estimated cost of ~50.00~ to divert the Tanforan sewer from where it is above ground into an open ditch to the tidal slough. An Application for a business license to operate the E.B.Notor Court was received from Mrs.L.C. Griffith,~50 ~ayshore Highway. Councilman Holston move~ the license be granted. The motion was seconded by-councilman ~inucciani and regularly carried. Ruggero-°ellagamba applied for a business license to operate a shoe repairing store at 389 Grand Avenue. Councilman ~inucciani moved the license be granted.The motion was seconded by counciman Lloyd and regularly carried. A communication was received from Poetsc~ &Petterson complaining that there are no lights in the vicinity of their establishment enabling their workers to see their through the mu~ on their way to and from work,that they can secure priorities for the purpose,and so informed city autahorities and asked that something be done about it. ~eferred to Councilman Ninucoiani,chairman of the co~mitteB. Shell Oil Company submitted a bid of $.15 a gallon forPremium Grace Gasoline and $.13 $~- a gallon for First Grade Non-Premium gasoline, not in exeess of 1500 gallons per month.Placed on file. Fire Chief Nelte submitted the~name of Ralph Cognacci for appointment to the call forces of the fire department. Councilman Holston moved the appointment be confirmed. The motion was seconded by councilmam ~inucciani and regularly carried. Chief of Police Belloni submitted the following names for appointment as special ½Plocemen or guards at the ~arious industries;- ~alter Elwin beale,Guy Nart,Willie Ninsky~Alvin L Moore and Cecil Leonard Scobee. Councilman Lloyd moved the appointments be confirmed , without remuneration f~om the city.The motion was seconded by Councilman Holston and regularly carried. The monthly reports of the Chief of Police,City Judge, Sanitary Inspector, Librarian,Building Inspector,Fire Ch~ef,poundmaster and ~ity Clerk for the month ending December 31,19~3 were submitted. ~oun~ilman Einucciani moved that the reports be accepted, ihe motion was seconded by councilman Lloyd and regularly carried. Inspector Schlaam submitted ,m~m~$~-a special report on conditions found at the Liberty and Grand Hotels,which indicated that both places are in a very unsanitary condition and recommended that no licenses be issued for the places until all requirements of laws and ordinances are complied with,and if not complied with a~vised that the places be closed. Councilman iLloyd Oelieved that action should be taken at once,notice to comply with the laws having been sent the proprietors many times and no notice taken of the warnings whatever. He stated ~he ~ offenders shoul~ be dealt with immediately,according to city law. Councilman Boido believed that as the proprietor of the G~and ?otel was away in ~exico,according to information from Chief of Police Belloni,theowner of the building , ~r.J.Ron~ should be given warning, of the intention of the city to enforce the ordinances~ and clean up ~he place. Councilman Ninucciani moved that Ordinance No . , ,an ordinance licensing the carrying on of certain businesses,including trades and commercial and manufacturing enterprises,introduced on Ju~.~6~!l?4~5'~be~aid on the table. The motion was seconded by councilmah Lloy~ and regularly carried. ORDINANCE ~0. Councilman Minucciani introduced an ordinance of the City Council of the City of South ~an Francisco, entitled, ""AN ORDINANCE LICENSINO THE CARRYING ON OF CERTAIN ~USINESSES,INCLUDIhGiTRADE$, AND COE~ER~IAL AND NAWUFACTURING ENTERPRISES I~ T~E CItY OF SOUT~ SAN F~A~CISCO, FOR THE PURPOSE OF R~ISING ~UNICIPAL REVENUE". The ordinance had its first reading and was laid over till a fut~re neeting. Representatives from various factories of the city appeared before the city council~v'and protested against a clause in the ordinance which would require all employe~s to pay the sum of $1.00 per head per annum for all employees. Attorneys Wiseman & Anderson represented ~estern Pipe and Steel Company. Er. Anderson stated he did not t~ink the city tried O~her methods of raising revenue for the city's needs, that apparently had not taken into consideration sums of money as taxes to be acquired fro~ the Housing Authority, and the Possessory Interest taxes, and overlooked that the city will not have to pay ~VO00 this year as was last year for C~vilian Defense. Ee stated there is no doubt that under the Lanham Act the city will receive in lieu taxes ~efore ~arch 1,this Near,and pleaded 2o~o~ponemen~of the ordinance. Mr. ~owsley of ~arrit ~ ~ilp stated they did not Ret t~e Ea~sessory l~terest 'l~ax bill ~et, ~ut there seemed no objections to it, but that the firm did not oSn the land , that everything there belonged to the Earitime Commission. Attorney Wiseman spoke against the passage of the ordinance. Ee stated the city would acquire close to ~5000 taxes from the Possessory Interest lax bills,that the Housing authority in lieu tax was another additional revenue to the city. ~ayor ~atto stated that money from the Rousing Authority was uncertain, was not yet received and could not ~e counted upon. ~e stated it was rumored that the Maritime Commission, whatever the tax might be, would pay under protest..~one of the protestants replied to the statement. Mt. Stephens of £O.S.F.Union Stockyards was of the opinion the tax is too high.Le ~ited the revenue of about ~000 coming to ~he city from tehPossessory Tax and money from bh~ Housing Authority i?~ lieu tax,and asked for a moderate tax if any more were required. Councilman Holston disagreed with Mr. Lloyd on this,stating that only during the three shift changes are the police required to be present, which is a period of about 30 minutes to each shift change. Under the head of unfinished business City Attorney Coleberd ~reported that the bonds ' of E.A.Ryan,Yellow Cab-So.S.F.Transit Co.,would have to ~e revised and increased to $~80,000. The city attorney announced that he would set the date for the special meeting of the CitN Board of Equalization in the matter of the Possessory Interest assessments. Fire Chief Welte asked for the purchase of 8 hydrants. Councilman moved he be authorized to purchase them. The motion was seconded by councilman Holston and regularly carried. Engineer Klassen reported that the Atckinson Contracting Company wisLed permission to construct a temporary brid~e across Colma Creek,having the consent of the land co and other owners, when a letter of request is submitted to the city council~ guaranteeing the city against accidents and taking all precautionary measures. Councilman Ninucciani moved the necessary permi:sion be granted,after the city receives the guarantee. The motion was seconde by councilman Holston and regularly carried. Engineer Klassen reported th~ gutter at the warehouse on butler is deepening gradually from the number of automobiles driving into it,and have knocked the railings down from the front of the b~ and asked that the city take action in notifying the Western Pipe & Steel Co ~o take care of it, The matter was referred to Chief of Police Oellonl, who reported they were a tough bunc~: to get to do anything~ but will tr~ again. Attorney Wiseman of the Western Pipe & Steel Company asked city attorney C~leberd for copies of the new proposed dellar a head ordinance,so:they~l have a chance to study it before the next meeting of the council. Agreement was reached that attorney Anderson'will meet with Nayor Eatto and City t~ttorn~Y Coleberd next Thursday at noon to go over the ordinance situation.
