A regularly adjourned meeting of the city co~.~ncil of the Cit~~ of South San Francisco was held in the City Hall Tuesday evening, eanuary 11,1944. ~ This meeting was called to order at 7;30 o'clock P.M. by ayor D.W.Ratto/ ROLL CALL, Roll call found all members of the council present,as follows;- Councilmen, V.Boido,George W.Holston,Heese Lloyd, ~l.Minucciani,D.W.Ratto. The reading of the minutes of the previous meeting was dis~ensed with. This being the date set for the reading of a proposed ordinance to tax $1.00 a head p per annum to con~panies e~ploying labor Councilman ~linucciani introduced an ordinance entitle. "AN ORDINANCE LICE~;SING THE CARRkING ON OF CERTAIN BUSiNESSES,INCLUDInG TRADES,AND COMMERCIAi Ai~D MA~UFACTURI~.~ ~TERPRISES IN T~E CIT~ OF SOUTH SAN FRANCISCO,FOR THE PURPOSE OF RAISIi~G MUI~ICIhAL REVENUE". Mr. F.E.Mountain of the Fontana Food Products Co. asked if he might be heard regardi~g the proposed ordinance before its passage. He was granted permission. He stat. that in view of the fact that the city is due to receive approximately ~5000 in possessory interest taxes the city would not be in need of additional revenue from the industries as provided for in tt:.e proposed ordinance, that there was ample surplus on hand according to the city's reports aud stated he believed if the ordinance was passed at ~$1.00 per head or $.75 per head the larger industries woulid have to payu~der protest. He believed the Sum of $10.000, suggested by some as sufficient to raise by the ordinance,in addition to the city's possessory interest taXes,would be ~n excess of the city's needs. Mayor ~atto explained that the city would require about the sum of. ~20,000 in new revenue,as originally requested, for t~ e ensuing year, that the possible receipt of possessory taxes in the sum of ~5000had no bearing on the original amout .set, and codld not be counted upon as the city did not receive it. He said the city is willing to ~ut the . ~$1.00 requirement to $.75 cents,thereby reducing the contemplated and required amount by ~5000. The ordinance was read in full. An amendment was then introduced by councilman ~!inucciani, entitled,"A~[END~T TO PROPOSED ORDINANCE ENTITLED 'AN ORDINANCE LICENSING IH~E CARRYING ON OF CEiLTAIN BuSINESSES,II~CLUDIEG TRADES, AND CO~ME1]CIAL A~QD MAi~UFACTIRING ENTERPRISES IN THE CITY OF SOUTh SAN FRANCISCO, FoR THE PURPOSE OF RAISING MUNICIPAL REVENUE',' introduced before the city council of the Cit2 of South San Francisco on the Srd day of January,19A~". Councilman Boido stated he was against the amencbment and the ordinance. ~e sta' the city is in good financial condition, that the city does not need the money, that the · ~anufacturers pay 7o~ o£ all city ~axes now, and that the Oassa~e of the ordinance would be a black eye to the merchants of South San Francisco. Councilman Holston expressed similar He stated no new taxes were needed,that the city has a general fund of over ~54,000 and that he would ~vote against the ordinance and the amendment. The amendment to the o~dinance would c~ the ~l. O0 per year per employee to ~.VS. On roll call, Councilmen Boido and Holston voted and co~n~ii.l~en Lloyd,~iinucciani and Ratto voted "Aye". ~Oi~2~attorney Coleberd requested that section 99 of the proposed ordinance be amended to read ;-SECTION 92,- All license fees shall be paid in advance., and shall be due annually on the first day of March. All licenses shall expire at the end of the year terminating on th. last day of ~ebruary. Councilman Minucciani introduced an amendment to that effect. On Roll call Councilmen,Boido and Holston voted "NO",and councilmen,Lloyd,Minucciani and Ratto Voted "AYE". Councilman Minucciani reported that the recreation Hall toilet was in bad shape and nee~ repairing, and wished to know if the lease held the city obligated to ~eep the place in repail The lease will be looked up for the desired information. Engineer Klassen brought up the subject of the proposed creation of a sanitary and disp. prooiect for the northern district of San Mateo County,~?articularly referring to South San Fra'. co ,~ San Bruno and cicinity needs. ~e stated the county decided that money for the pr_UoJec~ could not be voted b~ the supervisors'. Engineers James S.James and Harry N.Jenks were on han~ and furnished further inforr~tion on the subject to the counc~_lmen. They stated '~he. re~is agc possibility of the ~edera~ government assisting financially in the construction of the s~'s~em oames and Jenks have had wide experience in sanitary and engineering construction. '~he~ state, that if employed their fee would be reasonable.They~rem~nded the council that the City of San Bruno would take actio.n on the matter Sedneday evening. Councilman Holston asked if there was obligation on the part of the City of South San ~Tancisco. lie was informed there would be non. It was stated Supervisor Thomas Hickey was interested in the project of ~rming a district the character suggested. There being no further business before the board councilman Holston moved to adjourn until the next regular meeting,Monday,J~anuary 17,1944, at ~ o'clock P.M.
