The regula~ meeting of the city council of the City of South San ~rancisco was held in the city hall Monday evening, March 6,1944. The meeting was called to order at 8;10 o'clock P.M. by Mayor D.W.Ratto. ROLL CALL. Roll call found the following ~Lembers of tt?e council present, Councilmen,Reese Lloyd,M.~inucciani,D.W.Rat~o. '~ Absent, Councilmen,V.Boido, George W.Holston. The minutes of the three previous meetings were'read. There being no errors or omissions, they w~:~re approved as read. .,. An application was made by B.J.~odondi for a permi~ to construct an additional room on the north~ast corner of the present building used by James Spuri,to be used as a dark room~in dimensions 1~ x 14,in the rear of 336 and 338 Grand Avenue. Councilman M~nucciani moved the permit be granted. T e motion was meconded by councilman Lloyd and regularly carried.The cost was estimated at $~50 tO ~300. Three? ~ttte~ Mosquito A~atement concern submitted a stalement ~E~ring to abate weeds at SV.O0 a day,plus oil, at an estimated numb~r,:oT.~4~f~2S. The City Clerk was instructed to write the owners for a more explicit statement. A bid was received from Fred Willis ,Lomita Park to stucco and paint Fire Louse No.~ for the sum of 4700. Councilman Minucciani thouglt the washing might be included in the bid, and requested that Fire chief Welte attend to it. Councilman Lloyd moved the bid be accepted. The motion was s~cond- ed by councilman ~inucciani and regularly carried. Police Chief Belloht submitted the names of Louis Hichard Griffin,Edwin Delbert McNulty Thorne Frederick halverson and William George Hider for service as special policemen at ,~estern Pipe ~ Steel Co., The appointments were confirmed by tt_e city council. A communication was received from Guy F.Atkinson Company,requesting permission to set asid~ yard space in iheir new South San Francisco yards for the private use of their employees, at Railroad and Orange Avenues. Councilman Lloyd moved the desired permission be granted if the company agrees to comply with all city ordinances,including tie trailer ordinances.The motio~ was seconded by councilman Minucciani and regularly carried. A communication was received from South San Francisco Land & Improvement Company enclosing deeds to 6.~16 acres of land which are required to provide the city with egrees and ingress alonE the Colma Channel and for sewer outletts wit h the Dolger development, provided that the city informs them that there has been recorded against the property a tax lien of $190~.V1 ~s of March 1st, covering unpaid taxes of the Baden Kennel Club . The company stated they are no~ liable t for the debt of the Baden Keunel Club,whose property was built upon the lands of the South San ~ Francisco Land & Improvemene Company. ~iayor Hatto wanted to know why the taxes were'nt collected. The city clerk reported ~o the Mayor that tax bills had been sent the Baden Kennel Club several times per ann~m since 1939,that the local newap~p~'contained notice of the sale of the property each ~em~- year,a nominal sale,according to law, the owners did not pay,nothwithstanding that the propoerty would be sold outright at the end of five years, by the City %ax Collector. ~:he club's improvements being on the land company's property the clerk held the land company~mespomsibt~o for the taxes. City at~6nna2 Coleberd's opinion was that a suit for tk~e taxes could last many years and that it would not be certain the city would win. It was decided ti_at in consideration of the deed grants to the city of 6.~16 acres the tax lien would be released. The monthly reports of the City Treasueer, Sanitary Inspector,Chief of Police,City Judge,Poandmas~er. Fire CLief, Building Inspector and city clerk for the month ending Feb.~9,1944 were submitted, and accepted. A petition signed by 594 legal voters of the City of South San Francisco requested the City council of the City of South i San Francisco to pass and adopt an ordinance amending ordinance No. 51 of the City of South San Francisco by specifying the salary of the city clerk shall be ~250 ~ month, or submit said ordinance to the voters of the City of South San Francisco at the next regular Municipal election. Councilman MinucCiani asked the clerk regarding the salary of License COllector, if he expected it to be added to the proposed~950 clerk salary,if same carried. ~cSweeney stated he asks only for the Clerk's salary, $250 a month. Cit~oa2tOm~e$ Coleberd advised that the license colle- ctor position could be abolished. Councithen agreed that $250 a month was fair, and the proposition will be placed upon the ballot for the April ll election,1944. The signatures on tt~e petition were certified to by County Clerk,William H.Augustus. Llo~'.~ bond for the South San Francisco Transit Company ~as, referred to city attorney Coleberd for investigation and report. Engineer Klassefl reported space was allowed for the planting of trses and shrubbery along Colm~ Creek and the Atkinson Company was taking advantage of the opportunity. Councilman Lloyd introduced a resolution of the city council of the City of South San ~rancisco, providing for the holding of a general municipal election in the City of South San Francisco on April ll,194~,in this city, ~ith ten municipal precincts ~nd enumerating~the same and the election officers of s~d ten municipal precincts. The resolution was adopted ~y the votes of all the city councilmen present,as follows, Councilmen,Reese Lloyd,M.Minucciani,D.W.Ratto.~ Councilmen,Absent, V.Boido,George W.Holston.
