The regular meeting of the city council of the City of South San Francisco was held in the
City Hall ~.'[onday evening, April 3,1944.
l~he meeting was called to order at 8 o'clock P.~\i. by Hayer D.W.~atto.
Roll Call.
Roll call. found all ~-embers of the council eresent, as fo !lows;-

Llle minutes of tLe two previous meetings were read and approved.
T?e city clerk submitted a copy in triplicate of a contract ~etwee~ the city of South ~an
~rancisco and the firm of Coates a. ~urforth,Consultin8 ~ctuaries,in the ~:~atter of the State
Employee~ Retirement System, the cost of the acturial valuation to be .~o,~5. Councilman
lFolston moved that the city accept and sign the agreement and the sum of {~0o. 8 ,.;e paid the firm
of Coates & H~rfurth for t~e valuation.the motion was seconded by councilman kinucciani and
regularly, carried.
An application for a business license to op.:~rate a beaut}, Shop was received from~?argaret
D.Rohinson,for the location 388 :~:rand Avenue. Application granted.
An application was Peceived from Leron Lose,colored, to operate a soft drink, candy and
cigar store at llS Grand Avenue. Application granted.
Notice was received from the State ~oard of Equalization of the application of Archie
kitchell, NicA Chungranis and eeo. r:~e Fiiice for an 0N SAIE license, to be transferred from
J.Pronis. %here were no objection~: to the transfer.
The State Compensation Insurance Fend. noti*'ied tl e cit,j that under the ~alifornia Inspec'
kating Bureau there will be an increase in tPe basic insurance rate of 3~.Communication file~
The tit: ;~ecreation Commission requested that the lights on the city play, grounds be turn.
on as before the blackout orders. It was stated that the blackout orders are still in effect,
and the requaest could not be complied with. The ~'ecreation ~ommission also requested
permission to to have signs posted on the baseball diamonds at Orange Avenue park announcing
ashedu!e o.f games, etc. aeferred to commissioner },linuccianf.

ending i',.larck $1,1944. l.r.Rowe called the city's attention to the fact that the two ~5,000 U.~
Yreasury Certificates will be due and payable on April 1,1944,and advised the city treasurer
of the fact so t! at the Fovern~nant certificates will be sent through for clearance and
collection,and credit given tLe g-eneral ~nd. Lis statement showed eeconcilement between the
City Clerk end City treasurer. It 'was decelded to re-invest the ~,~!~5000 in bonds..
in another communication in the matter ef Cit? business Licenses tl~e auditor recommended
that a survey of the city should be made. Conmunication filed.
In a communication to the City {iouncil from Captain Hartung of the U.S..Navy , he stated i'
is n<.cessary that the ~avy install a sanitary sewer in connection with U.S.i'iaval Advance
Personnel Lepot,~an Y~runo,California.Ee stated ti~at his ~epresentative had conferred with thi.
city's engineer,}~lr. Klassen, who stated there is no engineering objection to the connecting
of the proposed sanitary sewer with tt~e outfall sewer of the City o£' Sou+-~ P~n Francisco.
It was proposed that the sewer installation will cross the property of':the Lindenville
War }ousing Project,as shown i:n red on the drawing.
Engineer Klassen reported that an estinate¢i population of 18000 persons would be living
in the ~icinity of tl e sewer sustem proposed. Councilman Eolston moved the m~tter be referre~
to City Attorney Coleberd and Engineer Klassen for investigation.the motion was seconded by
council;'~.an ooido and resularly carried.
Chief of Police Selloni submitted the names of },iaurice J.Shaughnessy and harry Wooley

Suilding Inspector and City Clerk for the month ending ~,arch 31,1944 were submitted and accept.
This seing the date set for tt_e o?ening of bids fop t}.e construction of sewers in ~iayfail
Village councilman Dlinucciani moved the bias be opened. The motion was seconded by councilman i
and regularly carried.
Out two bids were received, those of Connor a brandt and ~enry hoelger suilder Inc.,
'ihe Conner it Brandt Bid was ~6V58. O0 and the bid of henry Doleger ~6~19.00.
%he bid of Henry Doelger Builder Inc, being ~:Ne lowest Councilman Einucciani introduced
a resolution of the city council of the City of South' San Francisco awarding the contract to
lienry Doelger Builder Inc., for the sum mentioned in their bid. The resolution was adopted b'
the ~otes of all the councilmen,as follows;-

Owing' to the uncertain ar~ unsatisfactory :.~:s service to Southwood th.'~ City Clark was in-
structed to notify kr. E.A.Ryan of the So.San Francisco Transit company to be on hand at the
next ~eeti',~g of the council to explain the situation. ~uildin~ Inspector ~'¥elte reported the
I~ollycraft Campany had left the vicinity of their n~w buildings .~.n. an untidy condition,and tk_e
City Clerk w,.s requested to notify them to get the premises cleaned up.
Sanitary Znspactor i'..~el¥in ~¢hlaam reminded the council that he,was unable to proceed to
prosecute persons for garbage irregularity un,~ter the present system. City attorney Coleberd will
look into the ordinance on the subject with a view to improving it.
Claims in the amount of ~6,813.67 were next presented to the council for payment.
