The regular meeting of the city council of the Cit~ of South San Francisco was held in
the City' Hall, }.]onday evening, )f-ay lst,1944.
~±he meeting was called to order at S o'clock r-.~...i, by i,,iayor George U.tfolston.
ROLL CALL.
Roll call found all members of the council present,as follows;-

for study and perusal, in lieu of having the minutes read at the meetings,in order to save

in the rear ~f ~is restaurant,Gq4 Gran~ Avenue, referring' to interior finish, at an estimate
cost of ,i~800,. As no sketch or plans or specificstions were submitted with the application,
cit~/ clerk was instructed to request kr. Dress to furnish tie sa~e.

A calalog of available federal property for sale was su'omitted O? the %reasury Departmer.

Pacific (las ~., _[lectric Compan~ notified the city that the light unit ordered installed
the east side of t.'untington Avenue,510 feet from and }[orth of ~'anforan Avenue was installed

Notice was received from the State ~$oard of Equalization of the renewal application of
Gus Earris, ~ay Cit? .Grill, of his' ON-Sale Beer license. 7bare were no objections b~- the coy

their franchise for'selling gas, ~ aG be ,'~4751.01. 1he check for the same was received
by the city clerk. Accepted and filed.
The State Compensation Insurance l?mnd notified tt-~e city of sn 8?J reduction in basic

A communication was received from County Eealth Ol'ficer Charles C.Gans , calling the,att
of citY"~authorities to the necessit~~ of cons-tructing a ~niform ordinance for better control of all
premiSes for rent for human habitation,rooms,divisions of buildings,;~partments~etc. City att
Coleberd stated he was a member of t~e Committee working on the su~ject and he expected, the
ordinance to ~e submitted at an earlap' date.
Chief of Police ~e!loni requested that tie ~ollowing appointments of guards at tLe Oethle
Steel Corporation be cancelled;- Larry Walter Kelly,Clifford ~:ranktin ~egnal, Benedict Jame

Chief of i~olice Belloni submitted the name of Joseph t~hillip ~..'iaguire for appointment as
g~ard at P.,.ammo~d Afrcraft Company. Councilman Elder moved the appointment be confirmed,witZ
remuneration from the city.fhe motion was seconded by councilman Bays and regularly carrLed.
The C~t~ ~'ecreation Co~miSsion recommended that Dolores Ferrari be em~lo~,ed as a recreat
leader by the city on a part-time basis for 1V hours per week at .85 cents an hour, commencin
~[ay 1,1944,until the scLool vacation period begins about Oune 15,1944. Councilman l~iinucciar.

The United States dovernment requested a disclaimer be given by tke Cit?. of SoutL San ~;
cisco in a strip of land adjacent to the new propo.'.~ed sewer location, z. eferred to City
attorney Coleberd.
A statement was received from the Department of Comm~rce,oureau of Census,'Jashington,D.
showing the ~.ooulation of South San Francisco,by race and sex, as returned at the Special Ce~
taksn as of ~arch 1,1944. ~'he numl~er of dwelling units reported in the Census was 3,107,o~.' wh
3~08~ were occupied and 45 vacant.
The Census Certificate shows the population of Sou~h San Francisco to be 11,406, distri

April,1944,quarterly payment of the -~ cent gas tax allocation under Section 194 of the Stree
and Highways Code for expenditure o.~. streets of ms jot i.~:portance for the cities of the distz
~he tabulation showed the amoif,t allotted South San ?rancisco for the fiscal year 1944,
be,~$1058.8V. As this was on a 66?9 population basis ~'~ayor Holston instructed, t.,h~e City Clerl~

Under the head o~ t~nfini,~'hed business the South San Francisco ~iransit Company's bus ser~.'ice was
taken up. Lrs. ~ernan of $outhwood stated some drivers do not stop on signal~ leave their base before
schedule and some after achedu!e, and generally- indifferent toward the pUblis. I'.".r Ryan of the
company spoke to the city council on behalf of the company. He stated he had warned Lis drivers to be
courteous and polite to t~e public, that if some had not heeded his advice he was not aware of
it,and t?~at he was sorry to l~now of ~.t ~.~? would ~et busy remidying any defect in t?e service.
?rso ?~ernan also reported ti~e busses do not always stop at the railroad crossings,pnd that
t~.e street cars do nor always stop at Orange Avenue. Layor E~-,~-.kon t[ave stern warning t'hat aiL
busses must stop at railroad crossings, and failure to do so may be followed by arrest and

Under the head of new ousiness councilman ~oido called the council s attention to amount of/~' bid on b
fees received ~?rom t?'e city' by Works Engineer Robert Kl.,a, ssen, as compared with the amount paid \l¥]r.i~cKnt
to a fu!ltime engineer, and moved that the position of }?orks Engineer be vacated. So;'_e d~scussio~ ..~
arose between 1,~r. :~lassen and Councilman Boido as to thc fees received by., ~he en.~ inee. r in the
later months of his empioyment.EngineerKlassen claimed i~ was not even a fair sal$!?for hit services,
while co~ncilr~'.an Boido claimed it was more than double tl e amount paid the previous engineer for
full time work. The councilmen at first were inclina, d to lay the matter over for a month, but
councilman Boido~ contended now was the right time to take action,at their first business meeting.
.~hen ~;rs.aernon of 5outhwood remarked the people expected action on t?e subject L:ayor Roiston called
for a vote, and all councilmen voted Yes except councilman I'~iinucciani, who voted No. ~y the same vote
~.r. Dino ?allesf. ri~ ~,~as retie~ed of his ~9,0 per month position as Supervisor of ~'arks,created b~' the
city council in Febr. of this year. Councilman Boido nominated ~!orman Eynding as Superintendent of
Streets, part ti~e, beginning l',.[ay ~,1944 at a salary of ,i.~19,5.00 Per i'.,ionth. The motion was secor,ded
by councilma~ Elder and regularly carried/
Engineer ?,lessen offered bis services to a new enaineer wl~.en one is appointed.Councilman Boido
stated he didnt offer his services w) en i~r. l~larshall was in, but helped to get him out.
Lavid J.Ratto called the council's attention to the ..~550 ti e }artford Insurance Company had
written the city on account of the city's loss by storm on Lece~ber 8,1~43,though the city was r. ot
protected by t~'e ~,~ ~ooint insurance coverage. Councilman ~oido stated it was no gi~t, but a discount
rendered '~y all companies to good clients.
Cotmcilman Hays reported fire house ~;o. a was ~n need of roof repairing,having leaked from the
last rain,and moved bids be called for a roofing_ job. 'ihe motion was seconded by councilman Elder and
regularly carried.
Im tlc matter of the proposed new Freeway on ~!~yshore i~ig~,way the city council voted to accept
the recommendation of the '!ighway Commission to construct an overpass instead of an underpass
between L, utler ;,venue and ~rand Avenue.
In t]~e ~atter of t~e ~blic pound it was reported tLat seepsae from tie Ln!ted ~'acking
Company's yards into the 'ound lot creates slush and mud and. smell and is a general nuisance~
and unsanitary. Ail co~,.~ncii~men agreed t]~at ti_e situation is bad there, ihat the dogs-~'ust be
separated bY sexes,~y sizes and the sick ones se-,oarated ~ ~
. ~r~_~ the healthy dogs. it was decided
that tL,~ po~nd should be put in first class order. Accordini21y ?.o~or P_olston appointed a coPs~ittee
consisting of Councilmen,?,iin~cciani,~!ays and Elder to s~,~pervise t~e work of having' the po~nd cleanect
v~p and make repairs and improvements as necessary.
Claims in the amount of $5,$96.00 'were next presented.
