MONDAY, JULY 3~d,1944.
The regular meeting of the city co~ncil of the City of South ~an Francisco was held im
the City Hall,~onday evening, July 3rd,1944.
The meeting was called to order at 8 o'clock P.M. by ~ayor George W.Holst°n.
ROLL CALL.
Roll call found the following named councilmen present;-
Councilmen,Victor Boido, Charles K.Elder, Ivan M.Hays, George W.Holston.
Absent, Councilman, M.Minucciant.
Copies of the minutes of the previous m~eting having been forwarded to all councilmen,
Mayor Holston asked if there were any errors or omissions n~ted by any of the c~uncilmen.
There appearing none he declered the minutes adopted as submitted.
Jack Ferrario & B.E.McDonald appl~ed~for a business license to shine shoes in the Penny
Arcade,q~6 Grand Avenue. Councilman ~ays moved the license be gramted. The moti~n was second-
ed b~ councilman Boido and regularly carried.
T~e Labor Herald submitted a claim for $~S for advertising the City of South San Francis¢
The claim w~s ordered paid on motion by councilman Doido and s~-conded by councilman Hays.~
~A~$~RSAn~au~ John De~aderios applied for a business license to operate a parcel post
and drayage business at llO Grand Avenue. Laid over.
Chief of Police Belloni submitted the names of ~ay G.Garcia and Ermine Isabel Togneli f¢
appointment as guards at the Western Pipe a Steel Company. Councilman Elder moved the appo!nt
ments be confirmed, without remuneration from the city. The motion was seconded by councilma~
Hays and regularly carried.
Guy F.Atkinson Companyprepl~ed to the city's letter requesting them to avoid leaving ca~
on the tail track in ~CttY ~ar$ Addition, stating that they and Southern Pacific did not
contemplate leaving cars any length of time there,and that their own sidings inside their
yards would Oe completed soon,and ~'~ instructions had been~e employees in the yard to
avoid the use of'the tail track for storage purposes. Accepted and filed.
Judge~ L~G.Hardy submitted a statement showing he had appointed Justice of the Peace
Rudolph Rapsey to ac~ as City Judge,pro tem,during his illness. Appointment accepted.
A ~ notice~ was~received from the League of California Cities, sSating that the
Forty-Sixth Annual Conference of California Cities would be held in the Cit~ of Sacramento,
at the ~Hotel Senator, from September 19 to 21,inclusive, and would furnish further details
Accepted and filed.
The South San Francisco Public Library notified the city council that they had prepared
a tentative budget,and would like to meet with the councilmen either June ~,YV or 28,19,A,
at 7;~0 P.M. The council selected June 2~,at 7;~0 P.M.
S.Bottini 818 Linden Avenue applied for permission to construct a warehouse of stucco-
wood frame on lot 1V,Block l~, at an estimated cost of ~88S, for a l~ x ~0 structure. On
recommendation of Inspector ~Welte the permit was granted~ on motion by councilman BoiAe,
seconded by councilman Hays and carried.
A communication was received from the Division of Highways stating thay have not receive~
the city's approval of their plans for t~e tocat~on~io£ a~pe~estri~n~.o~erc~oSsingi~the
proposed Bayshore Freeway between cutler Road & Grand Avenue. Councilman Elder moved the cit
approval of the location be granted. The motion was seconded by councilman Boido and regular~
carried.
Foster & Kliser made applications for permits to build two posting panels on W/L
of Bayshore Highway approximately 600 feet south of the S.P.overhead,~MSft.panel backing up
existing panel on th e E/L of B~yshore Ei~hway,l~O ft. North of California Avenue~ and_NWiCo~
oa~shore~Htghway-and:Chapman A~enue a 2~ft.pamel to back up the existing structure.~ Councilz
Boido voiced serious objections against granting any more permits for billboard signs,statin~
t~A~ Foster & Klieser got by too well under the old ordinance and promised not to ask for any
more signs~ and moved the requests for the permits be denied. The motion was seconded by
councilman Hays and regularly carried.
League of California Cities submitted a list of cities of the state to which the State
will a~locate a certain sum of money for post-war funds, Mayor Holston reported. The Mayor
stated the City of South San Francisco would be allocated $~8~, and the city could match th~
amount by regular proceedings o~ t?e city co~uc~l for the benefit of returned soldiers in po:
war work, and strongly urged~the a~ceptance of~the~opPor~unity.
Bruno Lollie made application for a license to operate a cigar store and News Stand at
28~ Grand Avenue. Councilman Elder moved the license be granted. ~he motion was seconded
councilman Boido and regularly carried.
Conway & Culligan of South City Village, requested that lots V2 and 7~ of the village,
rezoned for commercial purposes. Heferred to the Planning Commission .
James & Waters,civil engineers ,submitted plans and specifications for the development
South City ~tllage,South San Francisco. Councilm~n Boido~introduced a resolution of the Cit~
South San Francisco adopting the plans and specifica~ion~~resolution was adopted by
votes of the following named councilmen;-
Ayes,Councilmen, Victor ~oido,Charles K.Elder,Ivan M.hays,George W.Holston.

The division of Highways,through Works Engineer Charles T.Droughton,submitted for execut~
by the City of South San Francisco,~emorandum of Agreement , in triplicate,to provide for th~
accumulation of the ~ cent gas tax fund on Streets of Major Importance for the l~S fiscal
Councilman Elder introduced a resolution of the City Council of the City of South~ San Fr~
approving Memorandum of Agreement for accumulation of ¼ cent gas.tax.allocated for
Streets ~f Major Importance in the City of South San ~rancisce. The resolution was adopted b~
the votes of all the members of the council present,as follows;-
Ayes,Councilmen,Victor Ooido, Charles K.Eider, Ivan ~.Hays,*eroge W.Holston.
Noes,Councilmen,None.
Absent, Councilman,M.~inucciani. Attest Daniel ~cSweeney.

The monthly reports of the city judge ,chief of police,building inspector,fire chief and
city clerk for the month ending June ~O,l~*~ were submitted and accepted.
Representatives of Piombo ~ros, blasting contractors.appeared before the city council on
order of engineer Larwood to show cause for blasting in the city limits without license
permit. While the company has a $100,000 bond posted they did not notify the engineer

Representatives of Piombo ~ros, blasting contractors,appeared before the city council
order of engineer Larwood to sho~ cause zor blasting' in the city l~mits without license
permit. While the company has a $100,000 bond poste~ they did not notify the engineer o~i~
of blasting. The company~leAded~ ' the necessit~ of speed,being a government project,
Stated the time taken by preparing the blast would take up too much of the engineer's time,
and of considerable additional expense ~o the city for the ~ervices. After city attorne~ ~o]
