The regular meeting of the city counc~l of the City of South San Francisco was held in ~ City Hall, Monday evening, August ~1,1944 . The meeting was called to order by Mayor George W.Holston at 8 o'clock P.M. ROLL CALL. Roll call found all members of the council present,as follows;- Councilmen, Victor Boido,Charles K.Elder, Ivan M.Hays,George W.Holston, M.~inucciani. Copies of the minutes ~,£.~. pmev~ous.~meeting having been sent to all members of the cou Mayor Holston asked ~the members of the board if any errors or omissions were noted, nearin8 none he declared the minutes adopted as submitted. A notice was received from the State Board of Equalization of the transfer of the~.~ bee~ Wine and d~stilled Spirits licenses of Sam Parotint & Andrew Colombani,~ Orange Avenue,to An Colombani & Jim Laricchia. There were no objections by ~he city council. ,~he name of Chief of Police Bellini submitted for appointment ~esse A. Choate, as guard at the Wester Pipe & Steel Works. Councilman Elder moved the appointment be confirmed, without remuneratic from the city.The motion was seconded by councilman Minucciani and regularly carried. Chief of Police Belloni r~quested the council to cancel the appointments of Sylva Anders William Pierce BPoach, H~m®l Ducharme,Kay Kemp Garcia, Nary Hazel Hum.~phries,Verl Dean Gray J~ and Raymond K.Soules~ as guards. Councilman Elder moved the names be 'cancelled from the roll The motion was seconded by councilman Minucciani and regmlarIy carried. A communication was received from Ira H.Potter,Prestdent of the San ~ateo Chamber of Commerce, inviting Mayor Holston and the members of the city council to attend the 50tB ann sary of the birth of San Nateo,Sunday September, S,1944. Mayor Holston,being unable to atte= asked how many city officials wished to take part in the celebrations. Councilman Elder acce the invitation,and will act as commissioner from .... · this city for Mayor Holston. Alfred E.Krapsich applied for a business license to open a dry cleaning business at 477 Avenue. Councilman Boido moved the license be granted.The motion was seconded by councilman Minucciani and regularly carried. A communication was received from the Southwood Women's Club requesting the city to inst a stop and go light at the intersection of Orange Avenue and EL Camino Real. Fire Chief Welte submitted the name of Marlo Vincenzini for a]~pointment to the call fore of the fire department .Councilman Hays moved the appointment be confirmed. The motion was secom~d by councilman Elder and regularly carried. An invitation was received from the Bay Area Post-War Planning Sub-Committee,Belmont,Ca] to attend a luncheon meeting on Tuesday, August 29,1944,at 12 M.,at La Cantina, IS38 E1 Camin¢ aeal, to discuss Post-War problems. Communication filed. A communication from the City Plann~.ng Co~m~isston of South San Francisco announced that ........ the commissiod is now holding regular monthly meetings,and special meetings when occasd requires. At the last meeting of the commission,with full attendance, a resolution was unan~ passed, ~ecommending that ~he city council give inEediate consideration to the extension o~ Magnolia Avenue,Southwesterly, ultimately to connect with E1 Camino Rgal, and that a suitab] walkway be provided for the use of pedestrians, when required. Pacific '~as & Electric Company submitted a list of installations asked for by the city council in the past several months, wherever it was possible to do so~ under federal regulationm. The statement was accepted and ordered filed. A communication was received from the Berke].ey Chamber of Commerce,advocating the formation of an advertising and promotional campaign committee of the Bay Region, .to be known as "GOLDEN GATE ASSOCIATS", for three purposes,designated~ Industrial, Residential andWorld-Trade promotior., on an area-wide basis. Mayor Holston and councilmen were of the opinion the proposition was too much Berkeley and Alameda countyyadvertising,and the communication was filed. The Department of Public Works of the State of California submitted a tabulation showing the apportionment of the July 1944 quarterly payment of the ~ cent gas tax allocation under the Streets and Highways Code for expenditure on streets of major i~portance in this District. The allotment for South San Francisco is shown as $1788.26. Accepted and filed/ Dr.M.Wertheim made application for a permit to made alterations in his new office building, 317 and 319 Linden Avenue, at an estimated cost of $400. Building Inspector Welte not being present Councilman Elder moved the permit be granted if the building Inspector approves the application. The motion was seconded by councilman Boido and regularly carried. Tony Molinu, 665 First Lane, submitted a petition signed by 15§ residents and citizens of his vicinity asking the city council to re-zone both sides of Orange Avenue between Commercia~ and RailroaA Avenues, to include Block 3,City Par~ and Wes~ §0' x 26~' of Block 98, for busines~ purposes. Referred to the City Planning Commission. A report was received from Building Inspector Welte and Sanitary Inspector Schlaam on the condition of the houses at 141 "A" Street,°aden, and 436 Railroad Avenue. At Mrs.O.Avelar's place on Railroad Avenue the following is the repor~ ?ound,; 5 children and 3~a~ults (Mexicans) living in bedroom, lO'6" X 12',Window 2' 2" X 4'-ce~lin~ height 8'-not enough cubic air space for all these people,ere, Other conditions; illegal wiring,,no bathing fac~lities, or toilet facilities,kitchen and bedroom all one,~e~e~ev~-a~-~~e~-e~e~-~e-me~e' and no sewer connections. This place should be made~o~comply with the Health & S~fety Co~e and also Building Code. Reco~umended that the building be repaired or torn down. Inspector Schlaam was instructed to notify the owner again to comply with the city and state laws at once. Regarding the building of Mr. Spinelli , 141 "A" Street,Baden, the report stated there is no plumbing fixtures ventilation,no b~thing facilities,toilet ceiling too low, illegal;ceiling in bedroom too low ,same in kitchen;kitchen sink not vented, etc,and recommended that the building be torn down. City attorney recommended that Inspector ~chlaam write the owner , givins him ~0 days notice to act. So ordered. A Communication was received from West Coast Advertising Company asking for a permit to build one of t~ir Standard Advertising structures on Lot 17 Block 145,City of South San Francisco, the Panel td~ltke those now maintained by them in this ' city. The company gave as a reason for the request the tree growth on the Bayshore Boulevard partially obscuring their panel at Oayshore & Califor~ia Avenue .Councilman Hays moved the request for the permit be denied. The motion was seconded by council man Ninucciani and regularly carried. Mr. James Johnson, representing the West Coast Company appeared before the council and asked if another,or competitor company, could be given a permit to erect a sign where his had been taken down. Councilman Elder stated possibly so,as it would not be increasing the number of billboards in. town. Inspector Schlaam submitted h~s report for the period July 15,to July ~1. Report accepted. The monthly report of the librarian for the month of July was submitted by acting librarian Anna M~g®m · McCourt and accepted. ORDINANCE N0.2~6. Ordinance No.2~6,an~'or~inance amending sections of ordinance No.21, relating to the assessnent and levy of taxes, and extending th~ due date for the collection of taxes to November l~ had its second reading and was adopted as an ordinance of the City of South San Francisco by the following vote;- Ayes, Councilmen,Victor Boido,gharles K.Elder,Ivan M.Hays,George ~,Holston. It was decided b2 the council that work should begin at once. Accordingly , councilman Elder moved that engineer Larwood be instructed to proceed with the work of cleari=g Colma Creek and tributaries. The motion was seconded by councilman Hays and regularly carried. Mrs. Hernon of Southwood read'a letter from George Williams , Southwood builder,s~ating with relation to the establishment of a shopping and business district on the E1 Oamino Real, that there is no possibility of opening such a district at the present time for the reasons that the State of California contemplates widening the highway on the West side, and,there are no priorities. He Stated, however, that when the time arrives for this development there will be a shopping district there second to none in the count2. Mrs.Hernon called the council's attention to the broken street a~d culvert at the entrance to Southwood on West Orange Avenue intersection. Engineer Larwood will confer with Mr. Williams in an endeavor to get assistance in repairing the entrance. Councilman ~oido Moved that the city request the Personnel Board to hold a civil service examination for Norman Hynding for the position of Superintendent of streets. The motion was seconded by councilman Elder and regularly carried. Cit2 attorney C~leberd advised the council that the examination cannot be a non-competitive one, and the motion should be rescinded. Councilman Elder moved the motion to hold an examination for Superintendent of Streets Norman Hynding be rescinded. The motion was seconded by councilman Minucciani and regularly carried. Thex~eup~n councilman Elder moved the Personnel Board ea~- hold an examination for tie position of Superintendent of Streets of South San Francisco.The motion was seconded by councilman Boido and regularly carried. Councilman Minucciani reported the War Memorial Board is urging cities of the county to commence laying plans for s~itsble sites for the prospective War Memorial Buildings. ~ayor Holston stated this matter would be taken up atthe proposed informal council meeting with the Planning Commission and ~ecreation ~ommission this week,th~ether with the American Legion. It was reported that a fire hazard and unclean backyards exist in the rear of stores in the Merriam Block. Fire chief Welte and Inspector Schlaam were instructed to abate the nuisance.
