OCTOBER 2ND,1944.
The regular meeting of the city coUncol of the City of South San Francisco was held in
the City Hall Monday , October
The meeting was called to order at 8 o'clock P.M. by Mayor George W.Holston.
ROLL CALL.
Roll call found all members of the council pre~ent, as follows~
Councilmen,Victor Boido,Charles M.Elder,Ivan M.Hays, George W.Holston,M.Minucciani.

all members of the city council, ~ayo~ Holston asked if there were any errors or omissions
noted. There appearing none, he~.declared the minutes adopted as submitted.
The minutes of the regularly ~djourned meeting of Thursday, September ~8,194*,were read
No errors or omissions being noted &~ ~ the Mayor declared the minutes adopted as read.
The State Board of Equalization notified the city council of the application of Steve
Montion for an on-sale beer license for the Grand Hotel,733 Bayshore Highway.~There were no
objections by the council to the issuing~of the license. In a written communication,
Theodore Pretzer, formerly an employee of the city in the street department, having tak
a leave of absence for. the duration, stated he notified the engineer's ~epartment of the cit~
on his return from the navy with a medical discharge, that he would be ready for work as soon
as he was fully recovered from his illness. He asked the city to mmcept this notification c
his good intentions that he will resume his labors as soon as he is in physical condition.
Communication filed.
A communication was received from the South San Francisco Library Board stating that t
had submitted a budget in the amount of $13,000,and asked if they could count on the approval
of that amount and proceed accordingly. After discussion on the propriety of agreeing on th
amount, which is less than the rate will permit,~ayor Holston volunteered to contact the boar
and explain the circumstances to them.
18' A~plication was made by A.E ~roepsch, ~ Grand Avenue, for a permit to construct an
x 40-additlon to his structure at a cost of ,1800. Councilman Minucciani moved the permit
be granted. The motion was seconded by councilman Boido and regularly carried.
~artin Dovicchi applied fo~ permission to construct a cement floor in his place of
business in the South City Pool ~all on Grand Avenue,at m'most of about $400. Councilman
Minucciani ~Joved the desired per~it be granted. The motion was seconded by councilman Boido a
regularly~ carried.
Mrs.Loutse Cattaneo,249 Grand Avenue, applied for a permit to construc~ a set of stairs
in the rear of her place of business to act as a fire ~vescape, and to repair the lower roof o
her building. Councilman Boido moved the permission be granted, at the estimated cost,S400. T
motion was seconded by councilman Minucciani and regularly carried.
Business licenses were granted De Marchi Bros,garage, 511 Bayshore highway; M.D.Powers,
Shell Service S~ation, S.E.Cor.Bayshore & Grand Ave; oarrett ~ Hilp,By Frank McCreary,superint
dent,,second hand lumber,on lots 1V to oO,%lock 14~, on Bayshore Highway near Grand Avenue,an
Peninsula Goodwill Society,513 Linden Aven~e.
The report of the Planning Commission on the request of 155 parsons in the neighborhood
Orange, Commercial,Railroad Avenues and Cit~ Park Addition~to establish a business section th
by re-zoning the property from a residential area. The commission stated they had not
changed their minds since their first opinion,which was that when the area becomes populated
enough to warrant it they would recon~r~end that an area be re-moned to a business district, an
that the City Council, having the final vote on action, could act on the recommendation.
Councilman Boido was of the opinion that the petition was large enough to attract the city co
attention, and that further consideration should be given the matter. Councilman Hays and May
Lolston stated some of the persons who signed the petition have changed their minds and asked
that their signatures be disregarded. Councilman Boido urged further consideration. Mayor
Holston recommended that the Planning ~ommission call~'aa an informal meeting of the petitione
councilmen,and interested Dersons to meet at the city hall and discuss the case . Andrew R~cc

A communication was received from the Personnel Board of the City of South San Francisc
giving the grade and rating of the candidates who took the promotional examination for the
D~eitiSns of First Assistant and Second Assistant Fire Chief for this city. The men certified
are Alwin R.~rauns,87.~,JohnA.~archi,86.4~,and Virgil G.Ullery,84.3%. The board recommended t
~he man receiving the highest grade be appointed to the position of First Assistant Chief; tha
nan re~eiving the next hSghest grade be appointed to the position of Second Assistant Chief a
nan receiving the third grade be put on the eligible list ~f Second Assistant Chief for one ye
for appointment in case of a vacancy. Councilman Minucciani moved the appointments be m~de as
recommended. The motion was ma~e-- seconded by councilman Hays and regularly carried.
Chief of Police Belloin submitted the names of James Nissen,J.R.Lowe and Aemon McSweene
for appointment ~s guards at the Western Pipe g Steel Works. Councilman Minucciani moved the
appointments be ~onfirmed, without remuneration from the city. The motion was seconded by court
~oido and regularly carried.
A communication was received from George ~.Williams, together with a check of $500 as a
~oe that the street work in Southwood Mo. q would be completed to the satisfaction of the ~$
engineer of the City of South San Francisco, asking the city to accept the work conditionally,
so ~hat~he could make proper arrangements with the FHA in comp&eting their agreements. After
considerable discussion o~er the request councilman Hays introduced a resolution of the city c
of the City of South San Francisco accepting the work of constructing pavement,sidewalks, cur
and gutters on the streets of Southwood No.q, upon the express condition that American Homes
Development Company shall,not later than the First of June,1945,place a seal coat over and upo
said work according to plans and specifications for the work~ and ..~ deposit $500 to guaran
faithful performance. The resolution was adopted by the votes of all the members of the c
as follows;-

RESOLUTION'No.954.
Councilman Minucciani introdUced a resolution of the city council of the City of South San
Francisco letting a contract to L.C.~mith to grade and pave the northerly side of Hillside
Boulevard from Linden Avenue to Arden Avenue between the existing pavement,for the sum of
Nine Hundred Eightygnlne Dollars ($989.00). . The eesolution was adopted by the votes of all
the members of the c~ty council,as follows;- Ayes,Councilmen,Victor Boido,Charles K.Elder,
Recorded in Book of hesolutions, V$1.3,at page 440.
The monthly reports of the Sanitary Inspector,Building Inspector, Fire Chief,City Judge,
Chief of Police,Poundmaster and City Clerk,for the month ending September 30,1944,were submitted,
Councilman Hays moved the reports be accepted as submitted. The motion was seconded by councilman
Elder and regularly carried.
This being the date for the opening of bids for the construction of a storm watep sewe~
from the northerly line of Randolph Avenue to Edison Avenue at Hillside Boulevard,councilman
Minucciani moved the bids be opened. The motion was seco nded by councilman Boido and regularly

It was agreed that Paris Brothers should construct 5~5 lineal feet at the same rate.
Paris Brothers appearing the lowest responsible bidder councilman Elder introduced a resoluttion
of the city council of the City of South San Francisco awarding the contract t~..~aid Paris Brothers
for doing the work specified in their bid. The resolution was adopted by the votes of all the
members of the city council, as follows;-
Ayes,Councilmen,Victor Boido,Charles K.Elder, Ivan N.Hays,George W.Holston,M.~inucciani.
Noes, councilmen,~one.

Under the head of unfinished business the matter of Nr.Rogers,of the State Right Of Way
department,offer of $35 a lot each for lots l, ~, and 17 in Block "C",Peck's Sub, was discussed.
City attorney Coleberd stated he would have moredata on the subject at the meeting of the council
on Wednesday,October 11,1~44.
Engineer Larwood ~eported he had contacted the State and Mr. Williams of Southwood in the
matter of repairing the approach to West Orange Avenue at E1 Camino Real,and was informed that
the work had been ordered done.
The engineer also reported he was unable to complete his investigation of the offer of the
South San Francis co S~hool Department~ of 5000 yards of soil for fill in the ~artin School region,
but would attend to it this week. Accepted.
Andy Nynding reported that ~r. Freeman of the United Packing Company was anxious to secure
the property '~ fire house No.~ stands on , and would buy other property for the city and move
the fire house on it, under an agreement. ~ayor Holston appointed Councilman ~ays, Fire Chie~ Welte
and Andy Hynding a committee of three to wait on ~r. Freeman and agree on terms ,subject $~e the
council's sanction. The~cterk~asY~nstructed~.to~wr~eto Congressman A~de~son~extending~he~n~s":O~the
city to him for his efforts in securing the sum of ~45,400 toward the construction of the Tanforan Sewer,
through Admiral ~rawn of the United States ~avy.
