MONDAY,OCTOBER 16,1944.
The regular meeting of the city council of the Gity of South San Francisco was held
the City Hall, Monday evening, October
The meeting was called to order at 8 o'clock P.M. by Mayor George W.Holston.
ROLL CALL.
Roll call found all members of the council present,as follows;-
Councilmen,Victor Boido, Charles K.Elder, Ivan M.Hays, George W.Holston,M.Minucciani.

The minutes of the adjourned meeting of October ll,19A~, were read. ~here being no err~
or omissions, they were approved as read.
A petition was received from the South San Francisco Athletic Association,asking the c~
~o issue a charter for the organization and operation of their association. The petition stat,
~heir association was for the purpose of providing recreational facilities and activities fo~
~he boys of this community from l~ years of age and up.
~ayor Holston, city attorney Coleberd and councilmen explained to representatives of tl
organization that the city does not issue charters for any purpose, that being the function o~
~he State, but that it would not be necessary secure one for the purposes of this association
Councilmen expressed their full and hearty support of the movement in every wa~ possibl
~nd directed the City Clerk to write a letter to that effect to the office~s and~embers of tl
association.
~acific ~as & Electric Company submitted a statement showing recent installations in tl
various subdivisions of the city. Report accepted.

A communication wss received from San ~ateo County A.F.Lv~$~a~-Education Committee
requesting, that a resolution be passed by the city council of the City of South San Francisc~
going en record as being~'to the so-called "Right of Employment" proposition~No.l~,and urge all

~itizens of San ~ateo County to vote ~o. on the same. Councilman Elder introduced a resolutio~
~hat effect. Resolution No.958.
The resolution was adopted by the votes of all the members of the council,as follows;-

Noes,Councilmen,None.

Chief of Police Belloni requeste~ the council to cancel the names of the following nam~

Chief of Police Belloni submitted'~erriccio CorrUccini for guard at Lindenville,& Murie
Smith and Constantino~Alecopoulos as guards at the Western Pipe & Steel Co., Councilman Elder
moved the appointments be confirmed,without remuneration from the city. The motion was second
councilman Hays and regularly carried.
An application was made for a business license to sell groceries,~eats, vegetables,etc,
oy Antone Lamuth,at Lamuth's Market,803~ Linden Avenue. Councilman ~inucciani moved the licen
~e granted. The motion was seconded by councilman Boido and regularly carried.
Notice was receiveA from the State Board of Equalizat.i~on of the application of Herman
~arbero for an on sale beer and wine license and a distilled spirits license for the location
~41 Grand Avenue,on a transfer from Q. Massagli. lhere were no objections b2 the council.
Notice was also re ceived from the State Board of E~ualization of the a?plication of Br'
Lollt for an on sale beer license at ~39 Grand Avenue.There were no objections from the city
Conway & Culligan, builders of South City Village, submitted a request to re-zone lots
~ and #V3 of their tract, claiming that in their hurr2~to.secUrelPriOri$ies to construct 6
homes on account of a time limit,the mntire map was recorded as a residential district, but tl
had intended to re-zone the corner lots mentioned for business property, and asked for a
reconsideration of their request.of some weeks previous, which was denied,
Councilman ~inucciani opposed granting the request. Councilmen Elder,nays and Mayor ~o
expressed thief belief that as all the ~est of Linden Avenue is business property, this secti
might also be the same. Chairman Rocco of the Planning Commission advocated granting the r
on the ground that across the street from lots ~2 and ~3 is business property, together will
Linden Avenue, ~orth and Sout~ of the Village, and the Planning Commission took that feature
consideration when recommending the re-zoning of the lota back to business property. Councilm
Boido was of the opinion that all should be treated alike,and opposed tLe request. After muc
further discission ~ouncilman Elder mOved that the request to re-zone the lots to business b
granted. There was no second to the motion and it was lost.

Attorney James C.Healey of San Bruno served the Mayor and Clerk'of the city with a summons
of suit against them by Lois Margaret Jones,an infant~~ by Roy Jones,~her guardian ad Litem, and
George Kimmons Sardner Jr.,plaintiffs , fore.damages in the sums of ~50,000,$667.80,~080 and
respectively, for alleged injuries. ~eferred to city attorney Coleberd.
The monthly reports of Treasurer Kauffmann and Librarian Hussar for the month ending September
30,1944,were submitted and accepted. ~
Un,er the head of unfinished business the applications of Tony Molini and petitioners,and Frank
Corruccini, to re-zone certain properties for business purposes were denied.
Councilman Hays reported for the committee on the offer of C.A.Freeman,United Packing CompanY,,
to purchase the land on which Fire House No ~, is situated, purehase a new lot for t~e city in some
other part of.the city and move the fire house onto it,etc. Councilman Hays stated he found Mr.
Freeman willing and agreeing to all he proposed. He stated a site near the Bethleham Steel 0~rp. was
suitable for the city purposes . He had seen Mr. Eschelman of the company,who requested
of the city's plans might be submitted to him for his company's scrutiny.
Engineer Larwood reported the repair of the approach to West Orange Ave, at E1 Camino ~eal was under
~*~he~ho~*~OW*~O~ ~he offer of the school department of 5000, c~bic"~ards~'~
for fill purposes, was taken up next. Engineer Larwood suggested that a port~on of the soil could-q~e
used in the extension of a street southward from Cl,~;remont Avenue,Paradis~¥alley,toward the park.
~e stated 58 inch culvert pipes could be placed and other work done for appr0x tmately~500, and
considerable of the school's excess soil used. Councilman Boido moved the sum of $500 Oe appropriated
for the work. The motion, was seconded by councilman hays and regularly carried. In this connection
it was stated the land company eventually will construct a street across the section.
Engineer Lar~ood reported that attention should be given the Calma Creek and settling:problems;
.that the cost woul~ be around ~3~00 each ~to the county,city and land company, and asked for permtss~0n~
to employ machinery'~for the city's share. Councilman Elder moved that authority be given the.,~ngineer
to begin operations. The motion was seconded by ,cobnci, lman Bo~do andL;:~g~13 carried.
Paris ~rothers reported to ~r. Larwood that they would begin work on the Paradise ~alley s~o~m
sewer within a week or so.
Councilman Elder moved that Mr.A.E.Malstedt by appointed by ~ayor Halston to the v~.cancy on
the South San Francisco Recreation Commission in place of Mr. J.Dale Thompson,resigned. Couhcitman
Minucciani seconded the motion,which was regularl3 carried. Accordingly,Mayor Halston
Mr. A.E.Mahlstedt a member of the recreation commission.
Complaint was made 'by Sanitary Inspector Schlaam that filthy'hog water is trickling down from
the hog ranches at the upper reaches of Calma Creek, and oozing into the city limitm of this city.
He stated that suits have been begun against the ranchers, who are not paying much attention to ~hem.
The city clerk was a~ain instructed to write Dr. Charles C.Gans, County Health Director,and the
~oard of Supervisors of am Mateo, notifying them that it is the intention to bring damage suits
against the county, by the City of South San Francisco, on account of the health menace to the city's
inhabitants~from the stench andfluids coming into the city from Calma Creek.
Inspector Schlaam reported he had word from Louie Giffra that his obnoxious structure on Cypress
Avenue would soon be demolished.
Mrs. Hernan of Southwood reported a dangerous condition to young children in Southwood, where they
are able to turn valves and let the water run in various parts of the streets,an into holes.
Inspector Schlaam will investigate the situation.
John Corso requested the city to furnish a sewer from his property in Peck's Lots to Bayshore Highway
from the rear or ~ East end of Lots 18 and 19, in Block "C",down Butler Avenue to the highway. G~anted.
Claims in the amount of $4604.30 were. .next. presented to the council

The claims having been audited by the finance committeee councilman Elder moved they
be paid. The motion was seconded ..by councilman Einucciani and regularly carried.
There being no further business before the council, councilman Hays moved to adjourn
until Wednesday, October 18,1@44 at V;30 o'clock P.~. The motion was seconded by councilman
~oido and regularly carried.
