OF SOUTH SAN FRANCISCO,HELD MONDAY,
DECEMBER 4~H,1944.
The regular meeting of the city council of the City of South San Francisco was held in the
City' Hall, Monday evening, December 4th,1944.
The meeting was called to order at 8 o'clock P.M. by mayor George W.Holston.
ROLL CALL.
Roll call found the following named councilmen present,-
Councilmen,Victor Boido,Charles K.Elder, George W.Holston,M.Minucciani.
" absent, Councilman Ivan M.Hays.
The minutes of the adjourned meeting of November 30,1~4~, were read. There appea ring no
errors or omissions Mayor Holston declared the minutes adopted as read.
A communication was received from Peter Sorensen, contractor, requesting written authorization
from the City of South San Francisco to deposit certain surplus dirt that will be required in the
construction of a road crossing over creek at the west side of ~artin School grounds, and also
permission to fill in to school yard level the land owned by the City of South San Francisco,
immediately norhh of the school grounds, having previously been granted verbal authorization.
~r. Sorensen explained this is required by the architects of the school ~ard improvement,
Blanchard & ~aher.
Councilman Minucciani moved the desired written authorization be granted. The motion was seconded
by councilman Boido and regularly carried.
Application was made by Schulze & Barnes for a business license to sell Christmas Trees
at 4V3 Grand Avenue. Councilman Minucciani moved the desired permission be granted. The motion~
was seconded by councilman Boido and regularly carried. The clerk was instructed to have the teeemen clean
Prank J.Maretta applied for a taxi cab license to operate a taxi service in this city unde~W~e~lea¥1
the name of JOLLIE CAB CO., He is a resident of Southwood Drive,this city, and stated he expected
to open an office in the business section of the city when and if he received the several licenses~
Mayor Holston explained to him that he would also be required to post insurance bonds suitable to the
city attorney. Councilman Elder moved the license be granted if all ordinances are' complied with.
The motion was seconded by councilman ~inucciani and regularly carried. Mr. Maratta stated he was
a veteran of World ~ar No.~.
Notice was received from the State Board of Equalization of the application of A.B.;F.L.and
J.P. Russo,a03 Grand Avenue,for on sale distilled spirits,off sale distilled s~pirits and on sale
beer and wine licenses,transferred from A.B. & F.L.Russo,same address$ and the application of
Simone Parcalini',~41 Grand Avenue,for an on sale distilled spirits license, transferred from
~erman Garbero, same address. There were no objecticns by the city council.
Fire Chief *elte subm~ted copies of notices sent to Uirgil Ullery, John ~archi and Angelo
Conziani,entitling them, under an amendment to the civil service law,to engage in outside work
for the duration of the war,providing it ~oes not interfere with their duties in the fire department.
Accepted for the city's records.
Police Chief Belloni submitted ~he names of '~illie ~ae Frans, harold Leo DaVis,Zaira ~orgfloni,
Oscar M.Ericson and Emily ~ager for appointment as guards at the Western PIPE and steel Company.
Councilman Elder moYed the appointments 0e confirmed,without remuneration from the city' The motion
was seconded by councilman ~oido and resularly carried.
to A communication was eeceived from Faulkner 0akes ~ Faulkner,accountants,offering their services
the cit~ as auditors. Communication ordered filed.
Western Pipe & Steel CompanF. and Belair Shipyard~Oarret & Hilp) filed notices that they are
paying taxes on their possessory interest in certain property, under protest. Communications filed.
Pacific Gas & Electric Company applied for permission to open a 15' trench in 6TH,Lane easz of
Maple Avenue. Heferred to the engineer's office.
A communication was received from the ~oard of Heview of the City of South San Francisco,
recommending that Section ~, of Rule V-Duration of Employment Lists- That that portion with reference
to the duration of the employment list be changed to read 'Employment and promotional lists shall
remain in effect one year'instead of Employment and promotional lists shall remain~in effect one
~ear and may be extended by action of the ooard of Review for additional six month~.~eriods, but
in no event shall an employment or promotional list remain in effect eor more than two ~ears.
That that portion of ~ection i of Rule IVa pertaining to the weight of a aandidate.for the
po~'ition of policeman be changed to read 'Or weigh less thanl65 pounds str~pped~.
That that portion of Section ~ of Rule IVa pertaining to the weight of a candidate for the
position of fireman be changed to read 'Or weigh less than 150 pounds stripped'. The communication
requested the city council to inform the Board of Heview as to what action it had taken.
Pacific Gas & Electric Company notified the.- city council that they have installed lQ of the 18
units requested in ~ayfair Village,and will install the other 6 unites and the new ~nit in Circle Court
as soon as the necessary material is received. ~tatement accepted.
A communication was received from American Homes stating that a condition of the city's
acceptance of the subdivision map of Southwood ~o.3 was that American Homes deed to the ~ity certain
land in order that Southwood Drive could be extended if there was occasion to do so. A properly
executed deed to the 6it~ of South San Francisco Covering the land mentioned was submitted with the

Councilman MinucCi,ani introduced a resolution of the City Council of the City of South San
Francisco accepting the deed to a strip of land for the extension of Southwood Drive. The
resolution was adopted by the votes of all the members of the council present, as follows$-
Ayes, councilmen, Victor Boide, Charles K.Elder, George W.Holston,E.Minucciani.
Noes, Councilmen,None.

The monthly reports of the Sanitary Inspector, City Judge,CHief of Police,Poundmaster,Fire
Chief,Building Inspector and City Clerk for the month ending November 30,1944, were received and
accepted.
E~nder the head of unfinished business engineeer Larwood reported some work done on Butler Ave
between ~estern Pipe and ',~.ildberg Bros. property.
Under the head of new business M~-s. Hernan of Southwood reported numerous dogs running at large
in that district. She also stated she was informed that the poundman told a resident there that he
had placed kittens in a furnace, in~tead of gassing them. Councilman Elder ~dvised her that if the
party would make the charges to the council action would be taken at once.
Mr' Carlisle of Southwood reported that there were rumors in his district that a stable of
some character might be constructed in the vicinity south of California Golf CSub, not far from
~he foll~Wlng n~me~ councilmen present,-
was seconded by councilman ~oldo and regularly carried.

Councilman Boido, on behalf of the So.S.F.Athletic Association ~ stated tb~ v~h~ w~l~ 1~ ~
have the use of the ~ll Park for soccr games. It w~s decided the grounds are E~o~$ ~t ~p~6N~n$~
time,and it would be harmful to use it, but later on the matter will De taken up b2 the ooarG.
