NOTICE IS HEREBY GIVEN, pursuant to Section 54956 of the Government Code of the
State of California, the Comm-unity Development Block Grant(CDBG) Subcommittee of the Cityof
South San Francisco will hold a Special Meeting on Thursday, the 12'h day of March, at 11:00 a.m.,
at City Hall, ECD Conference Room, 400 Grand Avenue, South San Francisco, California 94080.
Purpose of the meeting:
L Call to Order.
2. Roll Call.
3. Public Comments.
4. Approval of Minutes of the February 5, 2015 Meeting.
5. Administrative Business:
Presentation of 2015-2016 Community Development Block Grant applications and
formulation of funding recommendations (Alin Lancaster, Community Development
Coordinator).
6. Presentation of the updated design concept for the Grand Avenue Pedestrian Improvement
Project (Alin Lancaster, Community Development Coordinator).
7. Adjournment.

Review of the preliminary design options for the City Hall Pedestrian Improvement
Project.

Staff presented the three design options which range in various magnitudes and cost for the
City Hall Pedestrian Improvement Project which were developed by Royston, Hanamoto,
Alley, & Abey Landscape Architecture ("RHAA"),
Concept
1. Minimum Cost
2. Most Costly
3. Moderate Cost

Staff noted that construction for this project would start in carly2016 and that staff is looking
into additional grant funding sources to complete the project.

0 The Subcommittee had the following requests/comments
• The City's Bicycle Pedestrian Advisory Committee (BPAC) needs review the raised
crosswalk concept
• The materials selected for this Project will eventually be used along the entirety of
Grand Avenue to create a uniform streetscape.
• Project needs to have minimal maintenance/upkeep
• Remove benches from the design to prevent loitering and asked for an alternative to
the benches.
• The embedded crosswalk lights are not effective and a flashing crosswalk sign should
be considered instead
0 Subcommittee made preliminary recommendations as follows:
o Concept 1: Minimum Cost $564,880
o Preliminary allocation of $200,000 in CDBG funds for the project
o Include project in the 20,15-2016 Capital Improvement Program (CIP) process
Being no further business, Mayor Garbarino adjourned the meeting at 1:50PM
