The regular meeting of the city council of the City cf South h. an Francisco was held in the City Hall Tuasday evening, ~ahuary 0,1945. The meeting was called to order at 8 o'clock P.~. by ~'~'~ayor George W.Holston. ROLL CALL. Roll call found all members of the council present,as follows; Councilmen,Victor Zoido,Charles K.Elder, Ivan M.hays,~eorge ~.holston,~i.~,~;inucciani Copies of the minutes of th~ meetings of Decem~er 18 and 19,1944, havihg Oeen submitted to all members of the board ~ayor ~olston asked if there were any e~rors or omissions noted. Hearing none he declared the minutes of the meetings adopted as submitted. Notice was'received from the State Ooard of ~qualization of the apblication of ~enry Eli for an on sale beer license at q~9~Srand Ave.,on transfer from Lruno Lolli. There were no objections b~~ the city council· ~.L.Botsford a~plied for a business license to operate a used lumber yard on parcels 9 and 10,ZoneF~on~utual Engineering and State property . Councilman Hays moved the license _e granted for the period of one year. The motion was seconded by councilman Elder and regular- ly carried. Hess &: Hess applied for a business license to operate a used lumber and n'~aterials ~ard on a section of land between rarcels 9 and 34,in Zone "C",Peck's Subdivision. This locatibn bein in the residential area councilman E.~der moved the permit Ge denied. ~he motion was seconded by councilman ~inucciani and regularly carried. A ~ierry Christmas and Happy l,iew Year card was received by tW.e council from Non. Hugh H.Smith councilman o£~ ~aly City,now in the United States Army. Greetings accepted. Chief of Police Selloni submitted the names of .~eorge Landon and Salvatore Cortesi,'for positions as guards at the Western Pipe o Steel Company. Councilman Elder moved the appointment be confirmed,without remuneration from the city· %he motion was seconded by councilman nays and regularl} carried. A communication was received from the city's Recreation 8ommission, stating that~ Director ~'loyd Hunter had resigned on account of ill health, and that ~they had appointed Joe Pleas and Dee J.Shehtanian as part-time workersfor the month of December,1944, and would present further recommendation later. Accepted~ and filed. In a later communication the ~ecreation Commission recommended that ~r. Joe Pleas be- employ, ed as Superintendent of Recreation on a part-time basis for the ~emainder of the~snhool year,to June 15,19~5, at ~l.00 per~'hour~plus an allowance of ~$.00 a month for mileage for the use of his car while on recreation department business; that ~r. ~ee J.Shehtanian be employed as a Recreation Director on a part-time basis at ,~l.00 per hour, and that Vincent ~'ager be employed as Assistant Recreation Leader on a part-time basis at ,$.~$ ocr hour. It was the consensus of opinion of the councilmen, that,until they meet again to consider the new recommendations and suggestions, between thins date and the next meeting of the board, January 18, the ~ecember conditi~ns would prevail. The ~e~reation Commission also~re~uested that the floors in the Recreation Center Hall be sandedmand treated with a protecting finish, and that the walls in the craft room be painted· Councilman ~inucciani moved to have the work done. 2he motion was seconded by councilman~Elder and regularly carried-. Pacific Gas ~ 2lect~i~ Company submitted a list of new installations and various changes i~ kayfair the lighting system in Village, as requested by the SUperintendent of Streets. ~eport accepted and filed. Councilman Elder suggested that the l:acific Gsa a Electric Company be contacted and request.~ to improve on the'lighting condition at ~rden,Linden a: k~illside Boulevard, stating there is a ~ stretch there requiring another light. Chief of Police o911oni called the council's attentior to the poor lights on ~ayshore~ highway in the vicinity of Randolph, Outler,llillside and Linden Avenue extension, claiming the old arm brackets are antiquated and sho~id be reelaced by lon~er ones. ~'he city clerk was instructed to write the gas company and ask for,.a survey of!the .~'',~ liLhting conditions at the places mentioned. The monthly reports of the Ouilding Inspector,Chief of Police ,City ~udge, Fire Chief and City Clerk for the month of December,were submitted and acceDted. D~der the head of new business ~a~or Holston reported tke dOg kennel without a roof,and the dogs suffering from cold,and advised a roof should be constrUcted. Councilman Elder me,ed that a roof be constructed on the kennel.The motion was seconaed 0y councilman Boido and reguls~ carried, i'he city clerk was ~nstructed to notify ~treet Superintendent Hynding to have t?e wc~ done. Engineer Larwood was instructed to place Edison tvenue in cendition as soon as weaEher pen ~ayor Lolston brought up the subject of Colm~ Creek, its maintenance and control of hog a~fluent~. It was decided to s~bmit protests against the hog nuisance to the Ooard of Supervis( the Planning ~ommission of the county and County health Director Charles C.Gans. ~he Cit~ Cle~ was instructed to make the complaints. Councilman Lays requested that a white traffic line be painted on 01d ~ission Road from Srand Avenue ~orthward to Holy Cross Cemetery. Engineer Larwood will have the work done. 10 On question by kayor Holston on the situation concerning the ~elair ' slough and outfall sewer, City attorney Coleberd reported it was rumored that the ~';aritime commission would grant the right of way if the cit~' would drop the suit against Belair Shipyard. ~e stated he e~:pected further information in the near future.
