The regular.meeting of the city council of the City of South San Francisco was the City Hall, ~onday evening, February 5,1~4~. The meeting was called to order at 8 o'clock P.~. by ~ayor George W.Holston. held in ROLL CALL. Roil call found all members of the city council present,~s follows;- Councilmen,Victor Boido,Gharles K.Elder, Ivan M.Hays,George W.Holston,~i. ~iinucciani. Copies of the minutes of the previous meeting having been sent to all members of the board, ~a2or holston asked if any errors or omissions were noted. There appearing none, he declared the minutes adopted as submitted. An invitation was received from the'Burlinjame Chamber of commerce requesting the city to send a delegation to the Oenjamin Franklin hotel,P'riday noon, February 9th,19~8 , to hear Richard Graves,Executive Secretary of the California League of Cities, discuss relief of real property taxes through the raising of taxes by the State,to be used in financing in part, Post- ~ar Projects of the cities of California. ~ayor holston advised ~ .~ all cit~ officials Who could spare the time,to attend. A communication was received from Lura Sellick,secretary of the ecrea~_on Commission, stating that ~ January ~4,1ast,Mr.A.E.~ahlstedt was elected Chairman of the ~ommission and ~r.Earl-Hargraves was elected vice-chairman of the commission, Report accepted and filed. Fire Chief Welte submitted for appointment to the call forces of the fire department,the nam of ~r. William Symons, 804 Commercial Avenue. Councilman Hays moved that the appointment be con- firmed. T'he motion was seconded by councilman Elder and regularly carried~ By direction of the Board of Supervisors of San ~ateo County,County Clerk William Augustu~ notified the city that Senator Parkman's State Committee on Post-War Construction will in the Chambers of the ~oard of Supervisors, ~edwood City, Monday, February S,l~4S,at lC' O'Clock A.M. Engineer Larwood reported t~at he ~oad attended the meeting. Communication accepted and City Clerk Ralph Woodman~wrote the ~ity stating he had been instructed by the council of the City of San Bruno to request the City of South San Francisco to furnish them with a properly executed copy of'the agreement with the City of South San Francisco covering the construction of the joint sewer by.the two cities. City attorney Coleberd stated he would furnish, a copy immediately. ~ ~C e~ ' Henry Doelger ~uilder inc, requested that his deposit o~ .~50.O0,attached to his bid on sewer construction in kayfair Village, be returned to him. Councilman Minucciani moved the check be returned to ~r. Doelger. The motion was seconded by councilman Boi~o and regularly carried. Notice was received from the San ~ateo County Planning Commission that the application of ?red C.Haub,Jr~ for a Nse ~ermit to allow the members of the San h~ateo Eounted Sheriff's Posse Club to erect a club house and ~.tables on 15 acres of property south and west of California 3olf Club and Southwood subdivisions would i~e given a hearing at the Chamoers of the ooard of Supervisors on Friday,January 19,1~4~, at o o'clock P.~. Notice accepted and ordered filed. ~r. Carlisle of Southwood a~peared before the meeting and stated he attended, the meeting at the *~oard of supervisors January 19, and protested against the issuance of a license or permi~ vo construct the proposed buildings, he stated the hearing was postponed to a later date. Re submitted a draft of a i~etition from the residents of Southwood, without names thereon, requestin vhe city council of the City of South San Francisco to file ~eSea$~-w~$~-$~, a protest with ~he San ~ateo County Planning Commission, against the issuance of a building permit to ~e ~r. ?red Haub Jr., for a use Permit to allow the members of the San ~ateo ~ounted Sheriff's Posse Club to erect a club house and stables on ~he lan:: i~dic:ated:~-~-~-~-~L~D~-~f I"~ayor.~olston advised that as no signatures were attached to the petition,and no Other complaints a~a~a~ filed a~ainst the building of stables west of Southwood, the city could not verN well take. action against the pro~osition, l~he ~iayor stated that the city council : would meet in session ~hursday evenin~i, Feburary 8. at 7;30 o'clock P.l%'~., and requested all 'nterested parties to attend the meeting. A letter was received from the United Air Lines stating that a fire occurred in the boiler room of their plant at tt~e San Francisco Airpo~t,o~ Sunda~,~anuary ol,l'~5, and that the fire ~epartment of South San Francisco answered the call within within ten minutes after it was placeds for which service the company stated they were ~eeply app~-eciative. The company stated also that they ~ireatly a~preciate the cooperation and valuable ~,~ee assistance received from Fi~e Chief ~elte on a number of occasions in the past. Accepted and filed. An applicatio~ for a business license waa received from ~ayshore Body ~ ~ender Shop, 50~ ~ayshore Highway~ License granted. harold J.Eoss & Philip ~.Hess applied for a business license to store ~umber on Parcel ~,Zone "D",in rear of South City Lumber a Supply Co. ~aid over for consideration. Notice was received from the City of ~an ~runo of a proposed me~ting with Col. J.R.Skeggs,an8 ~ ' ~illsborough, San ~ateo, South San ~e tle City engineers~of:~$he cities of San ~runo,~urlmngame, Francisco and Daly City, to discuss development plans for the Oayshore Highway and E1 Camino Real ratters of great importance to these cities. The communication asked if this city would participate in the discussions. ~ayor holston requested the cit~, engineer to attend the. meeting. Chief of Police Belloni submitted the name of Fred orown as special policemen at the~. crossing of Grand Avenue ~ hagnolia Avenue. Appointment confirmed. ~he '~oli~e chief also ~ubmitte the name of Louis ~L~arl 2itz~erald as special policema~ ~t the Lindenville Rousing Authority, and the names of Ruth Almed~ Carter,Ernest O.Anderson?~Edw. Referring the t~e matter of printing~a new form of city claims,Cit~~ Attorney ColeOerd was i~.structed to look ~p the law to see if they have to be sworn to and if the finance committee majority has to sign all claims. ' City attorney Colsberdrequested the city clerk to write to the State Employee,s' Retirement System, lOP State Office Building.No.l,Sacramento,California, and as~ for a copy of the contract oetween the City of South San Francisco and Coats ~ Herfurth, three copies of which were sent them and none returned. Accordingly councilman Elder moved that ~ayor Eolston be authorized to write to the Commanding ~emma~&~ Officer in w~e~-~,=~e~wi~=~-a~~e~.~f t?e department in which ~.Dolwig is staticned, asking his release. ~he motion was seconded by councilman Hays and regularly carried. ~r. i~iurray Norton, representing the San ~;ateo $e~,$~ Nounted Sheriff's Posse Club,requested the city'to furnish a letter-assurance for his associates that the Cit~ of South San Francisco will permit the club the use of the city sewer,~e.the~ ~.t 0e on a rental basis or un~er annexation. ~.~:or ~'~olston explained that the city is not ready to state at the present time whether, there will be further ~; objections to the establishment of the proposed stables or not, and further that the club had submitted no written request for the i~ermit. portions of Councilman Elder submitted, a survey of the lighting situation on'~ayshore highway, ~iller Avenue,~ucal~ptus and Acacia , stating that for an additional cost of ~.~0 per month better ar,d-m~- more lights could be installed in those dist~icts~ and moved the adoption of the survey.~?e motion was seconded by councilman Boido and regularly carried. Councilman Hays reported~about 800 feet of ~ma~ hose, bou~ht in the emergency, and not n~w needed,should be sold,an~ some ~-~ inch hose purchased instead.
