the regular meeting of the city council of the Ci[y of South San ~'rancisco was held in
the city hall, Monday evening ; march 5th,1945.
The meeting was called to order at 8 o'clock P.~. by Mayor George W. Holston.
ROLL CALL.
Roll call found all members of the council present,as folldws;-
Councilmen,Victor Boido, Charles K.Elder, Ivan E.E~ys, George ~.Holstom, M.Minuccianf.
Copies of the minutes of the previous meeting having been forwarded to all the members
of the city council, Mayor Holston asked if any errors or omission were noted. None were noted
b~' the city council members, lhe city attorney, however, asked that the record pertaining to licensing
roomin8 houses,apart~:ent houses,hotels, be amended to r~ad;- '
Edith Apetl, 4V~ Grand Avenue;applied for a business license to operate a °aby Shop~i to~aell
infants and ch~idrens wear and toys,at the same address. License granted.
Gtorgia Seminar and Gwendolyn Cline, appled for a business license to operate~'a restaurant
at 06~ Grand .Avenue. License granted.
Paul J.Constantine was granted a license to'operate a buffet fountain in the Steel ~owl,
~86 Grand Avenue.
Notice was received from the State Board of Equalization of the application of kar~y Politis,
Archie D.~itchell-Nick Chungranis, for an on sale beer license at 9S8~ Grand Avenue. l'here were
no objections by the city council.
Chief of Police ~elloni submitted the na~e of Arthur Franklin ~allace for apponitment as
guard at the i~'estern Pipe & Steel ~.orks. Councilman Elder moved the appointment be confirmed,
without remuneration from t~e city. ~he motion was seconded by-councilman hays a~d regularly ~
carried. S.K.Robbins,secretary of the 2hamber of ~ommerce,~submitted a ~op~ of'a letter of pr5te~t
sent to San kateo Co.Planning Commission against stables being built near Sou~hwood.Accepted & filed.
Fire Chief Wette submitted the name of Clarence B.Ford for appointment to the call forces
of the fire department. Councilman Rays moved the appointment be confirmed. ~'he motion was
seconded by councilman Elder and regularly carried.
~ communication was received from Pacific ~as ~ Electric-Company; notifying the city that
the two units,ordered by the city for Miller Avenue, were installed on ~'ebruary oS,last.
communication ordered filed.
Burroughs Adding ~achine Company-submitted a bid. to service the new electric adding machine
for the sum of ~1 per annum, and approximately .:~9.00 for present repairs. Councilman Elder
moved the city contract for the a~.reement.lhe motion was seconded by councilman aoido and
regularly carried.
City attor~ey Coleberd submitted excerpts from the State of California ~ealth and Safety 3ode,
defining the word "Apartment",gec. 1500~, and the words "Apartment house", Sec~'ld00~. Filed.
~ayor Holston stated that the matter of the survey made recently by the City Clerk of
apartments, apartment houses, rooming houses,lodging houses,hotels,etc, would be studied at a m~eting
of tee city council to be held Tuesday,~'~arch 15,1948, at ~;~0 o'clock P.~.
Councilman Elder introduced a resolution of the city council of the City of South San ~'raucisco
amending Section 1,~ and Z of Rule 1Va, Section ~ of Rule ~ll and Section i of Rule X of the
Personnel Rules and Regulations Of the City of South San Francisco.
The resolution was adopted by the votes Of all the members of the city council, as follows;
Ayes,Councilmen,Victor Bo~do,Charles K.Elder, Ivan ~.Eays, ~eorge ~. Holston,~.kinucciani.
Noes, Councilmen,None.

This bein![ the date'for the acceptance of bids on 800 feet of 1~ inch fire hose,
councilman Minucciani ~oved the bids be opened.The motion was seconded by councilman Elder and
regularly carried.
Sut one bid was received,tt~at of E.W.[cLellan Co,Colma , CalifoTnis. ~he bid was for 300'
of 1~ inch fire hose , at .~.o0 per foot~ guaranteed by a certified check in the sum of ~$6.00.
Councilman hays moved that the bid be accepted,and E.W.McLellan Company awarded t~e bid.
The motion was seconded by councilman Elder and regularly carried.
An a~plica~ion was received from Alan G.Bybee and Alma L.Bybee, for a license to operate
a taxi service from South [~an ~rancisco to ~.risbane or San ?rancisco, after delivering passengers
~n this vicinity. -'eferred to city attorney Coleberd for opinion.
Under the head of new business Councilman Elder nominated ~anford K.Robbins to be judge
of the City of So~th San ~rancisco. The motion was seconded b~ councilman Boido and regularly
carried. A certificate of apponitment was issued, ~ir. Robbins signed the oath of office,and w~s
sworn in as City Judge of South 2a~~, ~'rancisco by Cit~ Clerk Daniel ~cSweeney. ~he period specified
was for ~0 days, and the salar~ etipulated was ~000 per month,y~nding civil service examination.
'~he city attorney was instructed to prepare a re~olution of respect to the late Judge
L.G.Rardy,and condolence to ~rs. Lucelle hardy and family.
In the matter of the proposed annexation of a piece of ground west of the E1 Camino Real
~y~Arco Ouilding Company, for residential purposes, city attorney Coleber~ advised that the company
will first have to petition the City of South San ~rancisco for annexation,after w~ich the regular
proceedings of annexation will have to be entered.into. Councilman Elder moved that Works Engineer
Broughton be instructed to prepare plans and specifications for the eew~r to connect the City of
South San Francisco with the proposed tract. '±he motio~ was seconded by councilman ~oido and
regularly carried. The sum of ~$1~000 was guaranteed by the builders toward the cost of the sewer.

Referring to the condition of South Linden Avenue,engineer Larwood suggested that sidewalks,
curbs and a drainage system be constructed, possibly under ~n~ assessment district, and the street
work done under the ¼ cent gas tax allotN, ent.0nly tentative plans of the cost w~ll be submitted ,
for the guidance of the council.
