CITY OF SOUTH SAN FRANCISCO,HELD
MONDAY ,NOVE~BER 5,1945.
The regular meeting of the City Council of the City of South San Francisco was held in
the City Hall, Monday evening~, November 5,1945.
The meeting was called to order at $ o'clock P.M. by Mayor Geo W.Holston.
ROLL CALL.
Roll call found all members of the City Council present,as follows;-
Counctlmen,G.A,Anderson, Charles K.Elder, Victor Botdo, George W.Holston,M.Minucciani.
Copies of the minutes of the previous meeting having been forwarded to all members of the
0card,Mayor Holston asked if any members noticed any errors or omissions. There were none, and he
declared the minutes adopted as submitted.
A communication was received from ~r. Andrew Rocca,Chairman of the Planning Commission,
tating that the rezoning the of the northerly end of Linden Avenue for light industry was fully
~iscussed at their meeting, and resulted in a unanimous vote to recommend to the city council
the rezoning of the district to Light ~ndustry. ~r Coleberd will prepare the ~e$oning law,after
~ plat or drawing of the section has been submitted to ~m the city council.
i The letter stated further that the Plannin~ Commission would not recommend the rezoning
Of lots i~.,~0,~,~&26~'~B~c~l~own of Baden~, for reasons expressed in their letter of
july ll,1944,a copy of which is attached.
A letter was received from Mr. Molinari of ~aden asking permission to move a house from
outside the city limits onto lots 8,10 and l~, Block 4,Town of ~aden, guaranteeing to fix the
house up to the regular city standard. As Mr. Welte, Building Inspector,had not seen the house
or premises the matter was referred to him.
Notice was received from ~®le~ea-~®~®~-e$- the State Board of Equalication of the applica-
tion 02 transfer of DOLOROS YORTON,l~46 Bayshore Highway,of the 0N~.SALE BEER license of RENUE MAY-
HEW MANBECK~ sa~e location. There were no objections from the city councilmen.
A communication was received from B,J.Rodondt, realtor, offering the city for new fire h~use
purposes,the land described as 48' of Lot ll, 50' of Lot lq, and 50' of Lot 15, in Blocklq6~,the
Northeast corner of Linden & Lux Avenues, for the sum of ~$9500. The matter was filed.
Harold M.Friedman of the War Surolus Sales applied for a license to open at store at ll3
Irand Ave.,to sell Army clothing,etc. ~ was requested to secure a six months lease ~f the
remises and the license would be granted.
Fire Chief Welte submitted the names of F.J.Martinelli and Leo Donati for appointment to
the Call Forces of the Fire Department. Councilman Elder moved the appointments be confirmed. The
motion was seconded by councilman Minucciani and regularly carried.
Chief of Police Belloni appointed Joseph H.Dias a special deputy policeman for the Sub-
division of Lindenvtlle. Councilman Elder moved the appointment be confirmed,without remuneratio~
from this cit~'.T~he motion was seconded by councilman $oido and regularly carried.
Louis Belloin,Chief of Police, submitted the following names of officers for cancellation.-
Louis Earl Fitzgerald, ~lfredo Gerri,Emily Yager, Elixabeth Emma St2rmen,John Locatelli,
Sharles Backus, Anderson Karl Vail, and William Homer E~eyers. Councilman Minucciani moved the can-
cellations be made. The motion was seconded by councilman Elder and regularly carried.
A communication and placards were recoil:ed from the STATE L~.PLOYEES' RETIREMENT SYSTEM,
requesting that t~e placards be posted in the various departmental h~adquarters, judiciously, for
the benefit of the organization. So ordered.
A communication was received by City Attorney John W.Coleberd from the State Employees'
Hetirement System in answer to his letter of October ~4,1'J45, stating he was entirely right
in making the claim that the action of the voters at the last election is all that is necessary
so far as authorization of the contract is concerned. Communication ordered filed.
Thomas E.Hickey Post Nc.q660, ~eterans of Foreign Wars of United States, requested permission
to meet in the City Hall on the Second and Fourth Tuesdays of each month. Councilman Elder moved
that permission be given for a period of three months, having heard their own hall will be ready
~y that time. The motion was seconded by councilman Boido aad regularly carried.
~he Italian Catholic Federation applied for a permit to hold a Dinne-Dance in Fraternal Hall
on November $4 to celebrate their 20th annivaraary. Councilman ~inucciani moVed the desired permit
be issued. ~mhe motion was seconded by councilman Boido and regularly carried.
Ida Trunscheck of Sunnyvale,notified the cities of the federation that the next dinner-meeting
of the League of California Cities Branch would hold their session in the Banquit Room, City Hall,
Sunnyvale,on Thursday,November 15,1945, at 6;50 o'clock P.M.,and asked how many would attend frcen
South San Francisco. ~ayor Holston counted eight,and the city clerk was instructed to so inform
~iss Trunscheck of the number.
A communication was received from Mr.F.SKillman,Secretary of the San ~ateo County Planning
Sommission,tn which he stated he was very much pleased to see that the City of South San Francisco
has approved the provisions of the Seven Point Resolution of the ~ounty Planzing Commission
with reference to the war memorial buildings, and asked that the representatives of this city meet
with tt~e County Planning Commission at their next meeting on November ~6,1945,at 4 o'clock P.M.,
in the Supervisors~Chambers of the Court House,Redwood City,California.

~ayor Holston received a return letter from H.L.Kile,Assistant Traffic Engineer,stating
the Mayor's letter had been referred to District Engineer Skeggs at San Francisco, for tnvestiga-
tio~ and recommendation. Ordered filed.
A communication was received from Wm.J.Garibaldi,181 A Landers Street,asking for a share
of the city's ~.an~0rial and window washer business. He was instructed to secure a license, and
afterwards solicit business,as others do.
A communication was received from Lloyd C.Simpson,of ~arre,~t & Hilp Company, asking for the
annexation of ~51 Acres of land lying dieectly north of the California Golf Club,bounded on the
East by E1 Camino Heal and on the West by Junipero Serra Blvd.
The letter stated the owners ~ave instructed him to arrange with the city authorities,
city engineers,etc, concerning tt~e proceedings.Communication ordered filed. ' contract
The State Employees' Hetirement S)stem returned the city's copy of their'between the Board
of Councilmen of this city and their Board of Administration of the California State Employees'
Retirement System~ signed. Ordered filed.
The reports of the Sanitary Inspecte=,Chief of Police,City Judge,Poun~mast~, Buildin~ Inspector,
Fire Chief and City Clerk for the month ending October ~1,1945, were receive~,and accepted.-
This being the night for the opening of bids for the construction of a storm water sewer
in Block Vg,councilman Minucciani moved the bids be opened. T'here were six bids, as follows;-
A communication was received from ~r. ~Andrew Rocca,Chairman of the Planning Commission,

The claims having boen audited by the Finance committee, coUncilman Elder moved they
be paid. The motion was seconded by councilman Minucciani and regularly carried.
A communication was received from William H.Augustus, Clerk of the Board of SuperVisors,
stating he was directed by them to acknowledge receipt of our resolution in reference to the
elimination of the hog nuisance caused by.hog ranches in the colma area, and to state that the
matter in now in the hands of the Judiciary,and hoped the matter would be settled satisfactorily.

McGuire & Heater being the lowest responsible bidder, Councilman Minucciani introduced
~ resolution of the City Council of the City of Sout. h San Francisco, awarding them the bid,
~s follows, Item l, Three dollars (~.00) per lineal foot,
Item O, Three dollars 40cents, ($3.40) per lineal foot,
Item 3, Three Brick catch basins with cast iron cover and throat,$One hundred
~enty-five ($1~5) each. Total $1588.80.

Referring back to his petition to rezone property in ~aden, Joe Rodondi stated that the
remoning of Block l~ was promised him by a previous board. Mr Coleberd stated there is nothing
on the records to prove his statements. Thereupon Councilman Elder moved the recommendation of
?lanni~g Oommission be accepted. The motion was seconded b~ councilman Minucciani and regularly
carried.
The City Clerk was instructed to return the checks to the unsuccessful bidders on the stor
water sewer job.
The City Ckerk was instructed to write the owners of the Acme Beer sign, asking them to
remove their sign at once, as there is some danger of it falling.
'Mr. DiVtcchio of the Silver Top, appeared before ~he council in the matter of his request i
for a permit to hold dancing in his place, he was informed there is no ordinance against dancini
in this cit~.
Councilman Elder moved that all plans and specifications under the bond issue, passed on ~
August 31,last, should come under the supervision of the city cencil. The motion was seconded by
Councilman Minucciani and regularly carried. Fire Chief Welte stated plans and specifications
for the new fire house would be submitted by Architect Rowe at the next meeting of the City Coun~
Councilman Boido moved that the salaries of Dan Lombardi and Virgil Maffei be raised to
~180, each , on November l, 1~8. The motion was seconded by councilman Elder and regularly
