REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ~UTH SAN FRANCISCO HELD

Present: Councilmen Geo. W. Holston, Chas. K. Elder, Leo Ferko,
Adolph Sani, Emilio Cortesi.
Mayor Ferko called the meeting to order at 8:00 o'clock p.m.
The City Clerk having forwarded copy of the minutes of the prev. ious
meeting to all members of the city council, Mayor Ferko asked if any
errors or omissions were noted. There being none the minutes were approved
as submitted.
CORRESPONDENCE:
Communication was received from the Senate Committee on State ad Local
taxat{on. On motion duly made, seconded and carried same was lald over
until after the League of California Cities conference in San Diego.
Communication was received from the Dept. of Public Health, State of
California, requesting information on the city's sewage disposal. Motion
was made, seconded and carried that they be advised that the city, in con-
Junction with the City of San Bruno, has an outfall sewer running into
deep water and aame is practically completed.
Communication was received from Pacific Coast Building Officials Confer-
ence with reference to proposed changes in uniformbuildtng code. Same
was referred to the Building Inspector.
Communication was received from California Mdssion Trails Assn. asking for
a contribution to their advertising fund. Same was ordered filed.
QUITCLAIM DEED
STATE HIGHWAY:
Communication was received from Division of Highways stating quitclaim
deed and Joint-use agreement in connection with the construction of Bay-
shore Highwayw covering a portion of the easement belonging to the City ~?
across the property of the Pacific Gas & Electric Co., had been forwarded
to the Works Engineer sometime ago, and asked that same be executed and
returned to the State. This matter was laid over until the City Attorney
and Works Engineer could check on same.
RECREATION
CO~,~ISSION:
Communication was received from the Booster's Club submihting the follow-
ing names for consideration as members of the Recreation Commission:
Frank Reiger, Laurence Dilley, Lester Immerman
Motion was duly made, seconded and carried that same be filed for future
reference.
Communication was received from the Paradise Valley Imp. Club recommending
Mr. Frank Reiger as a member of the Recreation Commission. Same was
ordered filed.
GRAND AVE. &
MISSION ROAD
SERVICE STATION:
Communication was received from the Planning Commission advising against
the rezoning of property to permit building of service station at Grand
Ave. and Mission Road. Councilman Elder moved, seconded by councilman
Holston, that this matter be referred back to the Planning Commission for
further study.
MAYFAIR VILLAGE
NO. 2 BIDS:
Councilman Elder ~oved, seconded by councilman Holston, that the bids for
improvement work in Mayfair Village No. 2 be opened. Three bids were
submitted, as follows:

RESOLUTION .#1136: The bid of L. C. Smith being the lowest, councilm~m Sand introduced a
Mayfair Village resolution of the City of South San Francisco awarding the contract to
No.2 Award: L.C. Smith. The resolution was adopted b2 the unanimous vote of all
members of the City Council. Recorded in Volume~4, ~ook of Resolutions,
at Page 104.
BUILDING
.PERMITS:
Steven L. Bacho, Jr. submitted request for permit ~o erect garage at
1025 Bayshore Highway. As the building inspector~ approved plans, motion
was made, seconded and carried that permission be granted, with the stip-
ulation that no wre~king of vehicles be done at this location.
D. J. Daly submitted request to do street work required to reach proposed
dwellings West of Chestnut Ave. Motion was duly made, seconded and carried
that same be referred to the Planning Commission.
James Gratterola submitted request for permit to move building from Bey-
shore Highway to 219 Lux Ave. Motion was made seconded and carried that
permission be granted.
Communication was received from San Mateo County Planning Commission,
attaching copy of Airways. Transportation Plan and Study. Same was ordered
filed.
State Reconstruction and Reemployment Commission forwarded Bulletin No.1
covering airport survey. Same was ordered filed.
Chief of Police Belloni submitted appointment of All H. Carlson as guard
at Belair Depot. On motion duly made, seconded and carried this appoint-
ment was approved, Mr. Carlson to serve without remune~a$ion from the city.
Buri Buri Homes, Inc. requested that Charles Q. Williams be deputized as a

The following requests for permission to hold dances at PTaternal Hal
were received:

Italian Catholic Federation Sept.28th ~ 8 to 12
Motion was made, seconded and carried that permission be granted on
payment of the necessary fee.
GRADE CROSSING
GRAND AVE. &
BAYSHORE:
Mr. Mattis and Mr. Weymouth of the Division of Highways addressed the
City Council with reference to the purchase of additional right of wal
near Grand Ave. and Bayshore Highway. They asked that the council
approve the expenditure of $18,000. from the 1/&~Street of Major Imp
ortance Funds'to purchase right of way in connection with the constru
ion of a grade separation on the Grand Ave. crossing on the main line
of the Southern Pacific Co. Mayor Ferko Stated this money was needed
for improvement of Linden and Grand Aves., but possibly the Southern
Pacific Co. and the industries would meet the expense of a grade cros
ing~ and he would meet the various individuals at an early date.
Councilman Sani felt that a grade crossing was necessary, and in orde
that the State would not be held up on work on the freeway, made a
motion that the City Council go on record as favoring the expenditure
of $18,000. out of the 1/&~ Gas Tax Fund and that the necessary steps
be taken to raise this money from the Southern Pacific Co. and the
industries. Councilman Holston seconded the motion and same was cart
BUILDING INSPECTOR:Mr. A. J. Welte submitted his resignation as Building Inspector, effe
ive August 19, 3946. Councilman Sani moved that ~e resignation be
accepted. Councilman Elder seconded t he motion and same was regularl~
carried. In accepting this resignation Mayor Ferko instructed~e Ci~
Clerk to write Mr. Welte commending him for past services.
Councilman Sani moved that Gildo Rozzi be appointed Building Inspectol
effective A~gust 19th, for a period of 90 days. Councilman Cortesi
seconded the motion and same was regularly carried.
TAXI CABS:
Messrs. Stubbs & Stubbs, Attorneys at law, addressed a communication
the City Council asking consideration of Elliott F. Stewart, doing
business ~s South San Francisco Taxi Co.,intention to operate 6 to 10
cabs in the future. This matter was laid over for the present.
GRAND AVE.
WIDENING:.
Committee appointed by the City Planning Commission, conaisting of
Messrs. Kauffmann, Sani and Nieri, presented petition of property
owners for the widening of Grand Ave. from Bayshore Highway to Spruce
AVE. This petition was signed by owners of 2B8~.$0~!'~ of property, wh~
with the city owned 5§0 feet made a total of 24~?.50 feet. Mr. Eauf~
stated there were only four objectors. Councilman Elder, seconded by
councilman Holston, moved that the Works Engineer prepare plans and
specifications for the widening of Grand Ave.
CLAIMS:
Claims in the amount of $~146.46 were presented to the finance commit'
for approval. On motion duly made, seconded and carried the claims' w,
ordered paid.

ANNEXATION:
Ordinance No. 248, approving the annexation of Rancho Buri-Buri Nnit
No. 2, was brought up-for the second reading. On motion of councilma~
Elder, seconded by councilman Sani, reading of the ordinance was dis-
pensed with. The ordinance was passed by the unanimous vote of all
members of the council. Recorded in Volume 2, Book,Of Ordinances, at
Page 34V.
Ordinance No.249, approving the annexation of Avalon ~Park, was broug~
up for the second reading. On motion of councilman Elder, seconded bl
councilman Sani, and regularly carried, the reading of the ordinance
was dispensed with. The ordinance was passed by the unanimous vote o~

AMENDING ~lZ~:
Ordinance No.2~O, amending Ordinance No.lZV, was brought up for the
second reading. On motion of councilman Elder, seconded by councilma~

RESOLUTION #11~: Councilmmn Cortesi introduced a resolution of the City of South San
Approving Francisco approving diagram submitted by Charles T. Broughton, Works
Brentwood Diagram: Engineer, covering work described in resolution of intention No. lO4~.
The resolution was adopted by the unanimous vote of all members of th,
council. Recorded in Volume 4, Book of Resolutions, at Page

WORKS ENGINEER
APPOINTMENT :~
Motion was duly made, seconded and regGlarly carried that the original
specifications for Elm Court ~re~$'L~wor~.be approved.
Councilman Sani moved that Mr. J. E. Estes b~ appointed Works Enginee~
effective August 19th. Councilman Ce~tesi seconded the motion, and
same was regularly carried.
Mr. Rodondi brought up the matter of drainage on property from "C" St
to the railroad tracks. On motion of councilman Elder, seconded by
councilman Holston, and regularly carried, the matter was referred to
the Works Engineer.
The City Employees' Association addressed a communication to the City
Council requesting clarification of various matters concerning city
employees. Councilman Holston moved, seconded by councilman Cortesi,

RESOLUTION #113~: Councilman Cortesi introduced a resolution of the City of South San
Approving Francisco approving diagram submitted by Charles T. Broughton, Works

ELM COURT:

WORKS ENGINEER
APPOINTMENT:~
Councilman Sani moved that Mr. J. E. Estes b~ appointed Works Engineer,

~r. Sendner, of Paradise Valley, asked when street signs might be
stalled in Paradise Valley. Councilman Cortest stated metal posts with
cross pieces were contemplated and as soon as prices and material could
be obtained the signs would be installed.
Mr. T~usty, of Paradise Valley, asked when Paradise Valley and South-
wood Parks would be seeded, lie was advised that until piping was put
in no seed would be planted~ and pipe was unobtainable at the present
time.
Councilman Elder moved that ~v..Broughton be retained until all sewer
work now under const~uction and work in Brentwood No. 1 is completed.
· Councilman Sant seconded the motion and same was regularly carried.

AUGUST 20th:
On motion of councilman Elder, seconded by councilman Sani, and re-
gularly carried, the City Council adjourned to Tuesday, August 20th,
at 7:00 o'clock p.m.
