Council Chambers, City Hall~ South San Francisco 8:00 o'clock p. m. Present: Councilmen Geo. W. Holston, Chas. K. Elder, Leo Ferko, Adolph Sani, Emilio Cortesi ~iayor Ferko Called the meeting to order at 8:00 o'clock p. m. The City Slerk having forwarded copy of the minutes of t]~ two-~ previous meetings to all members of the City Council, ~,Iayor Ferko asked if there were any errors or omissions noted. Councilman Elder stated that on page 193 of the minutes of October 21~ 1946, · ommission Salary Increases", reference was made to "Recreatmon C . Planning Commission instead ofRecreation Commission. There being no objection this correction was made. There being no further corrections the ~ninutes were approved as amended CORRESPONDE~CE: Standard 0il Company asked permission to install an above ground storage tank of 42 gallon capacity on property leased from Pan America Airways at San Francisco Airport. The Fire Chief advised that the notice was posted as of October 23, 1946. On motion duly made and regularly carried permission was granted provided all regulations are complied with. E. G. Coopman asked f~r permission to install 1-550 gallon under- ground tank on the property of H. H. Larsen on Linden Avenue. On motion duly made and regularly carried permission was granted provided all requirements are complied with. Fire Chief Welte advised that the notice had been posted October 16, 1946. A co~mnunication was received from Reichardt'-s Duck Farm regard- ing termination of Fire ser~c®. The matter was referred to'the Planning Commission for further study. A communication was received from Anselma Uberti asking t~at the parking meters be removed from in front of her apartments at ~l~ ~aple Avenue. No action was taken and communication order- ed filed. South San Francisco Grove ltl Druids and Societa 0peraia asked to have the c~.by display the street flags during the week of Saturday, November lB, for the program to be held at the Grammar School Auditorium. On motion d~ly made and regularly carried the flags will be displayed. Souh San ~ancisco Chamber of Commerce made recommendation that Chestnut Aveuue be improved. On motion duly made and regularly carried the matter was referred to the Planning Commission. The South San Francisco Chamber of Commerce submitted a rec- ommendation to the City Council for suitable truck routes through the city. On motion duly made and regularly carried the communication was referred b the Chief of Police and Works Engi ne e r. Paradise Valley Improvement Club addressed a com~unication to the City Council in which it endorsed the idea of the proposed cross to be pl~,ced on the ~ill. Communication ordered filed. Conway and Culligan requested the city to accept the street work in South City Village. On motion b~ Councilman Elder se'conded by Counc~ lman Sani and regularly carried the street work was accepted as recom~.ended by the ~orks Engineer. Souh San Francisco Unified School District asked to have double stoo signs placed at the intersection of ~agnolia and Baden Avenue~,also reported that trucks park a~ross the h~ corner o0structing view.! The matter was referred to City Attorney to prepare resolution. The City of San oruno conveyed its appreciation for ~e use of our police car durio~ its emergency. Co~mnication ordered filed. Santo Cristo Society asked for a temporary permit to hold its celebration next year at the Ci$ Park. On motion by Council- man Sani seconded by Councilman Elder and regularly carried the perm~.ssion was granted. The South San Francisco Unified School Dis~trict addressed a letter to the citycouncil expressing its willingness to oarticipate in a joint recreational program and to work with ~he city on any future plans. Com~nication ordered filed for future re~er- ence. ~he Pacific Tel~one and Telegraph Company submitted prints showing locations of conduit and manholes to be constructed on Huntington Avenue. Com?~unication ordered filed pending word from the ImprovementClub. 19 ~URI SURI NO. 2 Planning Commission of South San Francisco advised that it approved the map of ~uri Buri No. 2, subject to the fire boxes and hydrants being included in the s~reet improvement. Om motion by Councilman Cortesi seconded by Council- man Sani ond regularly carried the reconw~endations were accepted and the matter ~. referred to the Works Engineer. AVALON TRACT Planning Commission of South San Francisco recommended that the Avalon Tract Map be rejected until such time .as ~lr. Ledato would furnish a revised mad showing certain changes as outlined. They recommeded that fire boxes and hydrants be included in~ the street improvements. On motion by Councilman Sani seconded by Councilman Elder and regularly carried the Planning Commission's recommendations were accepted. Dance Permit FINAL EST- IML~TE INTERCEPTOR SEWER The 12 M Club asked per~ssion to hold a dance in Fraternal Hall November 30, 1946 from 8 to 12. Permission granted provided tbs necessary fee is paid. Chas. T. Broughton submitted a final estimate on '~TI~ Interceptor 0utfall Sewer project showing a final payment due McGuire and Hester of $20,289.88 as of November ll, 1946. On motion by Councilmau. Rolston seconded by Councilman Elder and regularly carried this amount was ordered paid McGuire and Rester as of November 12, 1946. FINAL EST- IMATE OUT FALL SEWER Chas. T. Bro~u~tsn Submitted a final estimate on the outfall sewer project showing a final paymentdue McGuire and Rester of $29,269.11 as of November ll, 1946. An Amount of $2500.00 was withheld for motor installation. On motion by Councilman Sani seconded by Councilman Eider end regu]arly carried the amount of ~29,269.11 was ordered paid McGuire and Rester as of November 12. SEWER SURVEY Works Engineer Estes asked for authority to make a survey ofsewer conditions RAILROAD AV. serving industries on Railroad Avenue between Linden Aveme and Magnolia Avenue; On motion duly made ad regularly carried permission was granted Mr. Estes. COMM- ERCIAL AVENNE Works Engineer Estes asked for suthority to make a field survey and cost Imp. SURVEY estimate for improving Commercial Avenue between Chestnut and 0akAve., approximately 600'. On motion duly made and regularly carried the works engineer was advised to contact the property owners regarding this improve- ment. BURI BURI REZONING Burl Buri Homes Inc. addressed a communicatDn to the city council asking that certain areas of its ]?roperty be rezoned in order that multiple residential units could be built. On motion duly made and regularly carried the communication was referred to the Planning Commission. SECOND LANE I~'P. The petition signed by property owners on Second Lane between Orange Avenue and Eucalyptus Avenue for the improvement of this portion of Second Lane was referred to the City Attorney. BL 0G. PER}:ITS: Louis Aiello asked permission to convert existing buildings located at 108~ and 108~ Grand Avenue into a store and apartment building. On motion by Councilman Sani seconded by Councilman Holston and regularly carried the request for a store building was denied. Angelo Genovesi asked permission to build a stock room ~l' x 10' in the rear of his building at ~0~ Grand Avenue. Building Inspector Rozzi said it would meet all regulations. On motion by Councilman Sani seconded by ~ouncilman Holston and regularly carried permission was granted. BUSINESS LICE~NSES Thomas Gonzales and Joseph Giammanco asked permission to operate a fountain and restaurant at 208 Linden Avenue to be known as the State Fountain and Lunch. On motion duly made and regularly carried permission was granted subject to final approval of Health Department. Angelo Tar~antino applied for a business licenses to peddle fish. On motion by Councilman Sani seconded by Councilman Elder and regularly carried per- mission was granted if an when the Health Department OK'd the fish wagon. Civic Veterans Salvage Shop applied for a business license to operate a Pick Up and Seling at 811 Bayshore Blvd. On motion by Councilman Cortesi seconded by Counctman Holston and regularly carried permission granted. PETITi ON A petition signed by nine proper~y owners in the 300 Block on B Street asked that B Street be closed at the entrance to Forest Home Auto Cou~ for tb~ reason that Mr. ~{ulkey had closed his E1 Camino entrance to traffic thus making traffic too heavy on B Street. City Attorney Coleberd said B Street could not be closed. On motion duly made and regularly carried tt~ City Clerk was instructed to write a letter to Mr. ~ulkey asking that he open the front street to relieve this traffic condition on B. Street. A representative of the petitioners wa'm present and talked about the speed- ir4~ traffic on B Street. Police Chief Belloni was asked to check into this matter. The Division of Highways submitted its annual report of maintenance covering expenditures on Routes 88 and 2 for the fiscal year ending June ~0, 19~6. Ordered fi led. MONTHLY REPORTS The monthly reports of the Chief of Police, City Judge, Fire Chief, Building Ins.pector, Health Department and Poundman were submitted for the month of October... On motion duly made and regularly carried the reports were accept- ed as submitted. UNFINISHEO BUS I NESS NEVI BUSINESS The application of George R. ~alker to start a night patrol in South San Francisco was denied. Councilman Holston brought up the matter of the stop signal at E1 Camino and Orange Avenue. Works Engineer Estes said he wrote Mr. Skeggs but had no reply but that he would follow t~ matter up. Councilman Cortesi advised that Mr. Bergamaschi asked to have rock and gravel put on the portion of 01d Mission Road between Grand Avenue and Chestnut Avenue and that he would be willing to pay $1000. towards the cost.
