PLACE: TIlv!E: ROLL CALL: CALL TO ORDER: ~IN~ IFS Council Chambers, City Hall, South San ~'ranctsco. 8:00 o'clock p.m. Present: Councilmen G. ~. Holston, Chas. K. Elder, Leo Ferko, Adolph Sani, Emilio Cortesi Nayor ~rko called the meeting to order at 8:00 p.m. On motion duly made, seconded and carried reading of the minutes of the previous meeting was dispensed with. APPRAISAL: The J. ~.~. Cleminshaw Co. submitted specifications for the revaluation of the City at a cost of ,~20,500.00. On motion duly made, seconded and carried this matter was referred to the Planning Commission. TAX COLLECTOR BOND: Mr. Andrew Hynding addressed a letter to the city council, enclosing copy of a letter received from the Fidelity and Deposit Insurance requesting resolution cancelling bond of the Tax Collector. ~otion was duly made, seconded and carried that the matter be referred to the City Attorney with power ~o draw up such resolution. JOEN HUNTINGTON RESIGNATION: John B. Huntington submitted his resignation as a member of the Fire Dept. effective November 10, 1946. On motion of councilman Sani, second- ed by councilman Elder, Huntington's resignation was accepted. The motion was regularly carried. Communication was received from the Recreation Commission advising that Mrs. G. Carl Weller was appointed as a representative to attend the city council meetings during November. Same was accepted and filed. CORPORATION YARD PROPOSAL: L. C. Smith submitted a p~oposal for executing the work at the Corporation Yard ~t aimnt~o~icefof~$~ per square foot, approximate total of ~1188. On motion duly made, seconded and carried this proposal was accepted and filed for future reference. South San Francisco Free Public Library submitted resignation of Ers. E. I. Bartlett from the Board. Notion was duly made, seconded and re- gularly carried that Nfs. Bartlett's resignation be accepted and that letter of thanks be sent Ers. Bartlett for the services rendered. L~h~a~y Board report for the month of October was read and ordered filed. Mr. William J. Leis, owner and operator of the L.& R. Brake service sub- mitt~d request for permission to relocate at Lux and Naple Aves. On motion duly made, seconded and carried this matter was referred to the Planning Con~ission for recommendation. War Assets Administration submitted request for permission to erect a sign on the Bayshore Highway. Eotion was duly made, seconded and carried that permission be granted, subject to the approval of the Highway Dept. ~r. Fred E. Whelen submitted request for permission to construct toilet facilities in the Linden Hotel. D~otion was duly made, seconded and carried that permission be granted. Sylvester V. Stromley submitted a request for House Trailer Sales license on the Bayshore Highway, south of Baden Ave. Notion was duly made, seconded and carried that same be laid over until the legal aspect e~uld be checked. Er. A. Home submitted a request for business license to store machinery at '909 Bayshore ~ighway. Notion was duly made, seconded and carried that same be held up until further information was obtained. CHAS. BROUGHTON BURI BURI: E. Levine and Jacob A. Eummert submitted an application for license to engage in buying and selling used cars under the name of Reliable Auto Service at 901 ~ayshore Highway. Notion was duly made, seconded and carried that permit be granted. Works Engineer Fates addressed a com~runicstion to the city council with reference to work done in the Burl Burl Subdivision and asking that Nr. Broughton be instructed to move the inspector nmwtOn~:t~is job and sub- stitu~e Ferd Elliot. ~ouncilman Sani moved, ~conded by councilman ~ortesi, that ~ir. Estes' communication be accepted and that Nr. Broughton be so notified. Motion was regularly carried. Works Engineer Estes addressed the following communications to the city council: Conference was held with interested parties concerning material used at Buri Buri Subdivision. Same was ordered filed. Representative of L. C. Smith Co.~ in charge of work at Ouri Buri, was ordered to take out or repair approximately 500' of sidewalk and gutters. Same was ordered filed. Asked that City Attorney ColeOerd be instructed to demand Wilsey, Broughtol to turn over original tracings on all projects that ~r. ~roughton com- pleted for the city and was paid for by the City. Also that Er. Klassen be requested to turn over to he city original tracing of ~ayfair #l and any other tracings he may possess that were mhde and paid for by the city. Councilman Elder moved, seconded by councilman Sani, that city clerk write Wilsey & Broughton and ~ob Klassen as outlined. B~iOUt,~TON: BURI-BURI: CLOSING DEL PASO DRIVE: [ CLAI~: Mr. Broughton addressed a communication to the city council suggesting that Mr. Estes be instructed to contact his office concerning work in the Burl Burl Subdivision No. i and that all inspection be under the direction of Mr. Broughton as Works Engineer. Councilman Elder moved, seconded by councilman Holston, that Mr. B~oughton be notified that it is the under- standing of the city council that Mr. Broughton is project engineer for the Buri Burl tract and all ~n~pection work, insofar as the City of South San Francisco is concerned, would be under the supervision of the Works Engineer, J. Estes. Motion was regularly carried. John H. Skeggs, Division of Highways, addressed a letter to the Works Engineer, advising that due to scarcity of materials it seemed improbable that work could start on traffic signals at E1 Camino and Orange Ave. be- fore 100 days, or possibly 200 days. Same was ordered filed. Represent- atives from South~od complained of the fast driving in this section and asked if it would~ny good if they contacted our representatives at Sacramento regarding the signals. The council suggested it might bring some results. Works Engineer ~eported State Highway Division requested plan of South San Francisco, and ~r. Larwood had been contacted with regard to same and the plan would be r~ady about the end of the year. Report was filed. Works Engineer addressed a commynication to the CityCouncil advising that Del Paso Drive, Burl Burl Subdivision, as shown on plan is very hazardous and suggested that same be closed. Councilman Holston moved, seconded by ~councilman Elder, that the matter be taken up yit~ the Burl Burl people. No~ion was regularly~carried. Works Engineer advised that people in vicinity of Dayshore Highway between Chapman~Ave. and Randolph Ave. requested permission to install curbs on the west side.of Bayshore Highway. On motion duly made, seconded and carried Works Engineer was instructed to confer with he State ~tg~way Division on this matter. Works Engineer submitted estimate of ~2S,2~.20 for_the improving of Randolph Ave. from Foothil Blvd. to C~.apman Ave. Motion was duly made, seconded and carried that the Paradise Valley Improvement Club be advised of this estimate. Works Engineer advised he could see no reason for not granting the Pacific Telephone & Telegraph Co. permission to excavate for construction of tele- phone conduit on Huntington Ave. Motion was du~y made, seconded and carried that the Pacific Telephone & Telegraph Co. be notified accordingly. Works Engineer submitted estimate of ~609.00 for sidewalk improvement on east side of Orange Ave. Councilman Elder moved that the estimate be accepted and that the Works Engineer contact Atktns$n ~. to see if they would complete the work at the same time as they did their work on Orange Ave. Councilman Cortesi seconded the motion and same was carried. Planning Commission addressed a communicabion to t~e City Council, recommend- ing that the necessary steps be taken to secure an easement over the tri- angular piece of land at the Junction of the 0~d Mission Road and Chestnut Ave. ~otion was duly made, seconded and carried that the recommendation be accep[ed and steps be taken to secure this easement if necessary. Planning Commission recommended that Mess~s. Hahn and Campbell be appoint- ed as planning engineers for the rezoning of the city. Yotion was duly made, seconded and carried that same be filed for further consideration. Planning Commission ~po~eddhaving considered theReichardt Duck Farm request:for fire service~.a~ recommended that the Reichardt Duck Farm and other ranches in that territory take steps towards becoming part of the City of South San Francisco. Councilman Elder moved, seconded by council- man Holston, that the recommendation be accDpted and the Reichardt Duck ~rm and other ranches be notified. The Planning Commission recommended that Buri Buri Homes, Inc. be granted permission to build multiple dwellinMs under F.H.A. without the necessity of rezoning, as per their request of October 22nd. Motion was duly made, seconded and carried hh~t the recommendation be accepted and that Buri Burl Homes, Inc. be granted the necessary permission. Planning Commission reported on plan of proposed ~ap~rtments by ~r. R. Blythe that no provision.had been made for garages and felt that buildings of this character should have garage accommodations. Also that approval of~e residents of this area should be obtained for buildings of this character. Motion was duly made, seconded and carried that the recommend- ations of the commission be accepted that Mr. Blythe be notified. Planning Commission reported having studied map of Avalon Subdivision and recommended that same be approved providing the entire tract had been annexed to South San Franciscm and joins Brentwood; also that Hill St. be changed to another name as there is a Hill Ave. in Southwood..Motion was duly made, seconded and carried that the map be referred to the Works Engineer for any adjustments that were necessary. Mr. Buehler's letter, laid over from previous meeting, was brought up. Chief of Police advised that traffic~ report was not ready. Claims. in the amount of $82~.2~ were presented to the finance committee for approval. Report of the City Clerk for the month of October was accepted and ordered filed. Architect Rowe addressed the city council with reference to plans for the new fire house and recreation buildings. He advised he was preparing the necessary resolutions for application to the state for funds.and suggested that tim City Council designate a representative to sign documents and confer with state representatives on this matter. Councilman Elder mowed, seconded by councilman Sani, that the City Clerk be designated as the agen~ to represent the city in regard to approach to the state for matching funds Notion was regularly carried. Mayor Ferko brought up the matter of working~f the Civic Veterans League. Ee understood same was incorporated and therefore was a business organizat- ion. After some discussion the matter was laid over until more information was obtained. Ernest Bonalanza addressed the council requesting that he be included with other insurance agents in the distribution of commission paid on premiums from city business. Councilman Sani,moved, seconded by councilman Cortesi, that the city clerk w~ite the proper party requesting that Mr. Bonalanza be included in commission on city business. Notion was regularly carried. Hartford Accident and Indemnity Co. asked for a progress report on~eir recommendations of October 9th. Supt. of Streets was requested to ~rnish report ~o the city. clerk so that the insurance company could be advised. Councilman Holston moved, seconded by councilman Sani, that the meeting be adjourned to Thursday, November 21, 1946, at V:30 p.m. Motion was regular- ly carried.
