PLACE: TIME: ROLL CALL: MINUTES: ~CALL TO ORDER: Council Chambers, City Hall, South San Francisco. 8:00 o'clock p.m. Present: Councilmen G.W. Holston, Chas. K. Elder, Leo Ferko, Adolph Sani, Emilio Cortesi. The C~ty clerk having forwarded copy of the minutes of the previous meet- ing to all members of the City Council, Mayor Ferko asked if any errors or omissions were noted. There being none the minutes were approved as sub- mit ted. Mayor Fe~ko called the meeting to order at 8:00 p.m. C 0RRESP 0NDENC E: Wildberg Bros. ~melting & Refining~ Co. addressed a communication to the City Council complaining about the comiition of Butler Road and asking what could be done. Same was referred to the superintendent of streets for a report and recomendation. Communication was received from D. W. Ratto advising that E. L. Bonalanza would participate in commissions on city insurance business. Same was t ordered filed. · Comunication was received from Charlie Maretti complaining of the condit- ion of seats at the baseball park. Same was referred to the superintendent of streets and park department. Communication was received from the City of San Bruno advising that their engineer, Mr. White, would arrange for meeting regarding paving of Tanforan Ave. as soon as he returned from his vacation. Same was ordered filed for future reference. Rev. Howard Greenwalt addressed a communication to the city council asking assistance in the drive for clothing for overseas relief. He desired a city truck with driver~ on Wednesday afternoon, Dec. 18th. Also that Mayor Ferko issue a proclamati~n covering the campaign. Motion was duly made, seconded and carried ~hat the request for a truck and driver be gmanted. Mayor Ferko asked Mr. E. McClung of the Enterprise if he would publish proclamation. Mr. McClung stated he would take care of same. VIRGIL MAFFEI: Chief of Police Belloni advised~ that Virgil Maffei bed completed his probat ionary period as a police officer and would become a regular officer Dec. 1st, 1948. Motion was duly made, seconded and carried that the appoint- ment of Virgil Maffei as a regular police officer be confimned. Chief of Police Belloni advised that he had ap~potnted Bennie C. Johnson a special police officer to work at-Armour and go. Motion was duly made, seconded and carried that the appointment of Bennte C. Johnson be ~onfirm- ed, he to act without remuneration from the city. Communication was received from John J. Lynch & Associated~ Public Admin- istration Consultants. Same was ordered filed. ORANGE AVE. S IDE~ALKS: V IIJ~AGE WAY ALLEYS: BAYSHORE HIGHWAY SURVEY- CHAPMAN & RANDOLPH: Works Engineer Estes advised that he had received bid from W. G. Ebright Co. to do sidewalk improvement on east side of Orange Ave. for $$70.00. Motion was duly made, seconded and carried that the recommendation of the Works Engineer be accepted. Communication was received from Works Engineer advising that W.G,Ebright Co. had started work on three alleys in Village Way Dec. 18th. Same was ordered filed. Works Engineer requested permission to make survey and send plans to the Division of Highways .covering construction of curb on the west side of Bay-- shore Highway between Ch~n Ave and Randolph Ave. Motion was duly m-de, seconded and carried that the Works Engineer be granted permission to make the survey and send plans to the Division of H~ghways. BURI BURI HOMES Bu~i Burl Homes, Inc. addressed a cbmmuraication to the city council,in DEPOSIT AGREEMENT: answer to letter of December llth from the city clerk, assuring the city that all fees for inspection and laboratory tests would be paid as and when the city council directed. Same was accepted ~and filed. BURI BURI E~ENSION OF TIME: S~REET~SIGNS - BURI BUR1 Buri Bu~i Homes, Inc. addressed a communication to the city council request- ing an extension of 90 days time to complete improvement work under Resolut- ion of Intention No. 109~. Councilman Holston moved, seconded by councilman Sani, that Bu~t Burl Home~s, Inc., be granted an extension of 90 working days Motion was regularly carried. Councilmma Cortesi~asked Mr. Simpson, of Burl Burl Homes, if any consider- ation had been given to the planting Of trees and erecting of street signs in Buri Buri Subdivision. Mr. Simpson stated he would be willing to in- stall street signs and would give consideration to the planting of trees. STREET ROLLER & TAR POT: Street superintendent Schweining recommended the purchase of a Littleford Trail-o-Roller No. lB§ for street repair work, at a cost of $1~78.7~ ~lus tax, and an 84 HD maintenance kettle for melting tar, at a cost of $3~0. Councilman Cortesi moved, seconded by councilman Holston, that the city purchase the Trail-o-Roller and kettle as recommended by the street super- int endent. Motio~n was regularly carried. Communication was received from Veterens Hospit~X Christmas Committee re- questing a donation. IMPROV~ENT: BE BURI MAP ~: BLYTHE - PECK' S: M 0NTMLY REPORTS: CLAIMS: BRENTW00D APARTMENT TY~ BUILD INGS: RE-APPRAISAL: BOILER REPAIR IN CITY HALL: TABOADA GASOLINE TANK: HAYES BUSINESS LICENSE: LEO DE MARC HI BUSI NESS LICENSE: Communication was received from San Mateo County Tuberculosis & Health Assn. requesting donation toward Christmas seal bonds. Same was ordered filed. Petition was presented by property owners on Commercial Ave. requesting the improvement of the extension of Commercial Ave. from the westerly line of Chestnut Ave. to the easterly line of Oak Ave. in the City of South San Francisco. Counctlms~ Elder moved, secomded by councilman Holston, that the petition be referred to the city attorney. The mobion was regularly carried. Councilman Holston moved, seconded by councilmtn Elder, that~ the Works Engineer be autho~ized to prepare plans and specifications for the im- provement of the extension of Commercial Ave. as specified in afore- mentioned petition. Motion was regularly carried. Rancho Buri Buri Map No. 2 was submitted for approval. Councilman Elder moved, seconded by councilma~ Holston, that RanchoBuri Buri Map No. 2 be approved. The motion was regularly carried. Hanson Bros. requested permission to move a house off Grand Ave. to Lomita Park. Councilman Holston move_d,, seconded by councilman Sani, that permission be granted on deposit of $500.00 cash as a guarantee to repair any damage done to streets, sidewalks, or other city property. The motion was regularly carried. Mr. P. R. Blythe re-submitted plans for building in Peck's subdivision. Councilman Elder moved, seconded by councilman Sani, that the plans as submitted be approved. Reports of the Chief of Police, City. Judge, Library Board, Health Insp., and City Clerk for the month of November were submitted. On motion duly made, seconded and carried same were approved as submitted. Claims in the amount of $4,~75.:51 were presented to the finance committee for approval. On motion duly made, seconded and carried, the claims were ordered paid. The Planning Commission presented plans and specifications of proposed apartment type buildings in Brentwood subdivision and recommended that the plans be approved. Motion was duly made, seconded and carried that the recommendation of the Planning Commission be accepted and the plans as submitted be approved. The Planning Commission addressed a communication to the city council recommending the acceptance of Mark Larwood's proposal for the reappraisal of the city. Motion was duly made, seconded and carried that the recomm- · endation of the Planning Commission be accepted. City clerk was asked to contact Mark Larwood for further discussion on the matter. C. R. Reichel Engineering Co. submitted an estimate of $412.50 to cover cost of material and labor to cover repairs to boiler in the City Hall as outlined by the Hartford Steam Boiler Co. inspection report. Council- man Holston moved, seconded by councilman Sani, that the work be done by C. R. Reichel Co. under the supervision of Fire Chte2 Welte. Motion was regularly carried. Pacific Gas & Electric Co. addressed a comunication to the city council stating they would grant permission to the city to install decorations, etc. upon the company poles prOVided the city would save harmless the ~company against any liability caused by.the use of said streamem on the poles. Motion was duly made, seconded and carried that the Mayor and City Clerk be authorized to sign letter agreeing to hold the Pacific Gas & Electric Co. free of liability, arising out of any damage caused by the installation of streamers on company poles. Roy Taboada requested permission to install an underground gasoline storage tank, same to be placed under the sidewalk. Motion was duly made, seconded and carried that permission be granted~upon the expiration of the ten day posting notice. Mr. A. Home requested pemnission to engage in the business o£ storing machinery at 909 Bayshore Highway. Motion was duly made, seconded and carried that permission be granted. Alan B. Hayes requested permission to engage in plastic laminating busi- ness at 149 South Linden Ave. As the Fire Chief reported same would meet with fire regulations, motion was duly made, seconded and carried that permission be granted~ BuildingTnspector Rozzi reported he had investigated the request of Leo De Marchi for auto repair shop at 24~ ArmoUr Ave. He stated the basement must be ~reproofed and an exhaust fan installed for gas fumes. Motion was duly made, seconded and carried that permission be denied until all requirements are complied with. With reference to petition from residents .of B St. for the reopening of E1 Camino Real, Mrs. Mulkey of Forest Homes Auto Court suggested that a representative f~om the City Council meet with her on the ground and the matter could be gone into thoroughly. Mayom Ferko asked councilmen Sani and Holston to meet with Mrs. Mulkey. The matter of planning survey of the *t~y was,broug~up. City clerk was instructed to contact Hahn, Campbell'ahd Associates'and arrange for meet- ing with the'city council sometime between Christmas and New Year. With reference to claim of M. A. Wiley against the city, City Attorney Coleberd recommended that the claim be rejected. Motion was duly made, seconded and carried that the claim be rejected. Motion was duly made, seconded and carried tha6 the Works Engineer be authorized to bring the Block Book up to date. RESOLUTION ~11§7 FEDERAL WORKS AGENCY $12,900e: Councilman Elder introduced a Resolution of the City of South San Francisc~ that the city enter into an agreement with Federal Works Agency, Bureau of Community Facilities, providing for the Advance of $12,900.00 for plan preparations for the construction of sewer facilities. The resolution was adopted by the unanimous vote of all members of the city council. Works Engineer Estes presented agreement for the preparation of plans and specifications for sewer facilities between the City of South San Francisc~ and the Estes~Engineering Co. RESOLUTION #ll§8: Councilman Sani introduced a resolution of the City of South San Francisco AGREEMENT WITH authorizing the Mayor and City Clerk to execute~agreemeat between the JOHN E. ESTES: City of South San Francisco and John E. Estes in the form~sented by said John E. Estes. The resolution was adopted by the unanimous vote of all members of he City Cou$cil~ RESOLUTION. i#llS~: Councilman Holston introduced a resolution of the City of South San Fran- WAGE SCALE OF cisco fixing the wage scale for policemen and firemen as follows: for POLICE & FIRE~N: the first year $2~0. per month; for the second year $2A8. per month; for the third year $2~V. per month~ The resolution was adopted by the unan- imous vote of all members of the city codncil. MADRONE AVE.: ADJOURNMENT: With reference to improvement of Madrone Ave., the City Attorney suggested that the Works Engineer be authorized to draw up plans and specifications and he would draw up petition. Motion was duly made, seconded and carried that Works Engineer be authorized to draw up plans and specifications. ~ertrude Skrable returned tax bill covering property under option to the city, claiming same should be paid by the city. Se~e was laid over until such time as the option was exercised. Health Inspector Schlamm reported he had inspected the Jess bUilding in Pecks Subdivision and same would conform to the health regulations.
