Present: Councilman, G. ~. Holston, Chas. K.. Elder,~Adolph Sani Absent: Mayor Leo Ferko and Councilman Emilio Cortesi Councilman Charles Elder moved, seconded by Councilman Sani, and regularly carried, that Councilman Holston act as Mayor during the absence of Mayor Ferko. CALL TO ORDER: MINUTES: Acting Mayor Holston called the ~eeting to order at 8 o'clock P.M. The ~ity Clerk having forwarded copy of the minutes of the previous meeting to all members of the .City Council, acting Mayor Hol~ton asked if any errors or omissions were noted. There being none, the minutes were approved as submitted. ' DIVISION OF HIGHWAYS BLDG.: Communication was received from Division of HighwaEs requesting permission to move building located at 317 Division Street to the corner of Bayshor~ Highway and Grand Avemue. Motion was duly made, seconded and carried that permissi&n be granted subject to the Division of Highways improving the appearance of the building. CIRCUS: The Yankee Patterson Circus requested permission to exhibit circus for one day, Thursday May 8t~. Motion was duly made, seconded and carried that permission be granted, subject to th~ approval of Chief of ~olice, and payment of the regular fee. SIGNS IN CITY PARKS: Communication was received from the Recreation Commission complaining of people using the City Parks for golfing practice, and requesting that signs be posted prohibiting the use of these areas for such activities. Motio~ was duly made,, seconded and carried that the re- commendation of the Recreation Commission be accepted and the matter be referred to Messrs. Pless and Schweining, for action. BOOSTER' S CLUB: The Booster's Club requested permission to hold a public for,~. Thursday night May 8th in the Council ~hambers. Motion was duly made, seconded and carried that peraission be granted. BOOSTER' S CLUB FIESTA: The Booster's Club requested permission for the using of and the putting up of flag~ for their fiesta, and'asked the city to put up its flags in the outlying districts. Also stating they would obtain the services of the Califqrnia Decorating Company to string flags on Grand Avenue. Mo~ion was duly made, seconded and carried that the Booster's Club be allowed to have Grand Avenue decorated by the C~lifornia Decorating Company, and that they be allowed to use the city flags in the outlying districts. GABRIEL CONSTRUCTION Gabriel Construction Company requested permission to move earth over the streets of South CO. EARTH MOVING: San Francisco, in accordance with Ordinance #260. Motion was duly made, seconded and carried that permission be granted. PARADISE VALLEY PARKING PROBLEM: Co~nunicati~n was received from the Paradise Valley Improvement Club asking that the existing ordinance, requiring cars~not to be parked on streets all night, be amended. This matter was referred to the Chief of Police. S.P. CO. RE:GRAND AVE. [~DERPASS: Communication was received fr~m the Southern Pacific Company advising that they were with- drawing commitment of $5,000 contribution towards the Grand Avenue Underpass. Same was ordered filed. ASS~I~BLY BILL #14: Communications were receive~ from Assemblyman Dol~lg and Senator Parkman in answer to City's telegram protesting passage of Bill #1d. These communications were ordered filed. ~VILDBERG BROS. BLASTING DAMAGE: Communication was received from the ~Vorks Engineer describing damage done to Wildberg Bros. Smel%ing & ~efining Company. Mr. Wildberg was present and stated the blasting by the Heal~' Tibbits Comp~any was doing considerable damage to their property and asked that the blasting be stopped. It was regularly moved, seconded and carried that the Works Engineer contact a representative of the Healy Tibbits Cmnpany and have him meet with Mr. ~¥ildberg, Superinten- dent of Streets and the Wo~k~ Engineer and work out some solution to the blasting problem in this area. BLASTING ORDINANCE: Works Engineer requested that the blasting ordinance ~hich sets a fee of $2.00 for each blast inspection be amended to read $5.00. It was regularly moved, seconded and carried that the blasting ordinance be amended to read $5.00 for each visit of the inspector to the blasting area. ~ SETUPS - LINDEN AVENUE: Communication was received from the ~Vorks Engineer advising that the sewers on Linden Avenue are inadequate to take ~are of most of the industries bordering on this street. This comrunication ~as ordered filed for the present.i' . SOUTHERN BOUNDARY SURVEY ESTIM~ATE: Works Engineer submitted estim~te of $6,277.50 to make survey of the southern boundary of South San Francisco. He supolemented this letter, suggesting expenditures of $1500 to start the work ~nd proceed ~ith ssme as far as this amount would carry. As the matter had previous- lybeen referred to the Planning Commission, motion was d~y made, seconded ~nd carried that same be laid over pending receipt of Planning Commission report. BUILDING INSPECTOR Communication w~s received from Building Inspector Rozzi stating he needed help in his depart- ASSISTANT: ment to carry on the work properly. He submitSed the name of Nello Certi~eri for appointment as Assistant Building Inspector. Councilman Elder moved, seconded by Councilman Sani that the recommendation of the Building Inspector be accepted and the appointment of Assistant Building Inspector be held up until a full Council was present. Motion was regularly carried. BUILDING PERMITS: Gabriel Construction Company requested permission to erect a six foot ~ooden fence on the south eastern corner of Cypress and Miller Avenues. Motion was duly made, seconded and carried that permission be granted. Alpen & Howe requested permission to construct a building on ~ypress Avenue near California Avenue. SAN FRANCISCO LAND & IMPROVE4~NT CO. ADJOURNMENT: Hahn, Campbell and Associates submitted bill for $800.00 covering services rendered for April. Motion .was duly made, seconded and carried that bills amounting to $1600.00 covering M~rch and April statements be paid. Reports for the month of March were submitted by the C~ty Clerk and Library Board. same were approved as submitted.~ Claims in the amount of $4,349.30 were presented to the Finance Committee for apDroval. On motion duly made, seconded and regularly carried the claims were ordered paid. Mayor Ferko arrived at 9:00 o'clock P.M. Councilman Elder moved, seconded by Co~mcilman Holston that $15,000.00 be transferred to the Street Fund from the General Fund. Motion was regularly carried. Ordinance #263 repealing ordinance ~21~ referring to wires and poles on Grand Avenue was read for the second time. This ordinance was adopted by the unanimous vote of the Council members present. Ordinance #264 prohibi, ting the erection or maintenance of poles supporting electrid wires, telegraph wires and telephone wires, and requiring the removal of such poles, on Grand Avenue, between the westerly boundary line of the right of Way of the Southern Pacific Company and the easterly line of Spruce Avenue, was read for the second time. Same was adopted by the unanimous vote of all Council members present. Motion was duly made, seconded and carried that City Clerk notify property owners on Grand Avenue regarding ordinance affecting the removal of poles. A tentative map of Brentwood No. 3 was ~ubmitted for approval. Same was referred to the PlanAing Commission. John Jensen applied for permission to install 25 amusement crane devices in South San Francisco. Motion wss duly made, seconded and carried that permission be granted, subject to the approval of the Chief of Police with respect to .location. The matter of Leo De Marchi doing m~to repair work at 243 ~rm~Avenue was brought up. As he · had not complied with building regulations, license could not'be issued, but he was still doing business at this location, The matter was referred to the building inspector and Police department to enforce compliance with the business ordinance. This resolution was adopted by the unanimous vote of all members of the Council present. CounciDnan Sani introduced a resolution ordering the construction of basketball courts in the Ormnge Avenue Park and dnviting sealed bids for ssme. This resolution was adopted by the unanimous vote of ~ll members of the Council present. Resolution was introduced by Councilmsn Elder accepting deed from the South San Francisco Land & Improvement Company, conveying an. easement for the construction and maintenance of a public street or highway over certain lots~ in South San Francisco. Resolution was adopted by the unanimous vote of all members of the C~ncil present.
