REGULAR MEETING OF THE CITY COUNCIL OF THE CITY
OF SOUTH SAN FRANCISCO HELD MONDAY, JULY 7, 19&7

Present: Councilmen G. W. Holston, Chas. ~. Elder, Adolph Sani, Emilio Cortesi.
Absent: Mayor Leo Ferko
Motion was duly made, seconded and regularly carried, that Councilman Holston act as
Mayor during the absence of Mayor Ferko.
The meeting was called~to order by acting Mayor Holston at 8:10 p.m.
The City Clerk having forwarded copy of the minutes of the meetings of June 16 and June
18th to all members of the City Council, acting Nayor Holston aeked if any omissions or
errors were noted. There being none, the mi~ltes were approved as ~ubmitted.
On motion of Co,mcilman Sani, seconded by Councilman Elder, bids for the construction of
a convenience station at the Orange Avenue Park were opened. The following bids were
submitted: Antonio Pianca $4350 with an alternate bid of $~180, Gabriel Construction Co.
$5795 with an alternate bid of $5~95, Pacific Contractors Co., $3~20. These bids were
to be studied over by the Works Engineer and City Attorney.
On motion of Councilman Elder, seconded by Councilman Sani, and regularly carried, the
bids for the construction of a sewer on Mission Road were opened. The following bids
were submitted: L. C. Smith $1280.dO, Gabriel Construction Co. $1~29.92, Patrick R.
Kelly $1999.20.
L. C. Smith being the lowest bidder, Councilman Sani introduced a resolution awarding
contract for the construction of a sewer on Mission Road to L. C. Smith. This resolution
was adopted by the unanimous voteof &ll members of the City Council present.
Motion was duly made seconded and regularly carried, that bonds or certified check~ be
returned to the unsuccessful bidders on the Mission Road sewer construction.
The City Attorney and Works Engineer, having studied the bids on the construction of a
convenience station Dn the Orange Avenue Park, found that the Pacific Contractors Co.
were the lowest bidders. Councilman Elder introduced a resolution awarding the contract
to the Pacific Contractors Co. in the amount of $3A20. This resolution was adopted by
the unanimous vote of all members of the City Council present.
Motion was duly made, seconded and regularly carried, that bonds be returned to the un-
successful bidders for the construction of convenience station.
Communication '~as received from Healy Tib~tts Construction Co. sub~mitting a proposal to
construct a pier on the City property at the east end of Butler Road. This pier to cost
$68d6, payable in three installments. On motion of Councilman Sani, seconded by Council-
man Elder, and regularly carried, this letter together with the blue print was referred
to the Recreation Commission for study.~
Communication was received from the City Park Improvement Club with reference to paving
of Orange Avenue. The club felt this work should be done out of the State Highway
Gasoline Funds. As the gasoline tax fund of the City was tied up for the present, motion
was duly made, seconded and carried, that the club be advised that nothing could be done
until the gasoline funds were released by the State.
Comm, mication was received from the City Park Improvement Club regarding drainage in the ~.
area east of Mayfair Village and south of Colma Creek~ This matter ~ss referred to the
Works Engineer.
Communication was received from the City Park Improvement Club regarding the lack of ben-
ches in the City Park. As additional benches had been received and would be installed
at an early date, this letter ~as ordered filed.
Communication ;vas received from the Division of H~ghways in answer to the City Clerk's
letter of June 18th, relative to traffic in the vAcinity of Burl Burl subdivision. City
Clerk was instructed to send a copy of the Division of Highway's letter to the Burl Burl
people.
Communication was received from the Division of Highways regarding the installatibn of a
stop sign at the interseption of Arroyo Drive and E1 Camino Real. They stated the sign
would be installed upon receipt of check for $15. Motion was duly made, seconded and
regularly carried, that check for $15 be drawn in favor of the Division of Highways to
pay for the sign.
Communication was received from Elizabeth Ottenfieldrequesting twoweeks in addition to
her regular vacation period, co~nencing July 21st'. Motion was duly made, seconded and
carried, that her request be granted.
Communication was received from Evelyn Collins requesting ~dditional sick leave. Motion
was duly made, seconded and carried, thatshe be granted 30 days additional sick leave.
The Works Engineer requested authorization to prepare assessment sheets for street
improvements of Buri Burl #1. Motion was duly made, seconded and carried, that this
authority be granted the Works Engineer.
The Works Engineer requested authorization to start survey with reference to storm water
entering sanitarysewer lines. This matter was laid over to the~next meeting.
Letter w~.s received from the California Labor Review asking for Labor Day ad to cost $25.
This matter was laid over until the next regular meeting.

The South San Francisco Unified School District addressed a letter to Councilman Emilio
Cortesi, advising that the school trustees were agreeable to the city building a pl~y-

Doctor H. A. ~%.ld requested permission to erect an addition to the present building
at &55 Grand Avenue. Motion was duly made, seconded and regularly carried,that permit
be granted.
Mary Lyle reqdested permission to ~reck building at 355 Grand Avenue. Notion was duly
made, seconded and regularly carried, that~permission be granted.
Mary Lyle requested permission to erect a building at 355 Grand Avenue. Motion was
duly made, seconded and regularly carried, that pernd~sion be granted.
Peter Ferrai requested permission to erect a building on his property at 236 Lux Ave.
Motion was duly made, seconded and carried, that permission be granted, providing
the building would conform with all building codes.
Balsa Sales Co. applied for business license to make airplane kits at 821 Cypress Ave.
Motion was duly made, seconded and carried, that the license be issued.
Andrew ~. B~o~k applied for license to peddle ice cream in this city. Motion was
duly made, seconded and carried, that license be granted providing full annual fee
was paid.
Superintendent of Streets, Schweining 'recommended that Nario Tambini be appointed
temporarily to the Street Department as a laborer at $201 per month affective July
1st. Motion was duly made, seconded and carried that this appointment be confirmed.
Chief of Police Belloni advised that commencing July 1st Officer ~illiam Ridenour had
completed one year service as Patrolman and recommended that his salary be ~ncreased
to $2~5 per month. Motion was duly made, seconded and carried that the Chief of
Police's recommendation be accepted.
Chief of Police Belloni recommended thattthe following Guard appointments be cancelled:
Louis M. Boyd, Robert J. Griffin, Anton Danielson, George M. Penrice, Hugh Arnold
Walker, Maurice Shaughness%, Alf H. Carlson, Fred Stutz, George De~'olffe. Motion
was duly made, seconded and carried that the Chief of ~olice's recommendation be ~
accepted.
Reports of the Chief 'of Police, City Judge, Building Inspector, Fire~Chief~ and Depart-
ment of Public Health and ~lfare, for the month of June were submitted. On motion
duly made, seconded and regularly carried, same ~ere a~proved as submitted.
Claims in the amount of $ 13,~&1.99 were presented to the Finance Committee for
approval. On motion duly made, seconded and regularly carried, the claims as submitted
were ordered paid.
The Dalesco Neon Co. submitted bids for various signs in the city. This matter was
laid over for a future date.
Councilman Cortesi introduced a resolution adopting plans and specifications for
the i~provement of streets in Rancho Buri Buri Map #2. This resolution was adopted
by the unanimous vote of all members of the City Council present.
Buri Buri H~mes, Inc. presented a resolution, adopted by their Board of Directors,
requesting the City Council to commence proceedings for the improvement of streets in
Rancho Buri Buri Map #2. Same was filed.
Buri Buri Homes, Inc. sub;mitted a Waiver of Provisions of S~ecial Assessment, Invest-
igation Limitation and Majority Protest Act. Same was filed.
Councilman Sani introduced a resolution declaring the City's intention to improve the
streets in Rancho Buri Buri Map #2 subdivision. This resolution was adopted by the
unanimous wote of all members of the City Council present.
Wilsey & Co., Inc. submitted estimate of cost of improvements in Rancho Buri Buri #2
in the amount of $98,333~85. Same was filed.
Fred Becket o~ Mayfair Village addressed the Council and stated the City ParkIm-
provement Ci~ wished to thank the Council aRd Chimf of Police for their work in
relieving the traffic hazard on Orange Avenue. He complained of contractors trucks
dropping gravel on the streets in Mayfair Village. This matter was referred to the
Works Engineer.
Councilman Elder brought up the matter~of a bond issue in the near future to raise
the necessary money to ~o ahead with the construction of a Fire building, ~ecreation
buildings, and Fire equipment, also probably include s~station at the west end of
t~e city. On motion of Councilman Elder, seconded by Councilman Sani ~nd regularly
carried, the City Clerk was instructed to call Architect Rowe and have him sit in
with the ~ouncilmen to complete details.
On motion of Councilman Sani, seconded by Councilman Cortesi, meeting was adjourned
to Tuesday, July 8, 19~7 at ~:~.5 p.m. ~
