CO.: REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO HELD MONDAY AUGUST L, 19&7 Council Chambers, City Hall 8;00 p.m. Present: Councilmen .G.W. Holston, Adolph Sani, Emilio Cortesi Absent: Councilmen Leo Ferko and Chas. K..Elder. Councilman Sani moved, seconded by Councilman Cortesi that Councilman Holston act as Mayor during the absence of Mayor Ferko. ~otion was regularly carried. The m~eting was Qalled to order at 8:00 p.m. by acting Mayor Holston. The City Clerk having for~arded copy of the minutes of the meetings of July 21st, 25otb and 28th to all members of the City Council, acting ~ayor Holston asked if a~y errors or omissions were noted. There bein~ none thamLnutes were approved as submitted. Communication was received from the California Wire Cloth Corporation advising they had taken steps to deaden the operating sounds o£ some of their equipment, which would no doubt eliminate the noises as complained of by £he San Bruno residents. Motion was duly made, seconded and carried that the Communication be filed and a copy be sent to the San Bruno City Council. Commt~nication was receLved from the Southern Pacific Co. advising they had issued instructions to their yard forces to eliminate all possible noises during switching operations along Railroad Avenue. Communication was ordered filed. Report was received from the Recreation Commission with reference to the proposed construction of a pier on thebeach proPerty. The Commission approved construction of such a pier with six provisions as set forth in their report of August 2nd. The WorkS~Engineer also reported on this pier construction estimating the work to cost $6,853.00. This matter was laid over until next meeting. As no ~eport was received from ~ir. McLeod, the matter of trailer parking on the school property was laid over. The City Clerk was instructed to return abatement district bill of $900 so that corrected bill could be sent in. On mo~i~n duly made, seconded and carried, ordinance amending Ordinance No. 137 was read by title only and. considered as. second reading. This ordinance was adopted by the unanimous vote of all members of the City Council present. Communication was received from the Bureau of the Census enclosing instructions with reference to special census and requested that $900 be ~epOsited in s local bank and a certified check for $$.00 be sent to the Treasurer of the United States. Councilman Sani moved, seconded by Councilman Cortesi that $900 be deposited in the Bank of South San Francisco and certified check for $8.00 be sent to the Treasurer of the United States and that the Mayor represent the City in the signing of papers pertaining to the special census. Motion was regularly carried. Fire Chief Welte advised that John Orcutt, Chester Luchini and Alfred Questoni had served their six months probationary period, and he recommended they be permanently appointed to the Fire Department. On motion duly m~de, seconded and regularly~carried these appointments were confirmed and City Clerk was instructed to advise the Personnel Board accordingly. for appointment to the call .forces Fire Chief Welte submitted the name of Don Paterson[of the Fire Department. was duly made, seconded and carried that this appointment be confirmed. Communication was received from J~%C. Cherry, District Superintendent, stating he had been asked to investigate the possibility of secGring a two acre plot of ground located near Orange Avenue Park. This matter 'was laid over until a full board was present. Comm~mication was received from the Southwood Women's Club advising they go on record as protesting the issuance of a building permit for a liquor store or the issuing of a liquor license for a liquor store in the new business section of Southwood, also that a fire station be located west of the highway. Acting Mayor Holston stated that the City had no Jurisdiction over t~e issuance of liquor licenses and asked the City Attorney to check the law in the matter. With reference to con- struction of a fire station west of the highway, this was to be considered in the new bond issue. Answer to this communication ~as held up pending Mr. Coleberd's report on the liquor license matter. Communication was received from the P. G, & E. Co. stating they had installed new lighting on Commercial Avenue and Lux Avenue. Communication was ordered filed. Communication was received from the Burlingame Advance advising they were' publishing a County Fiesta edition during the first week of September and asked that theCity be represented in this edition. The rates stated were $250 for double page and $150 for single oage. Councilman Sani moved, seconded by Councilman Cortesi that the City s~bscribe'~fbP~ the $150 adwertisement in the Burlingame Advance. Motion was ~e~zlarly carried. Communi$&tion was received from the Goodrich Manufacturing Co. advising they intend to ~ild~a pla~ on their property located on the Bayshore Highway near the under- pass and requested permission to build~a septic tank until such time as the new sewer system was inst~tled. Councilman Sani moved, seconded by Councilman Cortesi, that permission be g~anted the Goodrich Manufacturing Co. to install a septic tank provided it meets with the Health Inspectors approval, s~me to be in effect until sewer facilities are available. Motion was regularly carried. Johnson made application for a restaurant at 225 E1 amxno Real. was duly made, seconded and carried that permit be granted. ~otion Guido Barbano applied for Fruit and Vegetable store license at ~5 E1 Camino Real. Motion was duly made, seconded ~n~ ~rried, that permit be granted provided Health Inspecto~ ~pproves of same. ~ The Divifion of Highways addressed a communication to the Works Engineer stating the law required uniform road s~gns on the State Highway at the city limit setting forth the name of the city, its population, and its altitude. As a special census was under consideration this m~tter~was held over until such t~me as the census was completed. Reports for the month of July were smbmitted by the Chief of Police, City Judge, Building Inspector, Fire Chief, Po~hdkeeper,aD~partment of Public Health and Welfare, also annual report from the Recreation Commission. Motion was duly made, seconded and carried that same be apprgyed as submitted~ Olaim~ in the amount of $7716.53 were submitted to the ~inance Committee for approval. On motion duly made, seconded'a~d regularly carried, the claims as submitted were ordered paid. Pietro Uccelli submitted an application for a Gasoline Service Station at the corner of Grand and Oak Avenues. Sub~mitted with this application was a petition signed by 109 residents of this area. On motion of Councilman ~ani, seconded by Souncilman Cortesi, and regularly carried, this application was referred to the Planning Commissi~ Mayor Ferko arrived at 8:g5 p.m. Works Engineer submdtted for approval plan of Brentwood #3. Motion was duly made, seconded and regularly carried, that Brentwood #3 plan be accepted and the clerk authorized to sign same. CounCilman Cortesi introduced a resolution approving diagram of district for improve- ment work formed under resolution of intention No. 1188. This resolution was adopted by the unardmous vote of all members of th~ City Council present. Councilman Sani introduced a resolution adopting plans and specifications for the im- provement of West Orange Ave. between P~ilroad Avenue and the south side of the right-of-way of the San Francisco Municipal Railway. This resolution was adopted by the unanimous vote of all members of the City Council present. Matter of improvement of West Orange Ave. and further discussion on the proposed bond election ~ill be taken up at an adjourned meeting. Mayor Ferko brought up the matterof certain improvements going on without a permit being issued from th~ Council nor any inspection by the Works Engineer. He was of the opinion that the' new zoning ordinance should ~over this matter. Councilman Cortesi moved, seconded by Counci~nan Sani that $1500 be deposited with the County to cover the paving of Mission Road. Motion was regularly carried. A resident of Buri Buri Subdivision addressed the Council regarding the postal delivery service in this section and asked if the Council would help~them obtain mail service. He was advised to address a letter to the Council and the nmtter would be given consideration. He also complained of the traffic situ~tion~nd asked if stop signs or pedestrian crossings could not be installed. The Works Enginee Was asked to take this matter up with the Division of Highways. Fire Chief ~¥elte advised that the fire engine had broken down and he was obliged to bozrow equipment from the City of Burlingame. The City of Burlingame very graciously loaned an engine to the city and the Fire Chief asked that Burlingame be thanked for this loan. It was regularly moved, se~onded'and carried, that the City of Burlingame be thanked for the loan of th~ fire engine. Councilman Sani suggested that some publicity be given the Planning Commission meeting on zoning August 13th. Mr. McClung of the Enterprise advised he ~ould attend to this matter. Mr. Berry, a resident of the Avalon Park Su%division, addressed the Council requesting information as to what improvements were to be made in the Avalon Park district and also asked if something could not be done to increase the wa~er supply. He was advised that there was nothinE the City could~do until such time as this property was subdivided. On motion of Councilman Sani, seconded by Councilman Holston, and regularly carried, the meetin~ was adjourned to Thursday, August 7th at ~:00 p.m. Time of adjournment - 9:~0 p.~.
