Council Cha~bers, City Hall. 8:00 p.m. Present: ~ouncilmen G. W. Holston, Chas. K. Elder, Leo Ferko, Adolph Sani, Emilio Cortesi. The meeting was called to order by Mayor Ferko at 8:00 p.m. City Clerk having forwarded copy of the minutes of the meetings of December 15th and 17th, 19A7 to all members of the City Council, Mayor Ferko asked if any errors or omissions were noted. There being none. the minutes were approved as submitted. Motion was duly made, seconded and carried that the gaSoline bids be opened· following bids were submitted: Richfield Oil Corporation Shell Oil Company Union Oil Company of California Tide Water Associated 0il The ETH__..~..~.YL REGULAR $.~99 $.18& · 136 .166 · 191 .166 · 199 . disc. 1¢ per gal. disc. 16 per gal. COmmunication from Ken Royce Co., referring to closing of the road near their property, was taken 'up. Motion was duly made, seconded and carried that Ken Royce Co. be advised that Council was opposed to closing of this road· ~ ~ Communication from the Santo Cristo Society which was lald over from previous meeting was now taken up. They requested'permission to build a hall on Oak Avenue· This matter was referred to the Planning Commission. Signed lea~e was received from the Bayshore Amusement Co. covering Theatre parking lot. Same was ordered filed· The Police Department was instructed to attend to the opening of the lot each day. Request of Donald P. Wertz to build Church 6n Victory Avenue was referred to the Plan- ning Commission. Chief of Police Belloni submitted report covering Ambulanc~ Service. It was the opinion of the Council that this City should hava 24 hour ambulance service, therefore, Clerk was instructed to communicate with San Bruno and Daly City asking for cooperation toward this end. An Ordinance prohibiting the discharge of fire arms in ~his City came up for second reading. Motion was duly made, seconded and carried that this ordinance be read by title only. Clerk then read title of ordinance;- An Ordi~nance amending Ordinance No. 223 of the City of South San Francisco entitled: "An Ordinance Prohibiting the Discharge of Rifles, Revolvers or Pistols in'the City of South San Francisco Over or Upon the Waters of the Bay of San'Francisco", adopted May l8, 19&2. This ordinance was adopted by the unanimous vote of all members of the City Council· An Ordinance amending Ordinance No. 216 came up for second reading· Motion was duly made, seconded and carried that same be read ~by title only· Clerk then read title of ordinance;- An Ordinan6e Amending Ordinance No. 216 of the City of South San Francisco. entitled: "An Ordinance of the City of South San Francisco Creating and Establishing a Personnel System for said City", adopted December 15, 19~1. This ordinance ~as adopted b~ the unanimous vote of all members of the City Council. An Ordinance requiring builders to pay the City for damage to sidewalks, curbs, gutters and pavements came up for second'reading· Motion was duly made, seconded and carried that same be read by title only. Th~ Clerk then read title of ordinance;- An Ordinance of the City of South San Francisco Requiring Holders of Building Perzztts to Indemnify said City for Damages to Sidewalks, Curbs, Gutters and Pavement· This ordinance was adopted by the unanimous vote of all members of the City Council. Communication addressed to the Works Engineer from the Division of Highways with reference to major streets in the City was read· Motion was duly made, seconded and carried that th~ City Attorney draw up the necessary resolution designating the proposed streets, the Works Engineer to supply the information. Communication was received from the American Homes Development Co. requesting that the City annex a small piece of land near the Southwood Tract. Eetter on this same subject from the Planning Commission dated August 3Oth was also readl This matter was laid over to the next meeting· Communication Was.r&ceived from the Personnel Board advising that Nello Certiberi had passed the examination for Assistant Building Inspector with a rating of 79%· Motion was duly made, seconded and carried that Nello Certiberi be appointed Assistant Build- ing Inspector and the Personnel Board be so notified· Communication was ~eceived from the Personnel Board calling attention to the fact that Richard Canziani and Vincent Bianchini, Jr. were holding temporary positions of Police Telephone and Radio Operator although theyhad applied for the position of Police Officer and had failed to pass. It was suggested that s meeting be arranged with the Personnel Board for~ Monday or Tuesday, January 12th or 13th at which ~ime this matter, together with matters contained in other letters from the Personnel B6ard, could be discussed and cleared up. Communication was received from Fire Chief Nelte advising of shortage of manpower in the department and asked that the Council request examination for Firemen at the earliest possible date, also suggesting that the residential requirement be reduced fr~m three to one year. ~ame was laid over pending meeting with the Personnel Board. ~S~INEBI~ ~e aom ¢o. Same was referred to the Planning Commission. Regena Elena Circle ~97 Order of Druids. requested permission to hold a dance Saturday evening January 31, 19&8 at the American Legion. Hall. Motion was duly made, seconded and carried that permit be granted. Request for permission to install 1-550 gallon gasoline tank for Manuel Casali at South Maple Avenue was received. As the proper notices had been posted and the Fire Chief approved the installation motion was duly made, seconded and carried that permission be granted. Request was received .from St. Paul' s Methodist Church for permission to build a small church edifice in the ~ ~uri Sub-division, also requesting permission to install two'lamp posts in front of the St. Paul's Church at location from which two trees had been removed. Motion was duly made, seconded and carried that permission be granted providing building laws were complied with. As Reverend Greenwalt is leaving the City this month Mayor Ferko suggested he be commended for the good work he had done in the ~ommunity. Motion was duly made, seconded and carried that Reverend Greenwalt be commended for the' good work he has done. George B. Rowley requested permission to sell National Shuffleboards. This was referred to the Chief of Police. Carmino Garcea requested permission to operate ten candy and gu~ machines. Motion was duly made, seconded and carried that permit be granted. Joseph M. Hissong &'Emanuel Levine requested permission~to engage in the Drayage & General Hauling business, with location at 901 Bayshore Bl~d. Same was laid over for further consideration. Diamond Fotopulos applied, for license to operate Beauty & Reducing Salon at 720 Linden Avenue. Motion was duly made, seconded and carried that permission be granted. Reports kor the month of December were submitted by the Chief of Police, City Judge, Building Inspector, Fire Chief, Department of Public Health & Welfare, and Humane Officer. Motion was duly made~ seconded and regularly carried that same be approved as submitted. HealSh Inspector Schlammmade a report on dog vaccination~ and advised that free clini~ was o%en for one week. Claims in the amount of $13,O62.85 were presented to the Finance Committee for approval. On motion duly made, secoaded and carried all c%aims as submitted were ordered paid. Communication was received from Hahn Campbell & Associates setting forth their views toward the new zoning plan, and suggested various services which t~y could render. Same was referred to the Planning Commission. City Clerk advised that joseph Bildhaue~ retired patrolman, had received'check for two months retirement pay Tromthe State. The case of Pete Mai~ani, disabled~fireman, came before the Industrial Accident Commission December 15th. City Attorney Coleberd attended this hearing and stated the case was not decided. Councilman Sari introduced a resolution adoPting plans and specifications for the improvement of property entitled: Re-Subdivision Southwood Commercial Tract. This resolution was adopted by the unanimous vote of all members of the City Council. Councilman Elder introduced a resolution setting forth the first, second and third year salaries for~the police and fire departments. This resolution was adopted by the unanimous vote of all members of the City Council. ~ Councilman Holston introduced a resolution providing for the issuance of municipal bonds. °~otion was dulymade, seconded and carried that this resolutionbe read by title only. ~City Clerk then read title of resolution;- A Resolution directing and providing for the incurring of bonded indebtedness of the City of South San Francisco, a municipal ~corporati?n, in the County of San Mateo,'State of California, in the sum of three hundred s~xty-five.thousand dollars ($365,000.00), lawful money of the United States of Amertca,'to pay the Cost of certain municipal improvements tnand for said City of South San Francisco, authorized at a special election held in said City on the. 16th day of September, 19&7, and providing for the issuance of bonds evidencing such indebtedness, specifying t~e form' of said bonds, and providing for a tax levy for the payment thereof, and creating a municipal improvement bond hmd. This resolution was adopted by the unanimous vote of all members of the City Council. Councilman Elder introduced a resolutio~ calling for bids for the purchase of municipal bonds. Motion was duly made, seconded and'carried that this resolution be read by title only. City Clerk then read title of resolution;- A resolution of the City Council of the City of South San Francisco calling for bids for the purchase of municipal improve- ment bonds, series 1917. This resolution was adopted by the unanimous vote of all members of the City Council. ADJOURNMENT: City Attorney Coleberd advised he had contacted Mr. Horn of Brentwood Subdivision and stated that the Brentwood Company would dedicate pAayground site to the City. Mr. Leo M. Nethercote, Buri Buri resident, addressed the Council requesting that some action be taken so that lights would be provided in the B~ri Buri area. Mayor Ferko advised him that the Council was doing all possible and stated that further meetings were to be held between interested parties. The Mayor then appointed Mr. Nethercote as chairman of the Buri Burl Homes committee to attend any and all of these meetings. On motion of Councilmen Sani, seconded by Councilman Elder and regularly carried the meeting, was adjourned to Monday, January 19, 19~8 at 8:00 p.m. Time of adjournment - 10:05 pJm.
