PLACE: TIM~: ROLL CALL: CALL TO ORDER: MINUTES: Council Chambers, City Hall 8 o'~toak p. m. Present: Councilmen G. W. Holston, Chas. K. Elder, Leo Ferko, Adolph Sani, Emilio Cortesi. The meeting was called to order by Mayor Ferko at 8 p. m. The City 81erk having forwarded copy of the minutes of the meetings of April 5th and 9th to all members of the City Council, Mayor Ferko asked if any omissions or errors were noted. There being none the minutes were approved as submitted. SANTO CRISTO SOCIETY: Communication was received from City Attorhey Coleberd advising that he had reviewed the file in the matter of the permit granted to th~ Santo Cristo Society. He agreed with Hahn, Campbell & Associates that the Plahning Commission had erred in recommend- ing the granting of the permit, and under the present zoning ordinance auch a building could not be located in the area described. It was therefore regularly moved, seconded and carried that the Santo Cristo Society be advised that the Planning Commission was in error in recommending the erection of their building; also that Attorney O'Hara be so notified. AVALON PARK ROAD: City Attorney Coleberd advised that the city is without Jurisdiction to improve road in Avalon Park as there had been no dedication of the road to the city. He suggested that the owners of the Subdivision take the steps necessary for dedication of street areas in that tract. SAN MATEO TIMES- AD: Communicationwas received'from the Planning Commission referring back to the City Council the matter of taking space in the special edition of the San Mateo Times. Counci~nan Elder moved, seconded by Councilman Holston that the city take space in the special edition of the San Mateo Times in an smount hot to exceed $90. A roll. call vote was called for on this motion, with the following Fe~ults: Ayes, Council- men Holston, Elder, Ferko and Sani; Noes, Councilman Cortesi. The motion was carried. RF~REATION SUMNER SCHEDULE: As the City Council had met with the Recreation Commission and discussed the summer schedule it was regularly moved, seconded and carried that the schedule as set forth 'in the Recreation Commission's letter of April ~th be carried out. PERSONneL BOARD - POLICE OFFICERS CASKS: Communication was received from th~ Personnel Board of Review setting forth detailed findings of actions taken with reference to the cases of Police Officers Daniel Lombardi, Lester Anderson and Michael Lamuth. Motion was duly made, seconded and carried that action on these three cases be laid over for two weeks. WEED ABATemENT REFUNDS: Superintendent of Streets Schweining recommended the refunds of various weed abatement charges in the amount of $57.11 and that the protest of Laura M. Hawkins be denied. Notion was duly made, seconded and carried that the recommendations of the Superintendent of Streets be accepted. BOAT PIER: Communication was received from the Superintendent of Streets stating the boat pier had been completed according to plans and specifications and recommended its acceptance. Motion was duly made, seconded and carried that the recommendation of the Superintendent of Streets be accepted. BURI BURI NO. 1 STREET IMPROVEMENT: Communication was received from Buri Buri Homes, Inc. stating that all recommendations and suggestions made to date by the Pacific Gss & Electric Co., Superintendent of Streets, and the Works Engineer had been completed and requested that the street im- provements in ~nit~No. l, Rancho Burl Burl be accepted. As the Superintendent of Streets had no report on this matter, same was laid over until such time as the Super- intendent of Streets made his report. EHLE HOUBE MOVING: Mr. ~ohn H. Ehle requested permission to move a house, now located on C Stree~to Lot 2, Block 5 Parkway Terrace. As there seemed to be soma doubt whether this house would fit in with the buildings in the Par~way Terrace area the matter was laid over for further study. PARADISE VALLEY RUBBISH DUMPING: Communication was received from the Paradise Valley Improvement Club complaining of rubbish dumped in the Paradise Valley area and asked that sbmething be done toward making the "No dumping" law more effective. This matter was referred to the Street Department. CALIF. TAXPAYERS ASSOCIATION: Communication was received from the California Taxpayers Association enclosing summarized statement on study of "Education Cost ~ends". Mayor Ferkosuggested that the Council members study this statement. LEAGUE MEETING: Communication was received from the Secretary of the Peninsula Division League of California Cities advising that Meeting would be held in Santa Clara April 29th. All officials wishing to attend were asked to get in touch with the City Clerk before April 26th. WORKS ENGINEER: Communication was received from Acting Works Engineer~ Frank Davis requesting an extension of his appointment as Works Engineer. Notion was duly made, seconded and carried that Frank Davis be employed as Works Engineer for an additional thirty days. C. E, RANDLETT APPLICATION: Application was received from Charles E. Randlett of Redwood City for the position of City Engineer of the city. This communication was ordered filed. RIDENOUR LEAVE OF ABSENCE: A communication was received from ~¥illiam L. Ridenour, Police Officer, requesting a leave of absence for one year commencing May 1st and vacation pay for time earned. Chief of Police Louis Belloni advised that Mr. Ridenour was taking Up duties with the Sheriff's Office May 1st and he recommended that the leave of absence be not granted. Motion was duly made, seconded and carried that the recommendation of the Chief of Police be accepted and that the leave of absence as re- quested by Officer Ridenour be denied, and that he be paid vacation time entitled to him. VINCENT BIANCHINI, JR: Communication was received from Chief of Police Belloni advising that Vincent Bianchini, Jr. had terminated his employment on April 5th as Radio-Telephone operator in the Police Repar~nant. This com~unication was ordered filed. BERNARD ESPARZA APPOINtmENT: Communication was received from Chief of Police Belloni advising that commencing April 6th, Bernard Esparza was employed in the Police Department as a Radio-Telephone operator at a salary of $250-a month. Motion was~dulymade, seconded and carried that the appointment of Bernard Esparza be confirmed. SPECIAL OFFICER APPOINTMENT: C~nmunication was received from Chief of Police Belloni advising that he had appointed George H. Edmondson as a Special Officer ~pril 13th. Motion was duly made, seconded and carried that the appointment of George H. Edmondson as a SpeCial Officer be con- firmed and that he receive no remuneration from the City. CIVIL DEFENSE: Communication was received from Governor Earl Warren asking that local disaster councils be established, This matter was referred to Fire Chief Welte to act with.Mayor Ferko and Councilman Elder. CLAIFORNIA YOUTH AUTHORITY: Communication was received from California Youth Authority advising of Conference meeting to be held in Palo Alto on Tuesday, May ~th and asking that the Mayor and members of the l Recreation Commission sttend this meeting. Mayor Ferko stated he would attend this meeting and asked that the Recreation Commission be notified so that any of their members could attend. JUDICIAL COUNCIL: Communication was received from ~hil S. Gibson, Chief Justice of the Supreme Court, enclosing questionnaire with reference to the reorganization of lower courts. This questionnaire was referred to the City Judge, 'Attorney, Chief of Police and Mayor for consideration. MONTHLY REPORTS: Reports for the month of March were submitted by 'the South San Francisco Free Public Library and City Clerk. Motion was duty made,' seconded and carried that same be approved as submitted. CLAIMS: Claims in the amount of $8,759.&7 were presented to the Finance Committee for approval. On motion duly made, seconded and carried same were ar~ered~paid~~ MAYFAIR ~2 PROTEST RESOLUTION #1335: Mayor Ferko asked if there were any written or verbal protests against the issuance of bonds covering the unpaid assessments on Mayfair Village No. 2. There being none, Councilman Sani introduced a resolution providing for the issuance of street improvement bonds as provided in Resolution of Intention No. 1126. This resolution was adopted by the unanimous vote of all members of the City Council. BUDGETS: Mayor Ferko asked that the heads of each department prepare budgets for presentation to the Council not later than May 15th. LOUDSPEAKER: Councilman Cortesi stated h~ had received many complaints that the public attending the Council meetings could not hear the speakers and suggested that a loudspeak~ng system be installed' The City Clerk was asked to include this in the new budget figures. A~OMOBILE PARXYNG CIRCLE COURT: Mr. Farnsworth, of Circle Court, addressed the Council and stated a Police Officer had contacted the residents of Circle Court asking that they stop parking cars in the drive- way, allowing the cars to extend over the sidewalk. He stated that a Police Officer living in this area was one of the offenders. The Chief of Police was instructed to check into this matter. RU~I B~RI COMPLAINTS: A resident of Buri Buri addressed the Council asking how long it will be necessary for the residents of that area to carry their grass clippings to the City dump. He was advised that this matter had been under consideration and the Street Department would make pick-ups twice a month.
