REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF
SOUTH SAN FRANCISCO HELD MONDAY, MAY 3, 19&8.

Present: Councilmen Victor Boido, Chas. K. Elder, Leo Ferko, Adolph Sani,
Emilio Cortesi.
The meeting was ca~led to order by Mayor Ferko at ~ p. m.
The City Clerk having forwarded copy of the minutes of the meetings of April 19th,
2Otb, and 27th, to all members of the City Council, Nay6r Ferko asked if any omissions
or errors were noted. There being none the minutes-were approved as submitted.
Councilman Elder moved, seconded by Councilman Sani, that bids for the construction of
South Maple Avenue sewer be opened. This motion was regularly carried. The following
bids were submitted:

Ed Jarvis being the lowest bidder, Councilman Elder introduced a resolution awarding
the contract to construct the sanitary sewer in South Maple Avenue to Ed Jarvis. This
resolution was adopted by the unanimous vote of all members of the City Council.
Communication was received from the Windbreakers Athletic Club requesting that a
portion of the football field at the Orange A~enue Park be equipped with proper ~ighting
facilities. This communication was referred to the ~ecreation Commission.
The matter of. accepting street work in Burl Buri No. 1, as requested in the Buri Buri
Homes letter of April 16th, was again brought up. Superintendent of Streets Schweining
reported the !¥orks Engineer had recommended the acceptance of this work and he agreed
with this recommendation. The City Attorney advised that a bond was being prepared
to cover this work, therefore Councilman Boido moved, seconded by Councilman hlder,
that the street improvements in Buri Burl Subdivision No. i be accepted subject to the
posting of a ~lO,O00 bond by the Burl Buri Homes, Inc. This motion was regularly
carried.
Communication was received from Guy F. Atkinson Co. requesting that the roof of the
Colm~ Creek Culvert on Orange Avenue be lowered to eliminate possibilities of accidents.
Councilman Cortesi stated he would be willing to check into this matter and obtain
prices for the lowering of this culvert. Mayor Ferko appointed Councilman Cortesi, a
dommittee of one, to go into th~.s matter in detail.
Communication was received from the San Francisco Board of Supervisors advising of
meeting of the Bay Area Transit Committee on May ~3, 19~8 at 2 o'clock p. m. and asked
that the City delegate or alternate be present. Mayor Ferko appointed Engineer Fran~
Davis as an alternate.
Comm~mication was received from the Superintendent of Streets recommending that the
damage to the grade and pipe of the sewer which runs directly beneath the central Fire
Station be corrected before any other construction work is done on the building. This
matter was laid over.
Communication was received from the Suoerintendent of Streets requesting the installa-
tion of various stop signs throughout the City. Sam~was referred to the Chief of Police
for action.
Superintendent of Streets recommended that Raymond Spinelli be appointed temporarily to
the Park Department as a laborer at $1.15 per hour, effective April 27th. Motion was
duly made, seconded and carried that the recommendation of the Superintendent of Streets
be accepted.
Communication was received from the Superintendent of Streets recommending that John J.
Previti be transferred from hourly pay to monthly pay of $239.00, effective May lat.
Motion was duly made, seconded and carried that the recommendation of the Superintendent
of Streets be accepted.
Communication'was received from the Superintendent of Streets recommending that Civil
Service examinations be called for Street Dep~rtment Utility Nen, and setting forth the
qualifications therefor. Motion was duly made, seconded and carried that the recommend-
ation of the Superintendent of Streets be accepted and the Personnel Board be so notified
Councilman Sani introduced a resolution authorizing change in application nm. de by the
City to the State of California for the construction of a sewage disposal plant. This
r~solution was adopted by the unanimous vote of all members of the City Council.
Police Officer Michael La~th tendered his resignation as a Patro!m~n in the Police
Department of the city. Motion was duly made, seconded and carried that the resignation
of Officer Lamuth be accepted to take effect immediately.
Motion was duly made, seconded and carried that the recommendation of the Personnel
Board of Review with reference to Officer Michael Lamuth be tabled.
The Personnel Board of Review recommended that Officers Lester Anderson and Daniel
Lombardi be each fined one day's pay and in addition be obliged to work four of their
days offwith~m~rtime compensation therefor. Motion was duly made, seconded and carried
that the recommendation of the Personnel Board of Review, with reference to Officers
Lombardi and Anderson, be accepted.
The Pers$~i~l Board requested that the length 'of residence of applicants for positions
in the Police, Fire and Street Departments be continue~ at 18 months. City Attorney
was instructed to draw up the necessary resolution.

Bianchini had passed the examination f~r the position oD Sergeant of Police with a
score of 77.76% and reco~ended his appointment to the position. ~otion was duly made,
seconded and carried that the recommendation of the Personnel Board be accepted.
AUGUST TERRAGNO:
Communication was received fro$ the Personnel Board advising that Officer August
Terragno had pas~ed the examination for Captain of Police with a rating of 71.7% and
recommended his promotion to the position of Captain. Motion was duly made, seconded
and carried that the recommendation of the Personnel Board be accepted.
Communication was reDeived from the Chief of Police recommending the following promo-
tions effective May lst:
· Sergeant August Terragno to ~aptain at $325.00 per month.
Officer Bianchini to Sergeant at the salary of $300.00 per month.
Motion was duly made, seconded and carried that the recommendation of the Chief of Police
be accepted.
CIVIL SERVICE ORDIN-
ANCEAMENDMENTS:o
Communication was received from the Chief of Police asking that the Personnel Board be
requested to call for examinations for Patrolmen and Police Woman; also requesting
various changes in the Civil Service Ordinance. Motion was duly made, seconded and
c~rried that the Personnel Board b~ a~ked to call for examinations for Police Woman and
P~trolmen. With refgrence to the amendments of the Civil Service Ordinance, the City
A~torney was instructed to arrange for same.
SUPERINTENDENT OF
RF£REAT~ION:
Communication was received from the Personnel Board asking that the City Council give
them information covering the requirements for the position of Superintendent of
Recreation and setting wage scale for same. This matter was held over for further study.
JUDICIAL COUNCIL:
Questionnaire received from the Chairman of the Judicial Councml was ordered ft~ed~.
PARKING METER PAYMENT:
Communication was received from the Duncan Meter Corporation stating the City would be
entitled to the 5% discount on any unpaid balancesduring the months of May and June.
This matter, was referred to the Finance Committee.
PILLAR POINT
BREA~VATER:
Communications were received from United States ~Senator Sheridan Downey and Congressman
Jack Anderson accepting resolution adopted by the City Council in support of the Pillar
Point Breakwater Project. Same were ordered filed.
GASOLINE TANK -
SOUTH~VOOD:
Applic~tign was received .for a permit to install three gasoline storage tanks and one
waste oil tank at the service station located at ~¥est Oyange Avenue and E1 Camino Real.
As the Fire~C~i~f had posted the necessary notice and recommended the granting of the
permit, mot~gn was duly m~de, seconded and carried that permit be granted.
SWIFT ~ CO. -
GASOLINE TANK:
Application was received from Swift and Company to install an 8,000 gallon gasoline tank
~ their plant. As the Fire Chief had posted the necessary notice and recommended the
granting of the permit, motion was duly made, seconded and carried that permit be granted.
BUSINESS LICENSE:
Application for a business license for a delicatessen store in Burl Burl was-submitted
by R. Tavella. Motion was duly made, seconded and carried that same be granted.
Application was ~eceived from Quickserv Cgrporation to clean and sterilize containers
of canned milk and coffee at 22~ Grand Avenue. Motion was duly m~de, seconded and
carried that permit be granted subject to the approval of the Health Insoector.
P~TNA BUILDING:
John E, Penna submitted an application for a permit to construct a building on Linden
Avenue north of Crand Avenue. Motion was ~uly made, seconded and regularly carried
that permit be granted providing all building regulations were complied with.
PLANNING COMMISSION - The Planning Commission advised that hearings would be held April 3Oth and May 12th
HEARINGS AND VARXANCES: with reference to the rezoning of parcels in Zone B as requested by the Santo Cristo
Society. Action on sane was held overlpe~ding the hearings.
The Planning Commission reconm, ended the granting of adjustments covering set back
line in High School Park Terrace. Motion was duly made, seconded and carried that the
recommendation of the Planning Commission be accepted.
The Planning Commission recommended the granting of application of ~. U. Barsanti.
Notion was du!ymade, seconded and carried, that the recommendation of the Planning
Commission be accepted.

and dwellings in Parcel 12 Zone E in Avalon Tract. Action on this was laid over.

The Carlrsy Co. requested permit for the construction of a building on the South side
of Linden Avenue west of Bayshore Highway. This matter was referred to the Planning
Commission.
Y. M. I. DANCE:
The Young ~[en's Institute reinvested permission to hold a dance in the ~erican Legion
Hall, ~y 22nd. Motion was duly made, seconded and carried that permit be granted.
POWER CONSERVATION:
Communication was received from Governor Earl Warren advising that the Power shortage
program had been greatly alleviated by the recent storms and that many power controls
had been suspended as of ~ay 1st. This communication was ordered filed.

BADEN AVE~YE:
A petition signed by 10 property owners was presented requesting the rezoning of the
north side of Baden Avenue between Linden and Maple Avenues. This matter was
referred to the Planning Commission.

A petition signed by 22 property owners was presented requesting the rezoning of
property on the south side of Baden Avenue between Linden ~ndMaple Avenues. This

Claims in the amount of $8,67&.16 were presented to the Finance Committee for
approval. On motion duly made, seconded and regulsrly carried the claims as submitted
were ordered paid.
Councilman Elder introduced a resolution whereby the City accepts deed from the South
San Francisco Unified School District covering certain parcels of tAnd in the City.
This resolution was adopted by the unanimous.vote of all members of the City Council.
Councilman Cortesi introduced a resolution directing the Mayor and the City Clerk to
execute agreement covering contract for the construction of a Recreation Building.
This resolution was adopted by the unanimous vote of all members of the City Council.
Councilman Cortesi brought up the matter of the dirty and unsightlycondition of certai~
parts of the City. He mentioned particularly the Jess Apartments,S'imon Motors,
Chelini Garage, Baden Avenue near Linden Avenue, and a broken fence on Grand Avenue
near the Ice Cream Parlor. He stated something should be done toward correcting these
conditions. Health Officer Mel Schlamm stated he would check into all these cases
and the proper action would be .taken toward a clean-up.
Councilman Elder brought up the matter of garbage disposal. He stated an ordinance
was in effect requesting all residents to have garbage cans, and the garbage to be
disposed of weekly. However, garbage was still being dumped in vacant lots throughout
the City. In order to correct this condition Councilman Elder moved, seconded by
Councilman Sani that a.reward of $100 be set for information leading to the arrest
and conviction of anyone dumping garbage within the City limits. This motion was
regularly carried.
Councilman Cortesi complained of the sewer connection on road running into Mission
road in the north end of the City. The Health Inspector was instructed to check into
this and take the proper action.
On motion of Councilman Elder, seconded by Councilman Sani, and regularly carried the
meeting was adjourned to Monday evening, May lOth, 19A8 at & p. m.
