REGULAR MEETING OF THE CITY COUNCIL OF THE CITY
OF SOUTH SAN FR~.NCISCO HELD MONDAY, MAY 17, 19&8.

Present: Councilmen Victor Boido, Chas. K. Elder, Leo Ferko, Adolph Sani, Emilio
Cortesi.
The meeting was called to order by Mayor Ferko at 8:00 p.m.
The City Clerk having forwarded copy of the minubes of the meetings of May 3rd and
May 10th to all members of the City Council, Mayor Ferko asked if any omissions or
errors were noted. There being none the minutes were approved as submitted.
Report was received from City Attorney Coleberd with reference to the application of
Swift and Co. for location of switching tracks on portion of East Grand Avenue. ~he
City Attorney was of the opinion that Swift and Co. were entitled to construct rail-
road tracks as requested in their letter. After some discussion motion was duly made,
seconded and carrie~s matter be referred to the Works Engineer.
Communication was received from the Division of Highways in answer to the City's letter
of April 23rd with reference to mosquito nuisance along the Bayshore Freeway. This
communication was ordered filed.
Report was received from the Industrial Accident Commission denying the City's lien
claim of $3,O8& in the case of Peter Mairani. This matter was referred to the City
Attorney.
Communication was received from United States Senator William F. Enowland acknowledgd~g'
copy of resolution with reference to Pillar Point Project. Same was ordered filed.
Permit request of Allin McCahon to build 6 greenhouses and 1 dwelling house in Avalon
Tract was brought up. Mr. McCahon submitted a letter requesting a permit to build a
temporary septic tank and agreed to connect up with the sewer when same was installed.
As the Planning Commibsion recommended the granting of the permit to build 6 green-
houses and 1 dwelling house, motion was duly made, seconded and carried that the
necessary permit be issued.
Communication was received from the Planning Commission advising that certain changes
· were suggested in the Avalon Tract map and they intended waiting until these matters
were cleared up before passing on the map. This matter was therefore held over.
Communication was received from the City Park Improve~tent Club complaining of rubbish
and debris on railroad property on the southside of Circle Court. The City Attorney
was instructed to prepare a letter to the Southern Pacific Co. asking that they clean
up this property.
Communication was received from Chief of Police Belloni recommending the installation
of Automatic Traffic Signals in Buri Buri and Brentwood area along E1 Casino Real. The
recommendation of the Chief of Police was accepted ar~ City Clerk was instructed to
communicate with Col. Skeggs asking that the necessary traffic signals be installed.
Communication was received from the Recreation Commission recommending that certain play~.
ground equipment be purchased and installed in the East Grand Avenue P~aYground area.
As this matte~ ~ had been under discussion before with Board of School Trustees, City
Clerk was instructed to mail copy of this letter to the School Board, and await their
ans3~r.
Hugo A. Campisi submitted application for business license to resell ice-cream through-
out the City. Motion was duly made, seconded and carried that permit be granted upon
payment of the business license fee.
Messrs. Raoul LaRochelle, Philip Seaton and Fred E. Whelen requested permission to
operate a new and used building materials business in South San Francisco~ The request
was referred to the Planning Commission.
Telegram from Lee .Marshall, National Chairman, addressed to Mayor Ferko with reference
to the Crusade for Children, was read. This telegram requested that a committee be
appeintad~'to contact bUsinessmen, civic and religious leaders and newspapers. Mayor
Ferko asked for volunteers, and stated the nattier would be held open for a few days
so that volunteers could contact himself or the City Clerk.
Governor Warren addressed a letter to Mayor Ferko with reference to rent control. City
Clerk was instructed to contact the Board of Supervisors with reference to this matter.
Communication was received from the Planning Commission requesting that consideration
be given the appointment of members to the Planning Commission who would attend the
meetings. This matter was held over for consideration.
Communication was received from the Empire Advertising' Company requesting that permit
issued January 23, 19&? for the erection of two highway advertising bulletins be re-
newed. As there was some objection to signboards along the freeway the representatives
of the Empire Advertising Co., who were present at the meeting, were asked what they
intehded to advertise on these signs. TEey advised that it would be only their own'
business. The E~pire Advertising Company was asked to verify this in writing at which
time their request would be' considered.
Request for permission to install a gasoline tank and pump on East Grand Avenue was re-
ceived fr~m E. ~lestadt. As the Fire Chief had posted the proper notices and recommend~
the granting of permit, motion was duly .made, seconded and carri&d that permit be granted.
Communication was received from the Planning Commission recommending that request of
William W. Lyons to erect a steel and concrete building on South Linden AVenue be
~a~te~. Motion was duly made, seconded and carried that the recommendation of the

received from Ed Rosemont. Motion was duly made, seconded and carried that permit
be grahted.
B. J. RODONDI-
HOUSE MOVING:
Request was received from B. J. Rodondi to move house now located at &3.5 Grand AvenUe
to a new location on Lot & in Block 123 on Commercial ~v~nue. Motion was duly made,
seconded and carried' that permit be g~anted p.roviding the house mover furnished the
nece.ss.ary bond.
E. T. BORTIS-
SEPTIC TANK:
~omm~nication was received from Emil T. Bortis advising that he had requested Building
Inspector for a permit to erect a e~welling in Avalon Tract but was unable to obtain
same as there were no sewer facilities and he' had to use a septic tank. Motion was
duly made, seconded and carried that permit be granted subject to the provision that
sewer connections be made when a sewer was available in this area.
FRANCISCO MAP:
Completed ma~ of Francisco Subdivision was submitted for approval. This map was
turned back to ~r,' lil~s for submission to the Board of School Trustees.
WINDBREAKERS DANCE:
Request was received from the Windbreakers Athletic Club for permit to hold a dance on
May 29, 19&8 at American Legion Halle Motion was duly made, seconded and carried
that permission be granted.
HARTFORD INSURANCE CO.:
Communication was received from the Hartford Fire Insurm~ce Company stating conditions
were too hazardous in the Buri Buri Tract for them to accept the coverage. This matter
was laid over for ~urther consideration.
BOAT PIER - WAR DEPT:
Communication was received from S. N, Karrick, Colonel, Corps of Engineer, approving
the construction of a boat pier in San Francisco Bay subject to certain conditions.
This 6ommunication was ordered filed.
SPECIAL OFFICER
APPOINTMENT:
Communication was received from Chief of Police Belloni advising that he had appointed
George Saul McPherson as a Special Of~icer'to act on Hillside Blvd. at the Martin
School crossing without city compensation. As there was a question as to the liability
in this case same was laid over.
CLAIMS:
Claims in the amount of $13,756.11 w~re submitted to the Finance Committee for approval.
On motion duly made, seconded and regularly carried claims as submitted were ordered
paid.

WEED ABATEMENT:
The City Attorney pre4ented resolution which he had drawn up with reference to weed
abatement. As same was a long document, motion was duly made, seconded and carried
that the resolution be read by title only. Councilman Elder introduced the resolution
of intention to abate weeds. This resolution was adopted by the unanimous vote of all
m~mbers of the City Council.
PERSONNEL SYSTE~
AME~)MENTS:
An ordinance amending Ordinance No. 216, Personnel System, was read for the first
time.

AMEk~DING PERSONNEL
RULES:
Councilman Sani introduced a resolution amending Rule IVa ef the Personnel Rules and
Regulations, changing the age, height and ~eight of Police applicant~; also the
residence regulation of applicants for appointment to the competitive service. This
resolution was adopted by the unanimous vote of all members of the City Council.
RESOLUTION NO. 13&6
INSTALLING STOP SIGNS:
Councilman Cortesi introduced a resolution providing for the installation of stop signs
at various intersections and for the installation of a "Do Not Enter" sign at the
intersection of Hazelwood Drive and E1 Camino Real. Thi4 resolution was adopted by
the unanimous vote of all members of the City Council.

BURI BURI DIAGRAM:
Councilman Boido introduced a resolution approving'diagram of Buri Buri No. 1. This
resolution was adopted by the unanimous vote of all members of the City Council.
RESOLUTION NO. 13&8
CYPRESS AVE. ~LOSING:
Councilman Elder introduced a resolution ordering work o~ closing up a portion of
Cypress Avenue. This resolution was adopted by the unanimous vote of all members of
the City Council.
FIRE CHIEFS MEETING:
Councilman Elder stated that he and Fire Chief Welte had attended meeting of the Fire
Chiefs AssoCiation he~d a£ Seiglers Springs May 15th and 16th. At this meeting the
matter of Disaster relief was discussed ~uite thoroughly and he suggested that the
committee get busy on organization. ~
GARBAGE PICK UP:
Councilman Cortesi stated the Street Department was hard pressed for the pick-up of
tree trimmings and garden refuse two and three-days a week and suggested that the City
dump be opened on Saturday each week so that the residents of the City could dump
their trimmings~free.
WORKS ENGINE~2~:
Councilman Boido stated he .wished to explain to the people in attendence at the meeting,
that a m~eting was held May 10th at which time a part ~ime~Works Engineer was appointed
He stated he was in favor of a full time Engineer who would cost the city about $600
a month with an assistant at approximately$300 permonth. He was of the opinion the
City would save a great deal of money with a full time engineer. For that reason he
had voted against the appointment of the Works Engineer. 'Mayor Ferko stated he could
not see how the City would benefit~by a full time engineer. Councilman Elder, Cortesi
and Sani voiced their opinions on this subject. Various residents present at the
meeting also entered the discussion.
On motion of Councilman Sani seconded by Councilman Elder and regularly carried, the
meeting was adjourned to Thursday, May 2Otb at &:O0 p.m.
