Present: Councilmen Victor Boido, Cha~. K. Elder, Leo Ferko, Adolph Sani, Emilio
Cortesi.
The meeting was called to order by Mayor Ferko at 8:00 p.m.
The City Clerk having forwarded copy of the minutes of the meetings of May 17th and
2Oth to all members of the City Council, Mayor Ferko asked if any omissions or errors
were noted. There being none the minutes were approved as submitted.
Report was submitted by Charles E. Randlett, Works Engineer, with reference to the
application of Swift & Co. for location of tracks on a portion of East Grand Avenue.
This report recommended granting of the permit provided Swift & Co. would furnish a
letter agreeing to the paving of certain pavement if necessary. ~otion was duly made,
seconded and carried that the Engineer' s recommendation be accepted and Swift & Co.
be granted permission to make necessary changes in track location on East Grand Avenue
subject to receipt of letter from Swift & Co. regarding certain paving.
Communication was received from Avalon Lao~ Corp. submitting a tentative map of Avalon
Park and specifying the work they would do in connection with this tract. Motion was
duly made, seconded and carried that the tentative map of Avalon Park be approved.
Communication was received from the Planning Commission returning application of
Messrs. La Rochelle, Seaton and Whelan for permission to operate a used building
material business. The Commission suggested that the gentlemen present the application
in proper form. This matter was laid over.
Communication was received from the Planning Commission recommending the granting of
permit to Carlray Co. for the construction of a building on Linden Avenue near Bayshore
Boulevard provided the buildtng was painted. After some discussion this matter was
tabled for the present.
Communication was received from the Planning Commission regarding the rezoning of the
west end of Grand Avenue and Oak-Avenue. The Commission did not agree to the rezoning
of this area. Councilman Sani moved, seconded by Councilman Cortesi that the recommend-
ation of the Planning Commission be accepted and the request for rezoning be denied.
Roll was called on this motion with the following results: Ayes, Councilmen: L. Ferko,
A. Sani and E. Cortesi; Noes, Councilmen: V. Boido and C. Elder. The motion was
carried.
Report was received from Frank Davis on meeting of the Bay Area Transportation Committee
held May 13th, 19~8 in Oakland. Same was ordered filed.
Communication was received from the Division of Highways in answer to City Clerk's letter
of April 23r~ regarding mosquito nuisance on the Bayshore Freeway. This communication
was referred to the SuPerintendent of Streets.'
Communication was received from the Southern Pacific Co. in answer to City Clerk's
letter of May 26th, 19~8 regarding condition of Baden Branch right-of-way, west of
Orange Avenue. They stated this property reverted to the South San Francisco Land &
Improvement Co. City Clerk was instructed to communicate with the South San Francisco
Land & Improvement Co. requesting that this area be cleaned up.
Communication was received from the Housing Authority granting permission for the City
to depress curbing for entrance to South Maple Avenue from Victory Avenue, at the City's
expense. This matter was referred to the Works Engineer.
Communication signed by Mrs. Hazel Sadler and Fayetta A. Nordstrom was received. These
people claimed their houses were sprayed with oil and tar mixture during the improving
of West Orange Avenue. Motion was d~ymade, seconded and carried that this matter be
referred to ~r. L. C. Smith, Contractor.
Communication was receiv?d from the Burlingame Chamber of Commerce enclosing copy of
letter from Judge R. A. Rapsey of San Bruno protesting against the removal of trees
along E1 Camino Real in the Burlingame area. Judge Rapsey enlightened the Council on
what was desired. Mayor Ferko appointed the Works Engineer and City Attorney as a ~
committee to meet with other representatives from various cities of the county. Motion
was duly made, seconded and carried that the Mayor's appointments be confirmed.
Communication was received from H. J. Michello suggesting that the "Vote For Victor
Boido" signs painted on many sidewalks be removed. Councilman Boido stated he would
take care of this matter.
Communication was received from the Commander, Twelfth Naval District, advising that
the Navy was taking over the defense Housing Project, Cape Esperance and that the Navy
would pay $3,335.00 per annum in lieu of taxes. He requested that if this was satisfac-
tory, the City confirm their acceptance by letter to the P. H. A. Area Director of San
Francisco. Motion'was duly made, seconded and carried that the terms of the Navy with
reference'to Cape Esperance be accepted and that the P. H. A. Area Director be so
advised.
Communication was received from State Highway Engineer, G. T. M~Coy, in answer to Mayor
Ferko's letter of May 27th,' 19~8 pertaining to the grade crossing of the Southern Pacific
t~racks at South Sa~Francisco. This comm~n~ication advised there were no funds available
at the present time and as the grade c~ossing was not a part of the State Highway System
any improvement would be the obligation of the City and the railroad. City Clerk was
instructed to send a copy o£ the letter to the Manufacturer's Association, State Senator,
and Assemblyman.

Communication was received from the Buri Buri Homes, Inc. with reference to the
installation, by the City of San Francisco Water Division, of a water main through the
Buri Burl Subdivision. Notion was duly made, seconded and carried that a letter be
written the fan Francisco Water Division suggesting various changes as noted by Buri
Buri Homes, Inc.; also that copy of letter from the Burl Buri Homes accompany same.
Communication was received fro~ the San Msteo Co~mty Centennials gommittee asking that
a representative be appointed by the City to meet with the Co~mty Centennials Committee.
~~1~ The first meeting to be held June 16th in San Mateo. Mayor Ferko asked
Councilman E~der to act on this committee with him~
The Italian Catholic Federation requested oermission to hold a.dance June 26th, 19~8 a~
t~e American Legion Hall. Motion was duly made, seconded and carried that permission be
granted.
Communication was received from the State Department of P~lic Works enclosing approved
specifications covering street and highway signs. Same was referred to the Superintende~
of Streets.
Communication was received from Evelyn Collins tendering her resignation as an employee
of the City effective June 1st. Motion was duly made, seconded and carried that Evelyn
Collins' resignation be accepted and that the City Clerk send a letter of regret for
her leaving and thanking her for her past services.
Communication was received from the State Depsrtment of Public Health advising that
permit was granted to the City of South San Francisco and City of San Bruno for the
construction and operation of a sewage treatment plant. This matter was referred to
the Works Engineer.
Communication was received from {he California Mission Trails Association enclosing
copies of releases with reference to the Portola Celebration. Same was ordered filed.
Communication was received from the Peninsula Division, League of California Cities
advising of meeting to be held June 17th, 19&8 at Alviso. Mayor Ferko suggested that
as many as possibls of the depaFtment heeds attend this meeting.
Co~un~cation was received from Chief of Police Belloni advising that Officer Virgil
Maffei's salary was to be increased to $275.00'a month effective June 1st. Notion was
duly made, seconded and carried that increase of salary be confirmed.
Communication was r~ceived from Chief of Police Belloni advising that Bernard Esparza
and Vincent E. Bianchini commended their pFobatignary period as Police Officers May 20th,
19&8 at a salary of $250.00 per month. This co~unication was ordered filed.
Communication was received from ~iss Rue R. Clifford, Secretary of the South San Francis¢
Free Public L~rary, advising that the terms of Mrs. H. A. Cavassa and ~iss Rue Clifford,
as members of the Library Board, would expire June 30, 19A8 and asked that appointments
be made to fill these pbsitions. Same was laid over.
Telegram was received by Mayor Ferko from Cog~ressman Anderson advising ~hat the War
Assets Administration approved the mstter of Belair property with 70~ public permit
allowance. As no confirmation had been received from the War Assets Administration, the
City Clerk ~tated he would contact the San Francisco Office.
Request was received from Mr. Louis Aiello to convert building at 1052-105& Grand Avenue
into four apartments. This matter was referred to the B,zilding Inspector.
Communication was received from the San Francisco Drive-In Theatre Corp. requesting
permission to erect two neon signs at the following locations:
1. On the roof of Bab~r's Body Shop
2. On,the roof of the Union Oil Station
Motion was'duly made, seconde~ and carried that p~rmission be granted.
Communication was received from Superintendent of Streets Schw~ining advising that Ray
Spinelli had terminated his services with the Park Department May 18th, 19A8 and that
David Ghorsi ~ad terminated services with the~Street Department May 31st, 19A8. This
communicatiSn was ordered filed.
Communication was received from Superintendent of Streets Schweining recommending the
following salary increases in the Park Department effective June lst: Remo Raffaelli
from $268.00 to $275.00 per month; C.'$e~eriAil from $2A6.00 to $260.00 per month. Motio~
was duly made, seconded and carried that the recommendation of the Superintendent of
Streets be acce~ted.
Communication was received from Superintendent of Streets Schw~ining advising that a
battery had been stolen from Fordson tractor perked in the Orange Avenue Corporation
~ard. This communication was ordered filed.
Commun~ca6ion was received from Superintendent of Streets Schweining recommending that
Nario~Tambini be transferred from Street Laborer at $215.00 to Street Utility Man at
$239.00 per month effective June 1st. Notion was duly made, seconded and carried that
the recommendation of'the Superintendent. of ~treets be accepted.

the temporary appointment of John Pieri and Frank L. Russo at $1.15 per hour. Notion

CONTRIBUTION:
Communication was received from the South San Francisco Unified School District with
reference to new school buildings and requesting that a meeting be held between the
City Council and the School Board at an early date. City Clerk was instructed to
contact the School Board and advise them that the City Council would meet with them
at their next meeting. The Planning Commission mnd Recreation Commission to be
contacted to attend this meeting.
Communication was received from the California Mission Trails Association requesting
contribution toward their publicity funds. City Clerk was instructed to advise them
that the City was unable to make a contribution at th~ time.
L. CORRIER DEL
POPOLO:
City Clerk advised he was requested by telephone by the L. Corrier del Popolo if the
City wished to place an ad in their paper to the amount of $25.00. He was instructed
to advise these people that the City could not make a contribution at this time.
BARTLEY BUSINESS
LICENSE:
Paul F. Bartley submitted application to sell household appliances from house to house.
Being a disabled war veteran, he submitted certificate setting forth his disability. As
there was a question whether he would be considered a solicitor or peddler, the applica-
tion was held over pending his appearance before the Council.
pARKING SPACE
LEASE:
As the lease between the Bayshore Amusement Co. and the City covering perking space on
Baden Avenue would expire June 15th, a new lease was presented by the Bayshore Amuse-
ment Co. Motion was duly made, seconded and carried that the Mayor and City Clerk be
authorized to-sign this lease.
MONTHLY REPORTS:
Reports for the month of May were submitted by the Chief of Police, City Judge, Fire
Chief, Building Inspector, Department of Public Health and Welfare and Humane Officer.
On motio~ duly made, seconded and carried same were approved as submitted.
CLAIMS:
Claims in the amount of $22,833.18 were presented to the Finance Committee for approval.
On motion duly made, seconded and carried claims as submitted were ordered ~aid.

Communication was received from the Duncan Meter Corp. offering a 5% discount on the
balance due on the parking meter contract, providing payment in full was made before the
end of June. As the City Clerk presented figures showing where the City would profit in
the amount of approximately $7/.0.00 by payment at this time, motion was duly made, second-
ed and carried that the balance due the Duncan ~eter Corp., amounting to $1~,058.91, be
paid at this time.

ORDINANCE · REPEAL:

An ordinance creating a City PlAnning Commission for the City of South San Francisco
was presented and read for the first time.

HARBOR COMMITTEE:
Councilman Cortesistated there would be a meeting in the Supervisor's Chambers ~
Thursday, June 10th, at which timethe ambulance service in the County would be brought
up. He suggested that some one representing'the City attend this meeting. Mayor Ferko
appointed Councilman Cortesi to attend the meeting together with Chief of Police Belloni.
Mayor Ferko suggested that the various cities of the north end of the County meet and
discuss various problems. Other members of the Council were in agreement. The ~yor
stated he would arrange for a meeting st ~n early date.
Mayor Ferko suggested ~he!foll~tnEnames for appointment as a Harbor C~m.~ittee: Leo
Eserini~Bert Butler, Fred Martinelli, Geo. Pozzi and Ernie~ Rozzi. Motion was duly
made, se~Qnded and carried that the appointments as suggested by the MaYor be confirmed.
The Mayor stated he would like to hold a public hearing on the Budgets for the coming
'year on Tuesday, June 15th.

appointed Councilman Cortesi to attend the meeting together with Chief of Police Belloni.
NORTH END CITY

HARBOR COMMITTEE:
Mayor Ferko suggested that the various cities of the north end of the County meet and
discuss various problems. Other members of the Council were in agreement. The !~yor
stated he would arrange for a meeting at ~n early date.
Mayor Ferko suggested ~he~foll~.vtnEnames for appointment as a Harbor C~mGittee: Leo
Eserini~Bert Butler, Fred Martinelli, Geo. Pozzi and Ernie' Rozzi. Notion was duly
made, se~Qnded and carried that the appointments as suggested by the NaYor be confirmed.
The Mayor stated he would like to hold a ~oublic hearing on the Budgets for the coming
'year on Tuesday, June 15th.

meeting was adjourned to June 15, 19~8 at 7:30 p.m.
