K. Elder, Leo Ferko, Adolph Sani, Emilio Cortesi. The meeting was called to order by Mayor Ferko at 8:00 p.m. The City Clerk having forwarded copy of the minutes of the previous meeting to all members of the City Council, Mayor Ferko asked if any omissions or errors were noted. There being none the minutes were approved as submitted. Mario Volonte Arata Motor Sales Lautze & Puntenney Motors Motion was duly made, seconded and regularly carried that bids for the automobile for the Fire Chief be opened. The following bids were submitted: ALLOW. NEW CAR AMOUNT FOR DESOTO NET COST DeSoto $2268.59 $~50.00 $1818.59 Pontiac 1860.13 ~50.00 1AlO.~3 Ford 1901.5& 700.00 1201.5~ Councilman Elder moved, seconded by Councilman Sani that awarding of bid be laid over until next regular meeting. This motion was regularly carried. Co~munication was received from the South San Francisco Land & Improvement Company in answer to the City's letter of June 9th regarding rubbish along the Baden Branch of the Southern Pacific Co.. The Land Co. was not sure this was their problem and were t~ng the matter up again with the Southern Pacific Co. and would advise the outcome. This matter was laid over until further report from South San Francisco Land & Improvement Co. Communication .w~s received from the City and County of San Francisco Water Department regarding pipe line installation in the Burl Burl Subdivision. This letter stated they were endeavoring to obtain other rdg&ts-of-way adjacent to the street car line without too much additional cost. If this was possible they would proceed along the new right- of-way, otherwise they would have to go along the present route. As the City Clerk had advised Buri Buri Homes Inc. of the San Francisco Water Company's reply, this communica- tion was filed. ~yor Ferko submitted the names of Miss Rue Clifford and Mrs. H. A. Cavassa for appointment to the Library Board. Motion was duly made, seconded and carried that the Mayor's appointments be confirmed. The application of Paul F. Bartley, disabled war veteran, to sell household appliances, was taken up. After some discussion the m~tter was laid over until City Attorney Coleberd could give a legal opinion on the case. Communication was received from the Planning Commission, enclosing Resolution, recommend- ing that the application of Messrs. ~elen, Seaton & LaRochelle for a new and used building material lot be denied. Motion was duly made, seconded and carried that the recommendation of the Planning Commission be accepted. Communication was received from the Planning Commission recommending that the application of the Santo Cristo Society for rezoning a parcel of land between Chestnut and Oak Aves. be granted. Motion was duly made, seconded and carried that the recommendation of the Planning Commission be accepted. City Attorney was instructed to draw up the necessary amendment to the Zoning Ordinance. Communication was received from the Planning Co~mission recommending the granting of use permit to Mary Gianni for an extension to existing store building at the corner of Baden and Magnolia Avenues. Motion was duly made, seconded and carried that the recommendation of the Planning Commission be accepted. Commm~ication was received from the State of California Department of Public Health advising that permit had been granted to the City to construct and operate a sewage treatment plant within the City limits. This communication was filed for further reference, Communication was received from the ~rks Engineer advising that the cost of paving Chestnut Avenue from Commercial Avenue to E1 Camino Real would be $11,800. He requested authorization to prepare the necessary plans and specifications. Motion was duly made, seconded and carried that the Works Engineer be authorized to go ahead with plans and specifications for the improvement of Chestnut Avenue. Communication was received from the War Assets Administration advising that the sale of Tract ii at the Belair Shipyard to the City of South San Francisco had been approved for the s,',m~of $25,267.50. Various terms and conditions were set forth in this letter. They asked that the duplicate copy of this letter be signed accepting the offer. After some discussion it was decided to contact the City of San Bruno before accepting the War Assets Administration's offer. Communication vms received from the Recreation Commission suggesting that when the children's playground, now located at the Civic Center, is moved to make way for the new Police Department Building, that a small children'~s playground be located directly back of the Public Library, and that the large ~wings be moved to the EIm Court site. Motion was duly made, seconded and carried that the recommendation of the Recreation Commission be accepted. Communication was received from the Southwood ;¥omen's Club asking that the City revoke license of a plumbing co~t.~a,c~tor at 105 Knoll Circle, and calling attention to the fact that a produce truck is/~l~d in the street at 150 Knoll C~rcle. These matters were referred to the Police Department for investigation. SCAVENGER CO.: Communication was received from the South San Francisco Scavenger Co. asking that a meeting be arranged at which time the matter of dumping grass cuttings at the city dump be discussed. The Mayor appointed Councilman Cortesi as a committee to contact the Scavenger Co. and arrange for a meeting with the Council members. STREET DEPT. LABOR: Superin6endent of Streets Schweining advised that John Pieri had terminated his services with the Street Department as of June 9th. MOSQUITO ABAFT: ORANGE AVE. PARK: Communication wa~ received from the Superintendent of Streets advising there were large cracks in the area around Round California Chain Co. which were full of stagnant water. He recommended that the City Join the Mosquito Abatement District. This matter was laid over until Health Inspector Schlammcould be contacted with reference to petition ~ circulated on the mosquito question. Communication was received from the Superintendent of Streets advising that an attempt had been made to enter ~,the tool shed at Orange Avenue Park. This communication was ordered filed. WEED ABATEMENT REFUND: Communication was received from .Superintendent of Streets recommending that .refund of $2.37 be made to Mr. & Mrs. M. & Y. Fiscalini covering weed cutting. He also recommended that no refunds be made to Mrs. Bell~ P. Storek and Mr. Carl Jess as the weeds were cut by the ~ity. Motion was duly ma~de, seconded and carried %hat the recommendation of the Superintendent of Streets be accepted. COUNTY STREET COmmITTEE: Communication was received from Paul A. McCarthy, City Attorney of Belmont, advising that a committee of representatives of various cities had met with the Board of Super- visors to urge a levy of a road tax of 56 to reimburse the cities for improvement of 4aJor streets. He asked that the City Council indicate their attitude as to such a tax. This matter was laid over for further consideration. MRS. IVERSON - SOUT~VOOD: Communication was received from Mrs. Iverson, of 812 West Orange Avenue, complaining of the trees hanging over her back yard. The Superintendent of Stree~had checked into this matter and found that the trees were on the Californi~ Golf Club property. City Clerk was asked to communicate with the CAlifornia Golf Club enclosing a copy of Mrs. Iverson's letter. WEST ORANGE AVE. - PROPERTY DAMAGE: Communication was received, signed by residents of Mayfair Village, enclosing copy of letter which had been written ~to Mr. L. C. Smith asking that damages to their houses be repaired. This matter was referred to the City Attorney. STATE D;SASTER COUNCIL: 6ommunication was received from the California State Disaster Council enclosing material with reference to disaster council. Mayor Ferko appointed Fire Chief Welte as working chairman of the co~nttte~ consisting of the Mayor, Fire Chief and CounciLman $1der. MOTOR VEHICLE LAW: Communicstion was received from the Separtment of Motor Vehicles asking assistance in advising the public regarding the new law effective July 1st. Representatives of the Enterprise and Burlingame Advance, who were present, were asked to give this item ~blicity. E~PIRE ADVERTISING CO.: The Empire Advertising Co. requested renewal of permit to install two bulletin boards on their property advertising their business. Motion was duly made, seconded and carried that permit be granted. UNION GAZETTE: Communication was received from the S$.n MatZo County Union Gazette asking the City to subscribe to ad in their annual Labor Day edition in the amount of $35.00. Motion was duly made, seconded and carried that the City subscribe to an ad in the amount of $35.00~ SE~ER - UCCELLI PROPERTY: AIRPORT BRIDGE: BUSINESS ~¥OM~'S CLUB: Communication was received from John J. Fahey, Jr., attorney for Guiseppe Uccelli, asking that sewer line be installed from Old County Road to Holly Avenue. As this street is met a dedicated street the matter was referred to the Works Engineer for investigation. Communicati6n was received from the City,and County of San Francisco Public Utilities Commission requesting permission to construct a canal, highway bridge and pipe line trestl. within the right-of-way of the old Bayshore Highway. This matter was referred to the Works Engineer. Communication was received from the Business & Professional Women's Club requesting permission to use the court room of the City Hall on the second Wednesday of each month. Motion was duly made, seconded and carried that the Business & Professional Women's Club be granted permission to use the court room one night a month.~ S. F~ BRIDGE CO.: Communication was received from the San Francisco Bridge Co. asking permission to make temporary use of the existing power ~line across Tract II of the Belair Shipyard line. This matter was referred to the Works Engineer. HOUSE MOVING - HANSONBROS.: Communication was received from Hanson Bros. requesting permission to move a house from No. 209 E1 Camino Real to a lot on the corner of First and A Streets. As the Building Inspector advised this was not permissible under the present zoning ordinance, motion was duly made, seconded and carried that permit be denied. BALDASSERON~ BLDG.: Communication was received from Mario Bal~asseroni requesting permission to construct two stores and four offices on Lot 37 Bl~ck ll7. Motion was duly made, seconded and carried that permit be granted providing buildings conform to building regulations. ,SOU~h~,¥OOD CO~J~ERCIAL TRACT: SAVINGS BONDS: Communication was received from ~lliams & Burrowa Inc. requesting permission to construct two store buildings in the Southwood Commercial Tract. Motion was duly made, seconded and carried that permit be granted, providing all building regulations are complied with. Communication was received from the Treasury Department asking that the Mayor releaSe a bulletin with reference to the buying of United States Savings Bonds. Motion was duly made, seconded and carried that permit be granted. KEN O' HARA: Application for business license for the sale of Electrolux Cleaners was submitted by Ken O'Hara. As there w~s some question whether this was soliciting or otherwise the matter was laid over until the next regular meetingr AVALON TRACT EASEMENT RESOLUTION NO. 135&: Councilmen ~ani and Cortesi left the meeting at 9:15 p.m. Councilman Elder introduced a resolution accepting the easement of Thorinson and Sundberg granting the city a right-of-way for the construction and maintenance of a public highway upon certain described land in the Avalon Tract. This resolution was adopted by the unanimous vote of all members of the City Council present. WEST ORANGE AVE. PROTEST: Mayor Ferko asked if there were any written or verbal protests against the assessment for improvement work of West .Orange Avenue. There were none. RESOLUTION NO. 1355 W. ORANGE AVE. ASSESS- MENT: Councilman Boido introduced a resolution confirming assessment for improvement' work provided under Resolution of Intention No. 12&6, West Orange Avenue. This resolution was adopted by the unanimous vote of all members o~ the City Council present. ORDINANCE NO. 27& REPEALING N0.198: Ordinance repealing Ordinance No. 198 referring to a City Planning CommAssion came up for second reading. As this ordinence ~a~ been read in its entirety June 7th, same was read by ti. tlc only, and adopted by the following vote: Ayes, Councilmen: V. Boido, Chas. K. Elder, Leo Ferko; Noes, Councilmen: None;' Absent, Councilmen: A. Sani and E. Cortesi. ORDINANCE NO. 275 CREATING A PLANNING COMMISSION: An Ordinance creating a City Planning Commission came up for second reading. As this ordinance had been read in its entirety on June 7th, same was read by title only and passed and adopted by the following vote: Ayes, Councilmen: V. Boido, C. Elder, L. Ferko; Noes, Councilmen: None; Absent, Councilmen: A. Sani and E~- Cortesi. PLA~ING CO~XSSION APPOINTMENTS: Mayor Ferko submitted the following names for appointment to the Planning Commission to be effective when the new Ordinance is effective: Replacing Herbert Schaur H. E. Venturi Victor Robinson S. K. Robbins · A..J. Welte J. E. Estes CLAIMS: He also submitted the names of Chas. Randlett and Gildo Rezzi to act on the Planning Commission in an advisory capacity. Motion'was duly made, seconded and carried that the appointments, as submitted by Mayor Ferko, be confirmed. Claims in the amount of $12,057.98 were presented to the Finaoce Committee for approval. On motion duly made, seconded and regularly carried, claims as submitted were ordered paid. MUSICAL DEVICE ORDINANCE: An ordinance was presented covering the licensing of mechanical and electrical amuse- ment devices. Same was read for the first time. RESOLUTION NO. 1356 REASSESSME~NT - RAILROAD AVENUE: Councilman Elder introduced a resolution directing making of reass~ssment under Resolution of Intention No. 1220. This resolution was adopted by the unanimous vote of all members of the City Council present. RESOLUTION NO. 1357 HEARING- REASSESS- MENT RAILROAD AVE.: Counci]m~n Boido introduced a resolution fixing the time and place of hearing on re- assessment and providing notice Resolution of Intention No; 1220. This resolution was adopted by the ~n~ous vote of all members of the City Council present. DOLLAR AVENUE: -City Attorney advised that before the improvement of Dollar, Tanforan and Huntington Aves. could be proceeded with, the property owners should be contacted to approve this work. This matter was referred to the Works Engineer. SO. LINDEN AVE. I}~PROVENENT: Motion was duly made, seconded and carried that the Works Engineer be authorized to petition the property owners for the improvement of South Linden Avenue. CURFE~ LAW: Mrs. Hernan asked if there was not a curfew law in the City which would compel minors to be off the streets at a certain hour. This matter was~laid over for further consider- ation.
