Council Chambers, City Hall 8:00 p.m. Present: Councilmen Victor Boido, Chas. K~ Elder, Leo Ferko, Adolph Sani, Emilio Cortesi. The meeting was called to order by~ayor Ferko at 8:15 p.m. The city Clerk having forward&d copy of the minutes of the previous meeting to. all members of'the City Council, ~iayor Ferko asked if any omission or errors were noted. There being none the minutes were approved as submitted. '~orks Engdneer Randlett submitted'letter regarding the San Francisco Bridge Company's request for temporary use of existing power line across Tract II of Belair Shipyard, stating there appears to be no disadvantage to granting such permit. On motion duly made, seconded and regularly cabried temporary permit was granted. Works Engineer Randlett submitted an estimate of the cost of building sewer along Old County Line f~om its present terminus. The City Assessor was instructed to see if the houses affected were within the limits of South San Francisco. Works Engineer Randlett submitted a letter regarding request of the City and County of San Francisco for permission'to construct a bridge, stating this bridge is necessary for development of th& Airport. On motion duly made, seconded and regularly carried permission was granted. A motion was made by'Councilman Sand, seconded by Councilman Elder and regularly carried, accepting the War Assets Administration's agreement with reference to the purchase of Tract II at Belair Shipyards. Chief of Police Belloni reported that the party owning the Plumbing Shop at 105 Knotl CirCle had moved out of town. The Clerk was instructed to inform the Southwood ~Vomen's Cl~ of this fact. The matter of mosquito abatement'in the vicinity of Round Caldfornia Chain Co. was again laid over pending Health Officer Schlamm's return, from vacation. The matter of'damage to property on ~¥est Orange Ave. was taken up. M~yor Ferko stated the matter was in the hands of L. C. S~th's attorney. The letter of Paul A. McCarthy with refereAce to a tax levy for road improvement was further discussed. The Clerk was instructed to inform Mr. McCarthy the City Council was not in favor of such a levy as presented. The matter of the 61ean-up of the Baden Branch was laid over again until such time as the correct ownership of the property was established. City Attorney Coleberd ruled that the business license applied for by Ken O'Hara is · soliciting and he should pay the solicitor's fee. City Attorney Coleberd ruled that Paul Barttey is not entitled to a Veteran's Free License to sell ~ousehold applicances. Councilmm] Elder introduced a resolution awarding contract for m~tomobile for Fire Department to Marlo Volonte. This resolution was adopted by the unanimous vote of all members of the City Council. A communication was received from the South San Francisco Scavenger Co. setting forth costs for coll~cting shrubbery and grass trimmings. Henry ~chweining, Superintendent of Streets submitted a letter showing the cost to the city for the period January let to June 30th, of $5978.3~ in la$o~ and 2~ days per week for garden refuse pick-up. The City Park Improvement Club submitted a letter protesting the discontinuance of free pick-up. After considerable discussion the matter of free pick-up was laid over for further study and publicity. A communication was received from the American Homes Development Co. asking for the annexation of a piece of land, attaching thereto a map of same. This matter was referred to the Planning Commission. ~ A communication was received from the Division of Highways advising that traffic at the intersections of Burl Buri and Brentwood does not warrant traffic signsls at this time. The Clerk mas dnstructed to send a copy of the letter to both clubs. A communication was received from the manufacturers Association asking the City's co-operation in forming a joint committee to work towards the elimination of the grade crossing at East Grand Avenue and the S. P. tracks. Mayor Ferko aopodnted~ CounCilmen Sani, Elder and Boido to act. Buri Buri Homes submitted a price of $2,000 for Lots 1 and 2 Block 1 Buri Buri for the location of the Fire Station. On motion duly made, seconded and regularly carried the matter was laid over for consent of the full Board of Directors. The Clerk was requested to inform Buri Burl of this action, also that the City Council was of the opinion that this amount was too high. A co~aunication was received from the South San Francisco Land & Improvement Co. en- closing a deed conveying property to the City for a street. On motion duly made, seconded and regularly carried the deed was accepted. Fire Chief ~lte submitted a letter advising that 0'. Force~ effective June 26, 19dS. Ordered filed. On motion duly made, seconded and regularly carried permission was granted. o2¸2 SEA SCOUT FLOAT: ELLIs BALLARD - BUSINESS LICENSE: A communication was received from Manning Silva, Skipper of Sea Scout Ship 76, asking permission to build a Sea Scout float north of present city harbor. The request ~s referred tb the Recreation Commission. A comm,~nication was received from Ellis Ballard asking permission to run sales of privately owned cars. The request was laid over. PARK DEPT. LABOR: ~perintendent of Streets $chweining submitted the name of Pete Bianchi for temporary emplby~ent in the Park Department. On motion duly made, seconded and regularly carried, recommendation was accepted and appointment made. !{ONTHLY REPOkff~S: 'Reports for the month of June were submitted by the Health Department, Buildin~ Insoector, Fire Chief and Humane Officer. On motion duly made, seconded and regularly carried same were approved as m~mitted. CLAIMS: ORDINANCE - }f3SIC DEVICE: Claims in the amount of $20,125.88 were presented tb the Finance Committee for aoproval. On motion duly made, seconded and regularly carried claims as submitted Were ordered paid. An Ordinance of the City of South San Francisco .licensing mechanical and electrical amusement devices which had its first reading June 21, 19A8, was laid on the table by motion duly made, seconded and regularly carried. SANTO CRISTO SOCIETY City Attorney Coleberd advised the City Council the amendment to the Zoning Ordinance APPLICATION REZONING: would be ready for next meeting. ORDINANCE - .~USI~AL DEVICE: An ordinsnce was presented covering the licensing of Mechanical and Electrical Amusement devices. Same was read for the first time. RESOI,UTION NO. 1359: Councilman Sani introduced a resolution renj~esting twenty-four hour ambulance service and an. emergency hospital iff the northern port, on of San Mateo County. This resolution was adopted by the unanimous vote of all members of the City Council. CAI,IFORNIA GOLF CLUB - A communication was received from the California Golf Club advisinF the City that the TREE REd, OVAL: Club and Utilities were working on a ~lan for the possible removal of the trees in the Southwood area. Ordered filed. S~ZN FRANCISCO PIPE LINE: Counc~l~a. n Sani brought up the subject of the San Frsncisco Water Co; pipe line with the possibility of obtaining an easement for a street. On motion duly made, seconded and regularly carried the Works Engineer was instructed to get in' touch with the San Francisco~Nater Col as to the advisability of lowering the pipe and getting an easement for a secondary road. ~INDBREAXER!,S REQUEST FOR LIGHTS: Josep~ Ptess, Recreation Superintendent said the Recreation Commission recommended that the proposition of'the Windbreaker's ~or lights on the field at Orange Avenue Park be accepted. On motion duly made, seconded and regularly carried pem~ission was granted to install lights not to exceed the sum of SAO0 and that same be metered. SE%~RS: C%RFEW: Mr. Andrew Rocca addressed the City Council stating that with the passage of the sewer bonds and the completion of the sewer system the city's sewer system would be adequate. Mrs. E. Hernan asked the City Council if the curfew law was still in effect. City Attorney Coleberd was asked to check into same. SOUT~VOOD PLAYGROISD ~ Mrs. Ethel Hernan asked that a fence be built around the Southwood Playground and that same be locked at night. A motdon was duly made, seconded and regularly carried that the Superintendent of Streets check'into the cost of fencing the playground.
