REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF
SOUTH SAN FRANCISCO ~n MONDAY, NO~EMBER 15, 19&8.

Present: Councilmen Victor Boido, Chas. K~ Elder, Leo Ferko, Adolph Sani, Emilio
Cortesi.
The meeting was called to order by Mayor Ferko at 8:00 p.m.
The City Clerk having forwarded copy of the minutes of the previous meeting to all
members of the City Council~ Uayor Ferko asked if any errors or omissions were noted.
There being none the minutes were approved as submitted.
Building Inspector Rozzi and Fire Chief Welts reported they had inspected premises at
209-2th Lane and found same suitable for Auto Repair Shop. Therefore, motion was duly
made, seconded and carried that application of~ Vito M. Belli for Auto Repair Shop at
2og-~th Lane be granted.
With reference to letter from the Personnel Board regarding eligible list for utility
men, City Attorney Coleberd advised that it was his opinion the Council would be
acting correctly provided all men on the eligible list were hired. Councilman Cortesi
moved, seconded by Councilman Elder that two men be hired from the eligible list for
utility men. This motion was regularly carried.
Councilman Cortesi reported that he had investigated the road block on road north of
Mayfair Villege and that he could see nothing wrong with same. He had, in conjunction
with Chief of Police Belloni, talked with Mr. Stevenson of the San Francisco Drive-In
Theatres and it was decided to allow the road block to remain.
Communication was received from Works Engineer Randlett advising that the construction
of curb, gutter and sidewalk and a catch basin to take care of the drainage on Hillside
Boulevard would cost approximately $250.00. He suggested that the construction of
sidewalks be brought to the attention of the School Department. This matter was
referred to the Works Engineer and Councilman Cortesi for consultation with the School
District.
Works Engineer Randlett reported he had contacted the San Francisco Water Department
and they were willing to allow some fill over their easement on the Martin School site.
The Works Engineer was authorized to settle this matter with Mr. Cherry and Mr. Reid
of the School District and ~an Francisco Water Department.
Communication was received from the Planning Commission advising that public hearings
would be held December 8th, 19h8 and January 12th, 19&9 on the matter of rezoning lots
1 to 13 in block 124. This commuhication was ordered filed.
Communication was received from the P~anning Commission recommending that the proposed
revision of Avalon Park map be approved. This communication was ordered filed.
Communication was received from the Planning Commission recommending that the salary
of the Secretary be increased from $25.00 to $&O.OO per month. Motion was duly made,
seconded and carried that the recommendation of the Planning Commission be accepted.

The Planning flommisston recommended the granting of use permit for a La,mderette on
portions of lots 7 and 8 in block 1 Buri Buri, providing no outside drying yards were
used. Motion was duly made, seconded and carried that the recommendation of the
Planning Commission be accepted subject to the correction of street address of the
applicant.
The Planning Commission recommended the granting of variance permit to J. Bonalanza
and F. Donofrio for ~arcel 23 zone C and lots 21 and 23 in block G. Motion was duly
made, seconded and carried that the recommendation of the Planning Commission be accepted.
Planning Commission recommended granting of use permit to Paul H. Bears for the construction
of a one story building for an Automobile Sales Agency in South City Village subject to
the setLback being maintained on Village Way and that the building face Linden Avenue.
Motion was duly made, seconded and carried that the recommendation of the Planning
Commission be accepted.
Paul Susa submitted application to engage inthe business of Sale of Christmas Trees at
329 Grand Avenue. Motion was duly made, seconded and carried that permit be granted.
Petition was received signed by 13 businessmen on Linden Avenue requesting that Linden
Avenue be decorated for the Christmas Holiday Season.:. This matter was referred to
Councilman Cortesi to checkinto the cost of same.
Communication was~eceived from Attorney Coleberd advising of the need for houses in
South San Francisco,~and setting forth the workings of the local Housing Authority.

.Communication was received from the San Francisco Bridge Co~ with reference to pipe line
leading to the Belair shipyard property. The Works Eagineer advim~l he had checked on

Communication was received from the Labor Review requesting a $25.00 ad in their
Christmas Edition. Motion was duly made, seconded and carried that this request be
denied.
Communication was received from the Southern Pacific Cq..requesting that they be
advised before any ~alte~rations are made to shelter shed on their property in the Town
ef B~den. This communication was ordered fil.ed.
Communication was rece~ived from the Pacific Gas & Electric Co. stating they were. making
necessary repairs to lighting system on the Bayehore Highway in the amount of $133.50.
These re, airs were made necessary due to a ground in the electrolier caused by the
Divisions of Highway's work. As the Council was not clear in why the City should pay
this bill the matter was referred to the Superintendent of Streets.
Request for a permit for alterations to the front of his buildingwas submitted by
~onyLazzari, 307 Grand Avenue. This matter was referred to theBuilding Inspector.
Communication was received from the Paradise Valley Improvement Club protestingthe
erection of proposed warehouse on Linden Avenue; algo the rezoning of Hillside °oulevard
from residential to Sther classifications. This communication was ordered filed.
Communication was received from Fire Chief Welte submitting quotations for fire equipment
required to equip the new fire engine. It was regularly moved, seconded and carried that
same be referred to Councilman Cortesi.
Comm=~ication was received from the Superintendent of Streets advising that the amount
of $2939.71 had been spent from the Park.Fund and same had not been budgeted. He
requested that this amount be replaced in ~t~e Park Fund. Motion was duly made,' seconded
and carried that the amount of $29~9.?1 be transferred from the General Fund to the
~ark Fund.
Communication was received from the Burlingame Neon. Sign Co. agreeing to service and
.maintain two City neon signs for the sum of $150. This matter was referred to Council-
man Cortesi.for investigation.
Communication was received from Health Inspector M. Schlamm with reference to
conditions at 61~ Randolph Avenue. Councilman Cortesi stated he had also inspected this
location~ Motion was duly made, seconded a~d carried that the City Clerk write the
H6using Authority asking that the family now living st 61~ Randolph Avenue be located in
Lindenville.
Reports for the. month of October were submitted by the City Judge and Chief of Police.
On motion duly made, seconded and carried same were approved as submitted.
Claims in the amount of $39,151.66 were presented to the Finance Committee for approval.
On motion duly made, seconded and carried claims as submitted were ordered paid.
'Mayor Ferko asked if there were any objections.to the vacating of a portion of Spruce
Avenue in High School Park Terrace. There being none, Councilman Sani intzoduced a
resolution ordering the vacation of a portion of Sprgce Avenue in High School Park
Terrace. This resolution was adopted by the unanimous vote of all members of the City
Council.
With reference to the matter of controll~ing objectionable comics, City Attorney Coleberd
presented ordinance which he had prepare4 to govern same. This ordinance was read in
its entirety.
To control unlawful deposit of rubbish, etc. within the City an ordinance was draw~ up
by the $ity Attorney. Motion was duly made, seconded and carried that this ordinance
be read by title only and be considered as the first ~eadin~.. City Clerk then read
title of this ordinance - An Ordinance amending Ordinance~o. 10 of the City of South
San Francisco entitled: "An Ordinance making it unlawful to throw, sweep or deposit
rubbish, garbage, tin cans, refuse of filth into or upon roads, alleys, streets or
private premises within the City of South San Francisco", adopted December 1~, 1908.
Councilman Sani introduced a resolution providing for the covering of Volunteer Disaster
S&rvice Workers with Compensation Insurance. This resolution was adopted by the
unanimous vote of all members of the City Council.
'The Recreation Commission requested that Christmas de~orations be placed on the Memorial
Park Building. This matter was laid over for kurther study.
It was regularly moved, seconded and carried that the City Clerk write the Windbreakers
Athletic Club expressing the.City's appreciation for the advertising they had given the
C%tya~ for the Club's successful seasoh
Mayor Ferko requested M~. Schaur, Chairman of the Planning Commission, to take up the
matter of warehousing in South San Francisco.
'Works Engineer Randlett suggested that a surve~ be'made of the proposed fire station
site in the Buri Buri Subdivision. Motion was duly made, seconded and carried that this
survey be made.
On motion of Councilm-e Sani,.seconded by Councilman Elder and regularly carried the
meeting was adjourned to Monday, December 6, 19&8 at 8:$0 p.m.
