REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF
SOUTH SAN FRANCISCO HELD MONDAY, DECEMBER 20, 19A8.
Council Chambers, City Hall.
8 o'clock p.m.
Present: Councilmen Victor Boido, Chas. K. Elder, Leo Ferko, Adolph Sani, Emilio
Cortesi.
The meeting was called to ~order by Mayor ~erko at 8:00 p.m. '
The City Clerk having forwarded copy of the minutes of the previous meeting to all
members of the City Council, Mayor Ferko asked if any errors or omissionswere noted.
There being none the minutes were approved as submitted.
CouncilmaM Cortesi stated he had no report to make on the question of maintenance of
city sign by the San Francisco Drive-In Theatres Corp.
Councilman Cortesi reported the matter of planting trees in the Buri Buri Subdivision
had been taken care of to the satisfaction of all concerned.
The matter of the Civil Service status of Special Officer Anderson was brought up.
The City Attorney was instructed to prepare an amendment to the Civil Service Ordinance
to gover~emergency appointments.
~otion was duly made, seconded snd carried that the Mayor be authorized to sign contract
covering employees retirement survey.
Superintendent of Streets Schweining reported he had contacted Mr. Simpson of Buri Buri
Homes, Inc. with reference to installation of fire alarm boxes and street signs. At
their first meetingMr. Simpson agreed to pay half the cost of the installation of
fire alarm boxes and would install the street signs. At the neXt meeting Mr. Simpson
state~ it woul~ be necessary for him to take up, with the Board of Directors, the matter
of payment for the fire alarm boxes. The matter was laid over until further word from
Mr. Simpson.
With reference to park site in Buri Buri the Works Engineer reported that' no park area
was shown on any of the recorded maps and While it was his opinion a park site had been
promised by Buri Burl HoMes, he could find nothing in writing to show same. Mayor Ferko
appointed Messrs. Cortesi, Pless, Randlett and Coleberd as a committee to check with
Mr. Simpson with reference to park site.
Councilman Sani reported he and Gouncilman Cortesi had contacted the Sorich Bucket Co.
with reference to removal of rubbish from the DuPont plant to which the South San
Francisco Scavenger Co. had objected. He stated this matter would no doubt be
straightened out b~tween the Scavenger Company and the Sorich Bucket Company. The
communication from the South San Francisco Scavenger Company was ordered filed.
A communication was received from the Property Owners Association of South Linden Avenue
requesting that a profile be provided them showing the present grade, proposed grade and
legal or established grade of South Linden Avenue. Motion was duly made, seconded and
carried that the Works En~neer be given authority to comply with request of the Property
Owners Association of South Linden Avenue.
Communication was received frm, P. R. Blythe calling attention to the condition of
South Linden Avenue and asked that something be done to correct this condition. This
communication was ordered filed.
Communication was received from the Personnel Board advising that the following
candidates have been certified as having successfully passed all phases of the examina-
tion for Police Officer:
William C. Whipple - 77.10%
Charles Squellati - 76.90%
This communication was accepted and filed.
Communication was received from the Personnel Board advising that the following
candidate~ have been certified as having successfully passed all phases of the examina-
tion for Firemen:
Elbert W. Garrett - 73.60%
Thomas P. Galli ~ 70.75%
This communication was accepted. Fire ChiefWelte stated he w~s in need of these two
men and requested their appointment effective January 1, 19A9. Motion was duly made,
seconded and carried that E. W. Garrett and T. P. Galli be appointed to the Fire
Department effective January l, 19~9.
Communication was received from Rev. Harrk H. Larson of the First Baptist Church
requesting permission for the young people of the church to hold street meetings in the
city for the purpose of singing carols and hymns. Motion was duly made, seconded snd
carried that he be advised there was no ordinance gbverning singing of carols within
the city limits. ~
Communication was received from the Hartford Accident and Indemnity Co. advising that
they would accept the electric cable coverage expiring under the Glens Falls policy
December 16, 19A8; and that this letter would act' as coverage until the renewal of
policy expiring January l, 19A9. This communication was ordered filed.
Communication was received from the Superintendent of Streets requesting that the
Works Engineer be authorized to draw up plans and spe6ifications snd that the City
Attorney start legal proceedings to have the contract covering improvement work in
Brentwood No. 2~completed at the expense of the Union Paving Company and/or the Surety
Company.' This matter was referred to the Ci%y Attorney for action.

ST~EA~f IMPROVEMENT:
Communication was received from the Superintendent of Streets advising that as the
Works Engineer had approved the street improvements of Brentwood No. 3 he recommended
the acceptance of same. This communication was ordered filed.
MARKET STREET RAIL-
WAY H IGPHqAY:
Communication was received from th~ V~orks Engineer advising that a meeting had been
held at the Court House December 14th sttended b~ Engineers of the various cities
of the county at which 'the possibility of using the Market Street railway right-of-way
for inter-city highway was discussed. It wa~ agreed that no survey of investigation
wouYd be made until it was decided what organization could be farmed to assume the
Jurisdiction of such a highway. This communication was ordered filed.
HIGH SCHOOL PARK Final~ap of High School Park Terrace Re-subdivision was submitted. Motion was duly
TERRACE - RESUBDIVISION:made, seconded and carried that this map be accepted.
ARCHITECT - FIRE
SUBSTATION:

Communication was received from Architect zlllamHenry Rowe enclosing agreement
covering fire substation in Burl Burl. Motion was duly made, seconded and carried
that Mr. Rowe be advised that another architect had been selected for this work.
AVALON TRACT
TENTATIVE MAP:
· HOUSING AUTHORITY:
Comm~mication was received from the Planning Commission recommending the approval of
tentative map of Avalon Tract. Motion was duly made, seconded and carried that
recommendation of the Plannin~ Commission be accepted.
Communication was received from the Plannihg Commission enclosing a letter from the
Housing Authority with reference to the securing of buildings now located at Hunters
Point. Before anything w~s done on this it was suggested that a committee meet with
the Housing Authority therefore, the Mayor appointed Councilmen Sani and Cortesi to
meet with the Housing Authority at their regular meeting Tuesday, December 21st.
A RUGGERI - USE PERMIT: The Planning Commission recommended the Eranting of a use permit for m building of a
lean-to in ~arcel 3~, zone "A" for account of A. Raggeri. Motion was dulymade,
seconded and carried that the recommendation of the Planning Commission be accepted.
SCHOOL DISTRICT -
VARIANCE PERMIT:
The Planning Commission recommended the granting of a variance permit to the South San
Francisco Unified School District covering the administration wing of building to be
locatsd in Buri Burl. Motion'was duly made, seconded and carried that the recommendation
of the Planning Commission be accepted.
BRENTWOOD CO. -
VARIANCE PERMIT:
The Planning Commission recommended the grantihg of a variance permit to the Brentwood
Co. for a ten foot set-~ack on vsrious lots inB~locks 22 an~ 37. Motion was dulymade,
seconded and carried that the recommendation of the Planning Commission be accepted.
SHERWOOD - USE PERMIT:
The Planning Commission recommended the granting of a use permit to Howard T. Sherwood
covering property in Bloc~ 10 Town of B~den. Motion was duly made, seconded and
carried that the recommendation of the Plsnning Commission be accepted.
HICKEY - WAREHOUSE:
Communication was received from the Planning Commission recommending the approval of
the proposed warehouse to be erected by Jack Hickey. Motion was duly made, seconded
and carried that the recommendation of the Planning Commission be accepted.
WAR ASSETS -
BELAIR PROPERTY:
Communication was received from War Assets ASm~nistration requesting the payment to
the Government of $25°,267.50 covering the Belair Property. This matter was referred
to the City Attorney and Works Engineer.
CITY EMPLOYEES SALARY: Motion was duly made, seconded and carried that all city employees on the monthly
payroll be paid before ChristmaS.
CLAIMS:
Claims in the amount of $~5,163.92 were presented to the Finance Committee for approval.
On motion duly made, seconded and carried same were ordered paid.
RESOLUTION NO. l&06
BURI BURI FIRE SITE:
Councilman Sani introduced a resolution accepting deed from the huri Buri Homes, Inc.
conveying to the City lots i and 2 ih Block I Burl Burl for the erection of a fire
station. This°resolution was adopted by the unanimous vote of all members of the City
Council.

UNITED PACKIR~:
EXAMINATION FOR
FIP~NAN:
Councilman Cortes~ introduced a resolution authorizing an agreement between the Omty
of South San Francisco and the United Packing Company. This resolution was adopted by
the unanimous vote of all members of the City Council.
Motion was duly made, seconded and carried that the Personnel Board be requested to
call for examihations for firemen at an early date.

FURNITURE PURCHASES:
Councilman Sani brought up the matter of business to be presented at the Council
meetings. He stated comm~micat~ons, resolutions and any matters to be taken up at
the Council meeting should be presented to the Clerk possibly by the Wednesday before
the meeting; a~ was the procedure of various cities in the County. The Mayor appointed
Saniand Hyland to check in~o this matter.
The matter of purchasing furniture for the new fire house was brought up. The Mayor
a~pointed Councilmen Cortesi and Elder, and Fire Chief Welte as a co~m~ttee to go into
this matter.
BUTLER AVEN~YE
IMPROVEMENT:
Councilman Cortesi stated that Butler Avenue, n~ar the Wildberg concer~ .is in bad
condition and something should be done to remedy same. As the question arose whether
this was a dedicated street or not the matter was referred to the Works Engineer and
City Attorney.
RECREATION BUILDING
USE:
ADJOURNMENT:
The Council informally agreed t~ meet~with the Recreation Commission on Tuesday December
28th, for the purpose of considering policy with reference to the use of bhe Recreation
Buildings.
It was moved by Councilman Sani an~ seconded by Co,nucilman Elder that the meeting adjourn
to January 3, 19~9. The motion was carried.
