PLACE: TIME: ROLL CALL: CALL TO ORDER: hri NU TKS: Council Chambers, City Hall. 8 o'clock p.m. Present: Councilmen Victor Boido, Chas. K. Elder, Leo Ferko, Adolph Sani, Emilio Cortesi. The meeting was called to order by Mayor Ferko at 8:00 p.m. Reading of the minutes of the previous meeting was dispensed with. BOY' SCOUTS OF A~ERICA: Communication was received from the Boy Scouts of America requesting permission to hold a parade on Sunday, April 2Atb, with police escort. Notion was duly made, seconded and carried that permission be granted. BURI BURI FIRE ALARM BOXES: Communication was received from Buri Buri Homes with reference to installation of fire alarm boxes in Burl Burl Subdivision No. 2. They suggested that the cost of this installation be divided equally between the City and Buri Burl Homes. As the Council was not in accord with this suggestion the ~.~ayor appointed a committee consisting of Councilmen Elder~and Cortesi, Fire Chief ~%lte, SUperintendent of Streets Schweining and ~?orks Engineer Randlett to meet with Mr. Simpson of Burl Burl Homes and advise him that the City desires to carry out the policy that has been established. LEAGUE k~ETING: Communication was received, from the Peninsula Division League of California Cities advising that due to-the shortage of attendance, mt the meeting in Los Gatos on February 17th there was a deficit of $52.25 and that the City's share of this amount was $2.75. Motion was duly made, seconded and carried that a check be drawn in favor of the Peninsula Division for $2.75. RECREATION COMNISSI ON MAPLE AVE. BUILDING: Communication was received from the Recreation Commission advising that some of their equipment in the ~ple Avenue building had been taken over by the Windbreaker Athletic ~Club and they asked that this equipment be returned to the Recreation Department. The Mayor appointed Councilmen ~oido and Cortesi to check into this matter. FRANCISCO TERRACE - STREET NAM~: DUBUQUE PACKING CO. - USE PERMIT: · Communication was received from the Planning Commission recommending that~ the access road fronting. Francisco Terrace be named Cortez Way. Motion was duly made,~seconded and carried that the recommendation of the Planning Commission be accepted. The Planning Commission recommended the granting of a revocable use permit for odorless rendering to the Dubuque Packing Co.; also that this Company's application for slaughter-i lng of livestock be denied. Motion was duly made, seconded and carried that the recommez~ation of the Planning Commission be accepted. JARVIS'- BRENT'~DOD BILL: Communication was received from E~ Jarvis, Pipeline Contractor, claiming he had $~73.50 due him from the City for work done in Brentwood Eubdivision No. 1. This matter was referred to the City Attorney. GASOLINE TANK - YELLO~ CAB: Communication was received from the Union Oil Co. requesting permission to install gasolin~ storage tank on the premises of Yellow Cab Co. on Baden Avenue. Motion was duly made, seconded and carried bhat permission be granted. GUERIN & CO. - GASOLINE TANK: Communication was received from Guerin & Co. requesting permission to install a 500 gallon gasoline storage tank on their property on East Grand Avenue. Motion was duly made, seconded and carried that permission be granted. STREET WORK - SAN MATE0 AVENUE: Communication was received from the City of San Bruno with reference to paving of the east sfde of San M~teo Avenue from Cape Esperance to the Crocker Plant. This matter was referred to the City Attorney and Works Engineer. SAN BRUNO - TREATMENT PLANT: Communication was received from the City of San Bruno with reference to the proposed sewage treatment plant. The Mayor advised that a meeting had been arranged with those concerned. GREENFIELD APPOINTMENT: Communication was received from Supt. of Streets Schweining recommending the appointment of William Greenfield to the Street Department as a Utility Man as of March 1st. ~otion was duly made, seconded and carried that this appointment be confirmed. TAMB INI RESIGNATION: Communication was received from Supt. of Streets Schweining advising that Mario Tamb~ni had terminated services with the City as of February 28th. Communication was ordered filed. DRAINAGE - LINDEN AVE. & BAYSHORE HIGHWAY: Communication was received from i~rks Engineer Randlett recommending the construction of a.new catch basin and about 200 feet of concrete storm drain pipe, at an approximate cost of $750.00, to correct the condition at Linden Avenue and Bayshore Highway. Motion was duly made, seconded and carried that the recommendation of the Works Engineer be accepted. G~AND AVENUE - RESURFACING: Communication was received from the 'i~orks Engineer requesting permission to rent a heater-planer to smooth the west portion of Grand Avenue. This matter was laid over for further consideration. CHANGE ORDERS - CENTRAL FIRE STATION: Communication from Architect Howe addressed~to Fire Chief Welte, with""reference to change C orders for the entral Fire Station~ was read. ~hese change orders amounted to an additional outlay of approximately $216.00. Motzon was duly made, seconded and carried that 'the change orders as requested be approved. BILLBOARDS - ~.~N' S CLUBS: Communications were received from the South San Francisco Woman's Club and the Southwood Women's Club protesting the construction of billboards along the new freeway and recommend- ing that the City Council adopt an ordinance prohibiting same. These communications were ordered filed. BLAIN INJURY CLAIM: Claim for damages against the City in the sum of $10,000.00 was presented by Robert Hamilton Blain, Motion was duly made, seconded and carried that this claim be denied. Jenkinson presented spplication for business license to sell ice-cream on the city streets off of a truck under the na~e of Swell Time Ice-Cream Corp. Motion was duly made, seconded and carried that same be granted. Application for a business license ~or a retail-w~o~esale bakery at 663 E1 Camino Real in the name of Mrs. ~li$on's Cookie,CO,., Inc. was received. Motion was duly made, seconded ~d carried that this license be gra~ted. Reports for the month of February were received from the Chief of Police, City ~udge, Humane Officer, Fire Chief, Building Inspector and Department of Public Health and ~elfare. On motion duly made, seconded and carried same were approved as submitted. Claims in the amount of $10,$63.93 were presented to the Finance Gommittee for approval. On motion duly made, seconded and carried all claims were ordered paid. Ordinance estahlishiDg ~azelwood Drive between E1 Camino Real and Northwood Drive as a one-way street came up for second reading. This ordinaoce was read by title only and was passed and adopted by the following vote: Ayes, Councilmen ~. Boido, C. Elder, L. Ferko, A. Sani, E. Cortesi. Noes, Councilmen none. Absent, Councilmen none. An ordinance regulatin~ grading work in the City of South San Francisco came up for second reading. Same was read by title only and was passed and adopted by the following vote: Ayes, Councilmen V. Boido, C. Elder, L. Ferko, A. Sani, E. Cortesi. Noes, Councilmen none~ Absent, Councilmen none. Councilman Cortesi introduced a resolution directing the Planning Co~mission to hold a public hearing with reference to z~niDg of land in Blocks 123 and 12d. This resolution was adopted by the unanimous vote of all members of the City Council. Councilman Sani introduced a resolution directing the Plannin~ Commission to hold a public hearing on the proposed amendment to Zoning Ordinance No. 269. This resolution was adopted by the unanimous vote of all members of the City Council. Councilman Elder introduced a resolution amending Resolution No. 1418 pertaining to the isSUanc~ of bonds in Brentwood Subdivision No. 3. This resolution was adopted by the unanimous vote of all members of the City Council. The City Clerk was instructed to write the Division of Highways requgsting a meeting with representatives from the City Council and the Highway Division to discuss signs and lights directing traffic to South San Francisco on and off the freeway. Motion was duly made, seconded and carried that the department heads prepare claims for day laborers salaries so that these men m~y be paid directly after the 15th and end of each month.
