K. Elder, Leo. Ferko, Adolph Sani, Fmilio Cortesi. . The meeting was called to order by Mayor Ferko at 8:00 p.m. The City Clerk having forwarded copy of the minutes of the previous meeting to all members of the City Council, Mayor Ferko asked if any errors or omissions were noted. There being none the minutes were approved as submitted. Motion was duly made, seconded and carried that bids for the resurfacing of tennis courts in Orange Avenue Memorial Park be opened. The only bid submitted was from Malott & Peterson-Grundy in the amount of $786.00. RESOLUTION NO. TENNIS COURTS RESURFACING: TIME EXTENSION - POLICE B~ ILDING: Malott & Peterson-Grundy being the low bidder on the resurfacing of two tennis courts in Orange Avenue Memorial Park, Councilman Elder introduced a resolution awarding the contract to Malott & Peterson-Grundy in the amount 0f$786.O0. This resolution was adopted by the unanimous vote of all members of the City Council. Communication was received from Architect William Henry ~owe recommending that an extension of time be granted Edward W. Scott Electric ~o. on their contract for electric! work on the Police Headquarters Building. It was regularly moved, seconded and carried that an extension of time of 60 days be granted Edward W. Scott Electric Co. for work on Police Headquarters Building. CHRISTMAS LIGHTING - BUSIneSS MEN'S 9~SN.: Communication was received from the Business Men's Association requesting that the lighting of Linden Avenue during the Christmas season this year be considered in the 19~9 budget. This communication was filed for consideration during the compiling of new budgets. The Mayor suggested that all matters of this kind be bromght up before the new budgets are considered. HOLE NEAR OLD MINE: Communication was received from Mrs. Tischbern calling attention to the u~protected hole in the hill near the old mine. The ~uperintendent of-Streets reported~is matter had been taken care of by the South San Francisco Land & Improvement Co. PENINSTrLA DIVISION LEAGUE DINNER: McFARLAND BUILDING: Communication was received from Peninsula Division League of California Cities advising of dinner meeting to be held Thursday, April 21st at San Jose. The Mayor asked that all those intending to attend this meeting advise the City Clerk by Tuesday evening. Communication was received from James H. McFarland requesting permission to move small office building to Linden and Railroad Aves. aad to erect a shed on this property. This matter was referred to the Planning Commission. TRAFFIC CONDITIONS - NEW FIRE STATION: Communication was received from the Committee appointed to investigate traffic ~onditions at the new Fire Building. The Committee recommended that parking be p~o- hibited on the south side of Baden Avenue from Linden to Bayshore and that the street be widened by 5 feet on either side. This matter was laid over to be taken up during the budget hearings. STORM DRAIN NEAR GOLDEN GATE NATIONAL CEMETERY: Communication was received by Works Engineer from Corps of Engineers, U. S. Army, advising that they were unwilling to participate in the construction of a &8-inch drainage line in this area. This commnnication was ordered filed. HILLSIDE BLVD. PAVING: Communication was received from the Works Engineer advising that the property owners on Hillside Blvd. desired the paving of this street to be done under public improvement proceedtngs~ It was regularly moved, seconded and carried that the recommendation of the Works Engineer be accepted and the paving?of Hillside Blvd. be done under the Improvement Act. .PLANNING CC~M. - JO5. DE LUCA: The Planning Commission ree~mmended the granting of a use permit to Josgph DeLuca to build two additional rooms to his existing dwelling on Lot 9 Block 82. It was regularly moved, seconded and carried that the recommendation of the Planning Commission be accepted. LYLE JO}{NSON: The Planning Commission recommended the grantimg of a variance permit to Lyle Johnson to allow parking on lots 26 and 28 Block 6, "A" St. Chairman Schaur of the Planning Commission was present and stated this permit should read revocable. After some discussion motion was duly made, seconded and carried that this matter be laid over until the next meeting. PLANNING COMM. RESOLUTION - OUTDOOR SIGNS: Resolution passed by the Planning Cmmmission was presented recommending an amendment to Ordinance No. 269 pertaining to outdoor advertising signs. Motion was duly made, seconded and carried that the recommendation of the Planning Commission be accepted and that the City Attorney prepare the necessary ordinance. FRANCISCO T~RACE SIGNS: The Planning Commission recommended the granting of a use permit to Atlas Realty Co. to erect signs bordering on El Camino Real in Francisco Terrace property for a period of 30 days only. Motion was duly made, secoede~ and carried that the recommendation of the Planning Commission be accepted. FIRE TRUCK ACCEPTANCE: Communication was received from Fire Chief Welte recommending the acceptance of the new aerial fire truck. Motion was duly made, seconded and carried that the recommend- ation of the Fire Chief be accepted and that the Mayor be authorized to sign the acceptance of same. EKSTRC~- POLICE OFF ICER: Communication was received from Police Chief Louis Belloni advising that Kenneth G. Ekstrom HAd been appointed to the Police Department. effective April 16th, at a salary of $250.00 per month. Motion was duly made, seconded and carried that the appointment of Kenneth G. OF PARES & PLAYGROUNDS: FIRE ALARM BOXES - BURI BURI: JARVIS BILL: SAN MATEO AVE. - PAVING: Reports for the month of March were submitted by Chief of Police, City Judge, Fire Chief, Department of Public Health & Welfare, Humane Officer and Building Inspector. On motion duly made, seconded and carried sA~e were approved as submitted. Claims in the amount of $53,282.39 were submitted to the. Finance Committee for approval. On motion, duly made, seconded and carried claims as submitted were ordered paid. Communication was received from the South San Francisco Unified School District with reference to the laying of drain pipe and the filling in of the ditch adjacent to Martin School property. After some discussion it was decided to hold this matter over until the committee previously appointed could meet with the School Board. Communication was received from Lam Balopulos requesting permission to build a new "Roll Way Home" ~n 51L Palm Avenue. Councilman Cortesi stated Mr. Balopulos wished to withdraw this request, therefore, the comm~mication was ordered filed. A resolution was introduced extending the City Council's sympathy to the family of Mrs..Sani in their hour of sorrow and providing that the resolution be spread upon the minutes and copies be sent to members of her family. This resolution was adopted by the unanimous vote of all members of the City Council. *See page 385 The Mayor brought up the ~atter of a Chief Administrative officer for the city. Mr. Conley of Burl Burl addressed the Council and stated he was of the opinio~ the public at large should be notified of this change of city government; various other residents addressed the Council on this subject. After some discussion the Mayor asked that the 5rdinance creating the office of City Manager be read. The City Clerk then read this ordinancein its entirety, "An Ordinance Creating the Office of City Manager of the City of South San Francisco and Defining the Powers and Duties of City Manager~' Councilman Sani introduced a resolution desig~ating~a certain area of land as Dubuque Avenue. This resolution was adopted by the unanimods vote of all members of the City Council. Councilman Cortesi introduced a resolution accepting the Recreation building in Memorial Park. This resolution was adopted by the unanimous vote of all members of the City Council. Councilman Elder introduced a resolution calling for bids for the construction of the Fire Department Substation.west of E1 Camino Real. This resolution was adopted by the unanimous vote of all members of the City Council. City Attorney Coleberd presented an ordinance which he had drawn up with reference to ' removal of weeds. The ordinance entitled "An Ordinance Providing for the Removal of Weeds in the City of South San Francisco", was read in its entirety. The matter of Chestnut Avenue extension was laid over pending further information from the Works Engineer. The matter of the extension~of "B" Street was laid over pending report from the City Attorney. The City Attorney reported he had contacted the War Assets Administration and they advised this property could not be used for a corporation yard. He stated the corpora- tion yards would have to be built on.land now under condemnation. This matter was laid over for further consideration. Communication was received from Architect William Henry Rowe recommending that the Elm Court and Hillside Recreation Buildings be accepted. The City Attorney stated he would draw up the necessary resolution of acceptance. The Works Engineer stated he had written to the Round California Chain Co. advising that their case would be taken up during the consideration of the sewage disposal plant. Com~_unication from the Recreation Commission with reference to Custodian of Recreation Facilities was taken up. Councilman Cortesi stated.he could not see the need of hiring a full time custodian of recreation. He felt that this position could be filled by a disabled veteran. The Mayor appointed a committee consistiDg of Sani, Cortesi and Elder to meet with~the Recreation Commission to consider this matter. Communication was received from the Recreation Commission advising they had met with the Personnel Board regarding the establishing of a list ~ eligibles for a Superintendent of Parks & Playground. As the Personnel Board advised they had no Jurisdiction over this matte~ as the office was not on a Civil Service basis, the commission decided to proceed with the securing of a Superintendent of Park & Playgrounds along the lines set forth in their letter dated March 15th. It was regularly moved, seconded and carried that.the Council approve the action of the Recreation Commission. Fire Chief Welte stated Mr. Simpson of Buri Buri Homes would have a letter into the Council agreeing to the payment of $1500.00 toward the installation of fire alarm boxes in Buri Burl No. 2. The City Attorney reported he had contacted the Brentwood Co. with reference to the Jarvis bill of $L73.50 and this company advised there was a refund due t$em on a deposit covering the Brentwood work and this $~73.50 could be taken out of same. The matter was referred to the Works Engineer for investigation. The Works Engineer advised he had written City Engineer White of San Bruno ad$ieing that the paving of San Mateo Avenue would come up at the time of the Linden Avenue improvement. Communication from the City of San Bruno was therefore filed. RESOLUTION NO. 1435 MRS. RESOLUTION NO. 1&35 WHER~S it has pleased Almighty God in His infinite wisdom to remove from this life Mrs. Armida Sani; and WHEREAS Mrs. Sani was for many years a resident of ~oMth San Francisco and was well respected and held in the highest esteem in this community; RESOLVED by the City Council of the City of South San Francisco that this City Council extends its sympathy ~o ~he family of Mrs. Sani in their hour of sorrow. BE IT M~RTHER RESOLVED that this resolution be. spread upon the minutes of the City Council and that copies be sent to the members of her family. RECREATION EQUI~T MAPLE AVE. BLDG.: Councilmen Boido and Cortesi stated the matter of Recreation Dept. equipment at the Maple Ave. building had been taken care of. BONALANZA SIGNS: The request of E. L. Bon41anza to erect two signs on building at 911 Bayshore Blvd. was taken up. Motion was duly made, seconded and carried that permissionto install these two signs be granted. TELEPHONE LICENSE: The City Attorney advised he would have something to report on the telephone license at the next meeting. RETIREMENT SURVEY: The matter of amending contract with the Retirement Board to reduce the retirement age of employees was taken up. Motion was duly made, seconded and carried that the city proceed with the next step ~o reduce the retirement age limit. POLICE CHIEF - 25 YRS SERVICE: Mayor Ferko stated Louis Belloni ~a~ completed 25 years as Police Chief and suggested that the Council memorialize him for meritorious service. Motion was duly made, secondedi and carried that the City Council memorialize Chief of Police Louis Belloni for 25 years meritorious service as Police Chief. OPENING BAYSHORE BOULEVARD: Councilman Cortesi stated he had a petition signed by approximately 500 residents callingi for the opening of Bayshore Boulevard. Attorney C~udio addressed the Council asking that the City Council go on record as favoring the opening of Bayshore Blvd. and approving petition signed by the numerous residents. City Attorney Coleberd was asked to draw up the necessary resolution. WATER NEAR DRIVE-IN THEATRE: CounciLman Sani stated there is a pond of water near the Drive-In Theatre which creates a hazard and breeding place for mosquitoes. The Works Engineer and Superintendent of Streets were instructed to check into this matter. SIGNALS -BURI BURI: Mr. Conley of Buri Buri stated the residents of Bucci Burl had presented petition to Mr. Skeggs for the installation of "Stop" and "Go" signal at Arr~yo~Drive and that Mr. Skeggs advised him they would have nothing to do with the committee of residents and that he would deal only with the City Council. Mr. Conley asked what his next move should be. The ~ayor stated the Council was doing all possible to get this signal installed. FRANC ISC 0 TERRACE C OMPLAI~S: Residents of Francisco Terrace addressed the Cmmcil complaining of conditions on their property. This matter was referred to the Works Engineer. ADJOURNMENT: On motion of Councilman Elder, seconded by Councilman Sani and regularly carried the meeting was adjourned to Monday, May 2nd.
