PLACE: TIME: ROLL CALL: CALL TO ORDER: MINUTE~: Council Chambers, City Pall. 7:30 Present: Councilmen Victor Boido, Chas. K. Elder, Leo Ferko, Adolph Sani, Emilio Cortesi. The 'mdeting was callea to order by ~&~yor Ferko at 7:A5 p.m. The City Clerk having forwarded copy of the minutes of the previous meeting to all members of the City Council, Ma~or Ferko asked if any errors or omissions were noted. There being none the minutes were approved as ~ubmitted. RESOLUTIO;~ NO. 1509 - LIBRARY '~ETHDRA~J4: Mayor Ferko asked if there were any protests or objections to the proposed withdrawal of the City of South San Francisco from the County Free Library system. There being none, Councilman Sani introduced a resolution notifying the Board of Supervisors that the city no longer desires to be a part of the County Free Library system. This resolution was adopted by the unanimous vote of all members of the City Council. RESOLUTION NO. 1510 - TB3tvFIC SIGNALS BURI BURI: Councilman Elder introduced a resolution ordering the construction and installation of a traffic signal system at the intersection of E1 Camino Real and Arroyo Drive. This resolution was adopted by the unanimous vote of all members of the City Council. COUNTY CO~UNITY CHEST: Mayor Ferko stated he had asked Mr. ~. H. Volgamore, Executive Secretary of the San Mateo County Community Chest, to be present at this meeting with reference to Community Chest work. Mr. Volgamore spoke on the benefits to be derived from the County-wdde services of the Chest. He explained the v~rkings of the Community Chest ~nd was of the opinion the City would receive increased services should they belong to the County Community Chest. Councilman Boido asked what the industries m~ght do should the city join up with the County. Mr. D. Grant, of the Atkinson Co., stated his company would continue subscribing to the Chest and possibly increase their subscription if the City joined with the County Chest. Councilman Cortesi stated he could not see ~ere the City would benefit in any way from joining with the Co,nuty. He cited our experience with the County Ambulance and County Library service. Dr. McGovern, or~of the local members of the Comm~ity Chest, felt that the City would lose its identity by joining with the County and stated that the local Community Chest had functioned very well in the past. Councilman Botdo stated he agreed with Dr. McGovern and was afraid the City would lose its identity in Community Chest work should they join with the County. Victor ~obinson, also of the local chest, stated a great portion of the funds went to the Boy Scouts and he would not like to see any cut in these funds. Mayor Ferko stated ~,~. Volgamore's visit was more or less of an explanatory one and any action to be taken would be done at a meeting between the local Community Chest Officials, the City Councill and a County representative. He thanked ~r. Volgamore for coming up, also the local members of the Community Chest for their presence. RECREATION CO~.{ISSI~ - Communication was received from the Recreation Commission requesting that $2300.00, LIGHTING SYSTEM: earmarked for the construction of a hand ball court, be released for use in constructionl of a lighting system for t[~e soft ball field in Orange Avenue Park. ~hismatter was laid over for consideration and the City Manager was asked to check the budget to see whether the General Fund could stand the additional expenditure attached to the construction of a lighting system. RECREATION CO~9/ISSION - Communication was received from the Recreation Commission recommending that Superintendent SAN JOSE k~TING: of Parks & Playgrounds Buljan and one member of the Commission be authorized to attend the Recreation Conference at San Jose, February lath to 17th, inclusive, with travel fare and $10.OO per day expense allowance. Motion was duly made, seconded and carried that the recommendation of the Recreation Commission be accepted and thaD delegates be allowed to attend the Recreation Conference at San Jose. Mrs. Helen Siebecker, Recreation Commissioner, asked if it would be permissible for more tha~ one Commissioner to attend the conference as long as the Commission kept within the total expense allowan~ ~layor ~erko advised her that this was permissible and that the Commission could use their judgment ss to the n,m~ber of Commissioners they desired to send to the conference. HECHEATION COM~ISSI~ - Communication was received from the Recreation Commission reco~nending that Ordinance O~tDINANCE ~DMENT: No. 2].2 - Crea~ing a Recreation Commission - be amended to provide that any member of the Commission who ~as absent from three consecutive regular meetings without a valid excuse have his chair declared vacant. This matter was laid over for consideration. RECREATION C~rISSION - Communicatmon' ' was received' from the Recreation~ . Commission recommending~ ~ that the temporar~ HILLSIDE CENTER: walks at the Hillside ~ecreation Center build~ng be replaced uy peri,anent concrete walks~. The Works Engineer stated when Hillside Boulevard improvements are undertaken this ~as to be given consideration. The Works Engineer was instructed to work up cost estimate for the construction of permanent walks. MANUFACTUREP~ ASSN. - SEWAGE DISPOSAL PLANT: Communication was received from the ~ianufacturers Association adVising that the Associati~ had entered into a contract with Harry N. Jenks, Consulting Sanitary Engineer, to make a' study on the problems of sewage disposal and that he is authorized to represent the Association with the City Officials on this matter. This communication was referred to the ~orks Engineer. UNION OIL CO. - GASOLINE T~KB: Communication was received from the Union Oil Co. requesting permission to construct a bulk storage plant for aviation gasoline on property at the San Francisco Airpgrt. Thisl matter was referred ~o the Fire Chief. BAYSHORE BOULEVARD - REPAIRS: Councilman Cortesi stated there was a large hole on the Bayshore Boulevard ~here the busi stops and that same should be taken care of. This matter was referred to City~nager Larwood. STERLING TERRACE DAMAGE: Residents of Sterling Terrace were present and wanted to know what could be done to correct the condition in this area, as was requested some time ago. The City Manager stated he w~s talking with the representative of Sterling l'errace Corp. a~d he was as~ sured that the Company would pay for any damage done as a res~lt of erosion. The City Nanager stated he wo~ld check ~rtHer into this matter.
