Led by the Mayor,participants in the meeting observed a moment of silence in honor of San Jose
Police Officer Michael Johnson, who was killed in the line of
duty.

• Presentation of New Employees by Mich Mercado, Human Resources Manager.
The following employees were introduced and presented themselves to Council:

• Certificate of Recognition presented to Director of Park and Recreation, Sharon Ranals,
honoring her receipt of the 2015 Park and Recreation Professional of the Year Award from
the California Association of Park & Recreation Commissioners and Board Members.
Mayor Garbarino presented Director Ranals with a Certificate of Recognition honoring her receipt
of the 2015 Park and Recreation Professional of the Year Award from the California Association of
Park & Recreation Commissioners and Board Members.
Director Ranals graciously accepted the recognition and stated the award reflects on the hard work
of the City's dedicated Parks and Recreation staff, Commission and the South San Francisco
Community that makes Parks & Recreation possible. Director Ranals proceeded to thank
Commissioner Rich Holt and former Commissioner Judy Bush for nominating her for the award.

Mayor Garbarino presented the recipients with the certificates honoring their work.
• Certificate of Recognition presented to Fire Dog, "Gypsy."
Councilwoman Matsumoto presented Gypsy's Certificate of Recognition to her trainer, Safety
Inspector Carney. The Councilwoman detailed Gypsy's impressive career including her local and
national deployments, performance in competitions, training, and role as an ambassador for fire
safety and prevention. She acknowledged Gypsy for helping to make the community a safer place
to live. Safety Inspector Carney spoke of the importance of the Search Dog Foundation's Canine
Program and explained how the Bay area benefits from resources like Gypsy to help save lives.
• Alyssa Mathers, Sister Cities Marathon Runner,presentation on the Kishiwada Marathon.
Skyline Elementary School Teacher Alyssa Mathers detailed her visit to Kishiwada as a
representative from South San Francisco to participate in the Kishiwada Marathon. She presented a
PowerPoint Slide show of her trip and presented Council with gifts from the Kishiwada
government.

• Automatic External Defibrillator (AED) Success at Genentech, presented by Fire Chief
Kohlmann.
Fire Chief Kohlmann reported on a recent cardiac incident in which a Genentech employee needed
CPR and the Company's first responders were able to assist him promptly through the use of an
AED device. Chief Kohlmann proceeded to explain the importance of emergency response training
in the work place. He commended the Genentech employees responsible for the care provided in
this incident. Leo Balatbat, the survivor of the cardiac incident, thanked his Genentech co-workers
for saving his life and the City for recognizing the importance of Genentech's life-saving program.
• Update on City's Investment Portfolio by Chandler Asset Management coordinated by the
City Treasurer and Finance Director.
City Treasurer Frank Risso introduced the item and presented Jayson Schmitt, CFA from Chandler
Asset Management. Mr. Schmitt presented a PowerPoint reviewing the City's Investment Report.
He also provided background information concerning the economy including unemployment rates,
interest rates and potential impacts on the City's Investment Portfolio. Mr. Schmitt confirmed that
the City's investment policies revolve around safety, liquidity, and yield. Based on the forecast of
risk and return, he believed the City's securities were performing well.
PUBLIC COMMENTS
Wynn Grcich opined on the dangers of government mandated immunizations.
COUNCIL COMMENTS/REQUESTS
Councilwoman Normandy thanked staff for its quick response to a resident inquiry about the
possibility of placing bike racks at Orange Memorial Park.
Councilman Gupta requested that information about the upcoming Capstone Planning Conference
be placed on the City's website.
Vice Mayor Addiego encouraged residents to visit the travelling Vietnam Memorial at Golden Gate
National Cemetery.
CONSENT CALENDAR
1. Motion approving the Minutes of meetings of March 4, 2015 and March 11, 2015.
2. Motion confirming payment registers for March 25, 2015.
Item 2: At Councilwoman Matsumoto's request Finance Director Lee clarified an expenditure
related to the cost of retaining the Interim Chief Building Official.
City Manager Futrell advised of the cost of an advertisement for the City in the San Francisco
Business Times.
Motion— Vice Mayor Addiego/Second- Councilman Gupta: to approve the Consent Calendar.

ADMINISTRATIVE BUSINESS
3. Update on Public Uses at the former Public Utilities Commission sites at El Camino Real
and Chestnut Avenue and community feedback on funding priorities. (Jim Steele, Assistant
City Manager).
Assistant City Manager Steele presented the staff report opening the third discussion on potential
public uses at the former Public Utilities Commission site at El Camino and Chestnut Avenue. He
presented a PowerPoint presentation recapping inadequacies documented in current City facilities.
He presented renderings of possibilities for relocation of the Parks and Recreation, Library, Police,
Information Technology and Human Resources Departments. $168 million in future dollars
escalated to the end of 2019 was believed to be required and bond financing might be feasible.
Before turning the discussion over to Council for direction, Assistant City Manager Steele advised
staff would report back in July after meeting with the budget subcommittee about funding measures.
Councilman Gupta expressed concern over the current state of City facilities and did not believe it
was prudent for conditions to remain status quo until new buildings could be realized.
City Manager Futrell advised that safety and other upgrades would be included in the CIP Budget
for existing buildings. Accordingly, conservative improvements would be made until new buildings
came online.
In response to a question from Councilwoman Normandy, Assistant City Manager Steele advised of
the rationale for maintaining the Finance Department at City Hall and placing the Information
Technology Department in close proximity to the Police Department.
Councilwoman Matsumoto requested that staff get back to her with respect to Information
Technology's server backup protocol.
Vice Mayor Addiego looked forward to the upcoming funding discussion and encouraged a broad
view of options.
Councilmembers directed staff to continue to pursue plans and funding options.
4. Resolution No. 21-2015 approving an agreement with the County of San Mateo for Animal
Control Services. (Jim Steele, Assistant City Manager).
Assistant City Manager Steele presented the staff report recommending approval of a resolution
extending an agreement with the County of San Mateo for provision of animal control services. He
explained the long history of the contract, which was up for renewal in June. Renewal of the
agreement would be through June 2020 and included cost saving incentives. Expenses would be
capped for the first year and a rate of increase of no more than 3% was promised for upcoming
years. The agreement also included a performance review at the second year. Accordingly, staff
recommended approval of the agreement.
Councilwoman Matsumoto explained she had detailed her concerns regarding the County's Animal
Control Services the last time it was up for renewal. She remained concerned about the entity's
building related spending habits, which she encouraged staff to monitor.

Councilman Gupta echoed Councilwoman Matsumoto's concerns.
Motion— Councilman Gupta/Second- Councilwoman Normandy: to approve Resolution No. 21-
2015. Unanimously approved by roll call vote.
5. Resolution No. 22-2015 adopting changes to the Board and Commissions Handbook. (Jim
Steele, Assistant City Manager).
Assistant City Manager Steele presented the staff report recommending the adoption of changes to
the Board and Commission Handbook. He advised that due to the number of new commissioners,
changes to the handbook were recommended and training was being planned in late April.
Council recommended updating the City's Mission Statement, which was included in the handbook,
in the near future.
At the request of Councilwoman Normandy, staff agreed to include language recommending that
Planning Commissioners attend the League of California Cities training for Planning
Commissioners every other year when it is held in Northern California.
Motion Councilman Gupta/Second Councilwoman Normandy: to approve Resolution No. 22-2015.
Unanimously approved by roll call vote.
ITEMS FROM COUNCIL—COMMITTEE REPORTS AND ANNOUNCEMENTS
Councilwoman Matsumoto requested that staff look into whether maintaining the sidewalk in front
of the Conference Center was a City or Conference Center responsibility. She also requested that
the Parking situation at the Smart and Final complex be monitored.
Vice Mayor Addiego complemented staff on the Presentations portion of the meeting and noted the
items flowed efficiently.
ADJOURNMENT
Being no further business, Mayor Garbarino adjourned the meeting at 9:40 P.M.
