RESOLUTION NO. 1519 -

REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF
SOUTH SAN FRANCISCO HELD MONDAY, MAREH 6, 1950.
Council Chambers, City Hall.
8:00-p.m.
Present: Councilmen Victor Boido, Chas. K. Elder, Leo Ferko, Adolph Sani, Emilio
Cortesi.
The meeting was called to order at 8:15 p.m.
The City Clerk having forwarded copy of the minutes of the meetings held February 2Oth,
'23rd and 28~h to all members of the City Council, Mayor Ferko asked if any errors or
omissions were noted. There being none the minutes were approved as submitted.
Union Oil Co. requested permission to install the following gasoline storage tanks:
1-550 gallon tank at the Dubuque Packing Co.
1-550 gallon tank on the Healey-Tibbetts~property for account of
Stockton Lu~ber Co.
As the Fire Chief had approved the installation of these tanks, motion was duly made,
seconded and c~rrled that permission be granted.
Communication was received from the South San Francisco Unified School District commendin
the Fire Department on the excellent handling of a fire in the school building on
February 2nd. This communication was ordered filed.
Communication was received from the Superintendent of Streets recommending that examinati
be called for Street Department Utility Men. Motion was duly made, seconded and carried
that the recommendation of the Superihtendent of Streets be accepted and examination
called for.
Communication was received from Stanley A. Jackson advising that he was opening an
Insurance and Notary Public office and wished to be recognized as an Insurance Agent
and participate in the city's insurance needs. This communication was referred to the
~nsurance Association of South San Francisco.
Communication was received from the League of Celifornia Cities, Peninsula Division,
advising of dinner 'meeting to be held Thursday, March 16th at L'Omelette Restaurant.
City officials and heads of the departments were asked to notify the City Clerk if they
wish to attend.
Communication was received from the Planning Commission recommending the granting of a
use permit to Clara Bergamaschi for the erection of a new building on Lot 8 Block 2.
Motion was duly made, seconded and carried that the recommendation of the Planning
Commission be accepted.
Cmmmunication was received from the t~creation Co~mission recommending that a committee
composed of members of the Commission and Superintendent of Parks and Playgrounds be
authorized to look over new area proposed for recreational purposes. Motion was duly
made, seconded and carried that the recommendation of the Recreation Commission be
accepted.
COmmunication was received from the ~ecreation Commission enclosing copy of a letter
received from the South San Francisco Unified School District with reference to the
use of the Elm Court Center. Motion was duly made, seconded and carried that the
recommendation of the Recreation Commission be accepted.
Frank Colombo submitted application for a business license, for the manufacture of
chemicals for construction of roofing and material for repair of concrete, at 531
Commercial Avenue. As this location was not in the business district the application
was ordered filed.
Communication was received from the Brentwood Club requesting information on the status
of their request for permission to erect a community center in the Brentwood Park area.
This matter had been referred to the Recreation Commission. Mrs. Hernan of the
Recreation Commission was present and stated there was no room for a building on this spa.
and that letter from the Commission would be in at the next meeting. Mr. Coilings, of
the Brentwood Club, stated the club had raised between SAO0 and $500 for a building and
the labor would be performed by residents of the commur~ity. He felt that a building
could be erected without any cost to the City. Mayor Ferko stated he could not see how
there would be no cost to the City as once a building was put on city property it would
be necessary for the City to maintain same. He stated he would like to have a committee
appointed from the club to meet with the Eecreation Ccc~mission and the council at the
March 28th meeting of the Hecreation Commission. Mr. Collings stated he would arrange sm
Claims in the amount of $8,715.62 were presented to the Finance Committee for approval.
On motion duly mace, seconded and carried claims as submitted were ordered paid.
Reports for the month of February were submitted by the Building Inspector, Police Chief,
City Judge, Fire Chief and Department of Public Health and Welfare. Motion was duly
made, seconded and carried that same be approved as submitted.
Counci!m-n Sani introduced a resolution providing for holding a general municipal electio
on the llth day of April, 1950. This resolution was adopted by the unanimous vote of all
members of the City Council.
The Mayor asked if there were any protests against the calling of election for the
formation of ~ park and recreation district. There were none. Mr. Conley addressed
the council and read a section from the code providing for a limit of 255 to be set for
park and recreation purposes. City Attorney Coleberd stated the section set no limit
on tax levy for park and recreational purpoaes. Mr. Neill addressed the council and
stated no limit should be olaced on what could be levied for park and recreational
purposes.

RESOLUTION NO. 1520-
PARK RECREATION &
PARKWAY DISTRICT:
Councilman Cortesi introduced a resolution calling an election for the formation of
a park recreation and parkway district in this city. This resolution was adopted by
the unanimous ~ vote Of all members of the City Council.
RESOLUTION NO. 1521 -
AGREEMENT ',~ITH ?ORES
ENGINE~:
Councilman E~der introduced a resol6tion employing Chas. E. ~andlett as engineer to
prepare plans and spe. ci~fications and supervise the construction and inspection of a
Joint domestic and industrial sewage treatment plant and sewage collecting system.
This resolution was,ad, opted by the unanimous vote of all members of the City Council.
RESOLUTION NO. 1522 -
AMENDING NO. 1512:
Councilman Boido introCuce4 a resolution amending ~esolution No. 1512 calling for
sealed bids for the enlargementof the sewage pumping station. This resolution was
adopted by the unanimous vote of all members of the City Council.
ALL SOUL'S SCHOOL-
ZONE:
Chief of Police Belloni reported the area adjacent'to the Ail Soul's School had been
established as a school zone.
SOUTH~OOD COMPLAINT-
TREE~:
Councilman Sani stated a letter had been sent to Mr. Bassett of the California Golf Club
asking that something be done about'the trees overhanging the Southwood area. This
matter would be taken up at the Club meeting to be held March 15th. Councilman Sani
stated he had e~plained the matter to the petitioners.
Councilman Sani stated that work had been started on the Buri Buri signals.
SPRUCE AVENUE:
The ~orks E~gineer stated plans and specifications ?ou!d be in at the next meeting
covering the improvement of Spruce Avenue.
FIRMAN APPOINT~f~NTS:
Councilman Elder recommended that two men be selected from the eligible list for firemen.
Motion was duly mad®, seconded and carried that recommendation of Councilman Elder b~
accepted and the City Clerk be instructed to notify the Personnel Board to select the
two highest men on the list.
SE~S - COUNTRY CL~
PAR~:
The City Manager reported that the %~rks Engineer had prepared plans for the sewers for
the Avalon Park and school district .in the Country Glub Park area and that estimate
of same was satisfactory to the schools and that work should proceed at an early date.
~3BBISH - SOUTH~OOD
DISTRICT:
Mrs. Carlyle stated rubbish was being dumped in the Southwood Business District. This
matter was referred to the Health Department.
GARBAGE- PALAU
VIELAGE:
Councilman Cortesi asked the Superintendent of Streets who was to take care of the
garbage can at the entrance to Palau Village. Superintendent of Streets stated he
would check into this matter.
FRANCISCO TERRACE:
ADJOURNMENT:
Mr. Stuller of Francisco Terrace complimented the City Manager on the construction of a
walk adjacent to the highway and commended the Police Chief for taking care of traffic
conditions in Francisco Terrace. He stated he would like the large billboard removed
from Francisco Terrace. The City Manager stated he had contacted the S~andard Builders
and they would like the sign to remain there until the foundations of the last 12 houses
were laid. However, he will again take the matter up with the Standard Builders and
have the sign removed at an early date.
On motion of Councilman Sani, seconded by Councilman E~der and regularly carried the
meeting was adjourned to Monday, March 13th at 7:00 p.m.
