Present: Councilmen Victor Boido, Adolph Sani, Joseph Bracco, Fmtlio Cortesi
Absent: Council"mn Charles K. Elder
The meeting was called to order at 8 p. m. by Mayor Sani.
City Clerk having forwarded copy of the minutes of the previous meeting to all
councilmen, Mayor Sani asked if there were any errors or omissions. There being
none, the minutes were approved as submitted.
On the hearing of protests on the Mission Road outfall sewer, Councilman Bracco
moved, seconded by Councilman Cortesi, that the hearingbe postponed until
December 18, 1950 at 8 p. m. This motion was regularly carried.
Communication was received from the Recreation Commission recomending that Mr.
Armand S. Cohn be employed as part-time recreation director at Memorial Park
at a salary of $1.25 per hour, to fill the vacancy created by resignation of
Mr. Eugene Lovi. Councilman Bracco moved, seconded by Councilman Cortesi, that
the recommendation of the Recreation Commission be accepted. This motion was
regularly carried.
Communication was received from the Recreation Commission recommending that one
weeks vacation with pay be given Mr. Adolph Corruccini~ and that Mr. Ryan be
employed to assist with the wor~ during Mr. Corruccini's absence. Motion was
made by Councilman Cortesi, aeconded by Counci]m-n Boido and regularly carried,
that the recommendation of the Recreation Commission be accepted.
Communication was received from the Recreation Commission recommending that the
wages of J. Ryan and T. Bertini be increased from $1.10 to $1.25 per hour.
Motion was made by Councilman Bracco, seconded by Councilman Cortesi and regu-
larly carried, that the recommendation of the Recreation Commission be accepted.
Communication was received from Chief of Police Belloni advising that Police
Officer John Fabbri was inducted into the U. S. Army as of November 2~, 1950.
This communication was ordered filed.
Communication was received from John Fabbri, requesting leave of absence for
an indefinite period during his service in the ~nited States Army. Motion was
made by Councilman Bracco, seconded by Councilman Boido and regularly carried,
that leave of absence be granted Polic~ Officer John Eabbri during his service
in the United States Army.
Communication was received from Police Officer Dante M. Lombardi, tendering his
resignation as an employee of the Police Department, effective November 22, 1950.
Councilman Bracco moved, seconded by Councilman Boido, that Dante Lombardi's
resignation be accepted. This motion was regularly carried.
Communication was received from Fire Chief Welte advising that Fireman J. Brokaw
had been called back to service in the United States Navy as of October 31st.
Councilman Bracco moved, seconded by Councilman Cortesi, that Fireman J. Brokaw
be granted leave of absence during his service in the United States Na~y. This
motion was regularly carried.
Communication was received from Works Engineer Randlett, presenting for approval
plans and specifications for storm drain structures and fill for the proposed
Spruce Avenue Extension at an estimated cost of $25,410.00. Motion was made
by Councilman Cortesi, seconded by Councilman Boido and regularly carried, that
the plans and specifications for Spruce Avenue Extension storm drain be approved.
Application for a license to retail cosmetics at 224 Lux Avenue was presented
by RubyLiddell. As there was at present an established business at this location,
action on this application was laid over until December~8th.
Application for a business license for a barber shop at 1127 E1 Camino Real was
presented by James S. Petty. Motion was made by Councilmen Cortesi, seconded
by Council.mn Bracco and regularly carried, that license be granted.
Application was received from Leo G. DeLuca for a busLness license for a garage
at 208 - &th Lane. Motionwas made by Councilman Boido, seconded by Councilman
Cortesi and regularly carried, that business license be granted.
Communication was received from Larry Bini for permission to cut the curbing on
property at Baden & Maple Avenues for the purpose of engaging in parking lot
business. Councilman Bracco moved, seconded by Councilman Cortesi, that this
matter be referred to the Planning Commission..This motion was regularly carried.
Claims in the amount of $13,2~2.19 were approved by the Finance Committee.
motion duly made, seconded, and regularly carried, claims as submitted were
ordered paid.
ORDINANCE NO. 30~ An ordinance prohibiting the parking of motor vehicles on the east side of Bay-
PARKING BAYSHORE HIGHWAY:shore Highway between Grand Avenue and Pine Avenue, and on the west side of
Dubuque Avenue between Grand Avenue and Butler Avenue came up for adoption. This
ordinance was adopted by the following vote: Ayes, Councilmen Victor Boido,
Adolph Sani, Joseph Bracco, Emilio Cortesi; Noes, Councilmen, None; Absent,
Councilman Charles K. Elder.

CHOPE--MISSION ROAD
OUTFALL SEW~:
An ordinance providing for sewer rentals in the City of South San Francisco was
introduced and read in its entirety.
A letter was received from H. D. Chope, M. D., Director of Public Health and
Welfare, County Health Officer and ex-officio Health Officer of the City of South
San Francisco, with reference to Mission Road Outfall Sewer, and placed on record.
RESOLUTION NO. 1599
MISSION ROAD OUTFALL
SEWER:
Councilman Bracco introduced a resolution determining to undertake proceedings
for the construction of sanitary sewers in newly annexed territory. This reso-
lution was adopted by the unanimous vote of all members of the council present.
RESOLUTION NO. 16OO Councilman Cortesi introduced a resolution of intention to make changes and
CHANGES IN RES. NO. 159~:and modifications in Resolution No. 159~. This resolution was adopted by the
unanimous vote of all members of the council present.

Councilmau Boido introduced a resolution requesting consent of the county of
San Mateo to order the construction of sanitary sewers and to provide that the
costs shall be assessed on a special district under appropriate special assess-
ment and assessment bond acts. This resolution was adopted by the unanimous
vote of all members of the council present.
Councilman Bracco introduced a resolution calling for sealed proposals for
construction of sanitary sewers ink-newly annexed territory. This resolution was
adopted by the unanimous vote of all members of the council present.
Councilman Cortesi introduced a resolutice establishing prevailing wage scale
covering construction of Mission Road Outfall Sewer. This resolution was adopted
by theunanimous vote of all members of the council present.
The matter of decontroling of rents was taken up. Attorney Thomas Bocci, rep-
resenting property owners and landlords, addressed the council on the decontrol
of rents. He set forth many points in favor of rent decontrol. James Drury,
CIO representative, appeared on behalf of some of the renters and protested the
decontrol of rents. He stated a survey had been made and no vacancies were
found in the rent range of working classes. Mrs. Carlson, Mr. Nystrom, and Pete
Mairani also addressed the council and spoke in favor of rent decontrol. Mayor
Sani stated no action would be taken at this meeting and that the matter would
be laid over to December llth, at which time all were invited to express their
views. Acting City Attorney Lyons suggested that the representatives of rent
control and rent decontrol present surveys to the city council members previous
to the next meeting.

On motion of Councilman Cortesi, seconded by Councilman Bracco and regularly
carried, the meeting was adjourned te December 11, 1950 at 8 p. m.
