Elder, Adolph Sani, Joseph Bracco, Emilio Cortesi None The meeting was called to order at 8:10 p. m. by Mayor Sani. City Clerk having forwarded copy of the minutes of the previous meeting of December &, 1950 to all councilmen, Mayor Sani asked if there were any errors or omissions. There being non.e, the minutes were approved as submitted. Mayor Sani called on the representative of the landlords, Attorney Thomas Bocci, to present facts in support of rent decontrol. Attorney Bocci spoke at length on the iow rentals and stated the landlords were entitled to a fair return on their investment. A survey of the town had been made and he submitted a list of 20 units which were now for rent. Mr. Drury as a representative of the CIO spoke in favor of the tenants. He stated a survey had been made by the regional office of the Housing Expediter and this survey showed three units in the $75.00 to $100.00 rent range, and three units in the $100.00 to $150.00 range, with none in the lower range. This report was now in the Wsshington office. He suggested a committee be appointed to equalize rents. Mr. Mairani, Mrs. Carlson, and Mr. Frank Robinson spoke in favor of rent decontrol. Mr. Charles Robinson protested the decontrol of rents. Councilman Cortesi said he investigated the rent conditions and found various landlords were renting furnished places at $28.00 to $35.00 per month. He also found landlords who would increase rents greatly if rents were decontrolled. The City Attorney read a portion of the law pertaining to rent control as follows: "The Housing Expediter shall terminate the provisions of this title in any incorporated city, town or village upon receipt of a resolution of its governing body adopt- ed for that purpose in accordance with the applicable local law and based upon a finding by such governing body reached as the result of a public hearing held after ten (lO)'days' notice, that there no longer exists such a shortage in rental housing accommodations as to require rent control in such city, town or village;..." Councilman Elder moved that the City Attorney be instructed to draw up the necessary papers for rent decontrol. Councilman Bracco seconded this motion and same was regularly carried by the following roll call vote: Ayes, Councilmen Victor Boido, Charles K. Elder, Adolph Sani, Joseph Bracco, ~mtlio Cortesi; Noes, · Councilmen, None; Absent, Councilmen, None. Mr. Drury asked if the ruling of the council was made on the basis of the survey presented by Attorney Bocci. He was advised that the finding was based on the showing of the assembly present. Mr. Drurywished to be placed on record as being of the opinion that the ruling was based on the survey presented by the landlords, and his organization was prepared to take any steps necessary to pro- tect the tenants. Mayor Sani asked Attorney Bocci for the list of the 20 rental units so that same could be placed on record. ADJOURNMENT: Councilman Cortesi moved, seconded by Councilman Bracco, that a committee be appointed to receive and check complaints from tenants and landlords. This motion was regularly carried. Mayor Sani appointed the following committee: Councilmen Boido, Elder, Cortesi, & Bracco. On motion of Councilman Elder, seconded by Councilman Bracco and regularly carried, the meeting was adjourned to ~ p. m. Tuesday, December 12, 1950. Time of Adjournment - 9:15 p. m.
