ROLL CALL: Present: Absent: Councilmen Victor Boido, Charles K. Elder, AdolphSani, Joseph Bracco, Emilio Cortesi None CALL TO ORDER: MINUTES: The meeting was called to order at 8:10 p. m. by ~-~yor Sani. City 'Clerk having forwarded, copies of the minutes of the previous meetings of January 2, 1951 and January 8, 1951 to all councilmen, Mayor Sani asked if there we.re any errors or omissions. There being none, the minutes were approved as submitt ed. KARABATS DONAHOE SPECIAL OFFICERS: Communication was received from Chief of Police Belloni advising that appointment of George Karabats as special police officer at theArmour and Linden Avenues school crossing was cancelled January 12, 1951 and Robert A. Donahoe was appointed to replace him, effective January 15, 1951. Motion was made by Councilman Bracco, seconded by Councilman Boido and regularly carried, that the appointment of Robert A. Donahoe as special police officer be confirmed. POLICE SEP~GEANT EXAMINATION: Communication was received from the Personnel Board advising that promotional examination for the position of Sergeant of Police was completed ~ith the follow- ing results: Silvio Stagnaro - Final rating 75.66% Mario Blandini - Final rating 70.% and these men were placed on the eligible list in the order named. Mot ionwas duly made, seconded and carried, that this communication be filed. FIRMAN EXAMINATION: Communication was received from the Personnel Board advising that examination for the oosition of fireman had been completed and Don Barnes received a final rating of 74.9% and was placed on the eligible list. This communication was ordered filed. POLICE OFFICER EXAMINATION: Communication was received from the Personnel Board advising that examination for police officer was completed and Charles Johnston received a final rating of 85.17% and was placed on the eligible list as fifth on the list, there being two previous eligible lists in effect. This communication was ordered filed. DEPUTY CITY TREASURER: Communication was received from City Treasurer E. P. Kauffmann advising that he had appointed John J. Bonalanza as Deputy City Treasurer of the city. This com- munication was ordered filed. STOLEN DOG: Communication was received from the Humane Officer advising that a dog had been stolen from the City Pound January 7, 1951. This communication was ordered filed. LEAGUE DINNER: Communication was received from the Lea$~e of California Cities Peninsula Division advising of dinner meeting to be held January 18, 1951 at Bondy's Restaurant. Filed. R~NT CONTROL PETITION: Communication signed by seven tenants of the Carlson Apartments was received. Same was referred to the committee on rents. ANDERSON'S MERCHANT PATROL: Application was received from Lester W. Anderson for a license to engage in the business of merchant patrol. This application was referred to the Chief of Police. ~MERICAN LEGION DANCES: Communication was received from Bernard McCaffery Post No. 355, American Legion, advising that they will be holding a series of dances on Saturday nights beginhing January 20, 1951. Councilman Elder moved, seconded by CounciLman Cortesi, that permit be granted provided the necessary police protection is secured. This motion was regularly carried. ~ CLAIMS: Claims in the amount of $17,035.11 were approved by the Finance Committee. On motion duly made, seconded, and re~dlarly carried, claims as submitted were ordered paid. MONTHLY REPORTS: Reports for the month of December 1950 were submitted by the Chief of Police, City Judge, Fire Chief, Tax Collector, Building InsPector, Health Department, and Humane Officer. On motion duly made, seconded and regularly carried, reports as submitted were accepted. SPRUCE AVE. CROSSING: A notice was received from the Public Utilities Commission authorizing the city to construct a grade across the branch of the Southern Pacific Company at the Spruce Avenue extension as outlined in Application No. 31932. This notice was ordered filed. ZONING ORDINANCE AMENDMENT: RESOLUTION NO. 1621 SALE OF BONDS: RESOLUTION NO. 1622 STORM DRAINS--SPRUCE AVE. E~TENSION: RESOLUTION NO. 1623 VACATION NO. 1616: RESOLUTION NO. 1624 GARBAGE DUMP SITE AGREEMENT: AGRE~4ENT WITH SAN MATEO UOUNTY ON PRISONERS: RESOLUTION NO. 1625 BINI PARKING LOT: RECREATION COMMISSION APPOINTMENTS: RENT CONTROL: CIVIL DEFENSE: ADJOURNMENT: APPROVED: An ordinance amending Zoning Ordinance No. 269 was presented. Motion was made by Councilman Elder, seconded by Councilman Boido and regularly carried, that this ordinance be read by title only to be considered as the first reading. City Clerk then read title of the ordinance--AN ORDINANCE AMENDING ORDINANCE NO. 269 OF THE CITY OF SOUTH SAN FRANCISCO, CALIFORNIA, BEING THE ZONING ORDI- NANCE OF SAID CITY. Councilman Elder introduced a resolution calling for the public sale of $300,000.00 sewage disposal bonds, bids to be opened January 29, 1951. This resolution was adopted by the unanimous vote of all members of the council. Councilman Cortesi introduced a resolution providing for the construction of storm drains and fill for Spruce Avenue extension between the Southern Pacific Company, Valencia Branch and E1 Camino Real. This resolution was adopted by the unanimous vote of all members of the council. Councilman Bracco introduced a resolution vacating Resolution No. 1616, author- izing the execution of an agreement with the South San Francisco Land and Im- provement Company. This resolution was adopted by the unanimous vote of all members of the council. Councilman Boido introduced a resolution authorizing the execution of an agree- ment with the South San Francisco Land and Improvement Company for a garbage dump site in the city. This resolution was adopted by the unanimous vote of all members of the council. Councilman Elder moved, seconded by Councilman Boido, that the Mayor and City Clerk be authorized to sign an agreement with San Ymteo County, covering the payment for city prisoners housed in the countyjail. This motion was regularly carried. Councilman Br~cco introduced a resolution granting to L. Bini a revocable permit to o~erate a parking lot at Maple and Baden Aves. This resolution was adopted by the unanimous vote of all members of the council. Mayor Sani submitted the following for appointment to the Recreation Commission: Ethe~ Hernan Frank Eserini William Muzio Janet Seekamp Motion was made by Councilman Elder, seconded by Councilman Boido and regularly carried, tDmt the appointments as submitted by Mayor Sani be confirmed. Motion was made by Councilman Elder, seconded by Councilman Bracco and regularly carried, that the City Attorney be instructed to draw up a resolution thanking Mrs. $iebecker for her work while a member of the Recreation Commission. Mr. Charles Robinson addressed the council on rent control and thanked Council- man Cortesi for his efforts. He asked when renters could meet with the com- mittee on rents. Councilman Elder, as one of the committee, stated he felt the committee should meet with the landlords first and that the tenants should present their complaints in writing to the committee, Councilman Boido to act as Chairman of the committee on rent control. Councilman Cortesi stated he was of the opinion that the landlords did not act fairly in the matter of rents. Mayor Sani stated that there were only a few of the landlords against which com- plaints were registered. Councilman Elder suggested that Mr. Robinson present all facts to the committee before a joint meeting of tenants and landlords was held. Mayor Sani advised that a civil defense meeting would be held Tuesday, January 16, 1951 at 8 p. m. at the City Hall and all were invited to be present. On motion of Councilman Elder, seconded by Councilman Bracco, and regularly carried, the meeting was adjourned to Monday, January 29, 1951 at 8 p. m. Time of Adjournment - 9:15 p. m.
