Elder, Adolph Sani, Joseph Bracco Absent: Councilman Emilio Cortesi CALL TO ORDER: MINUTES: The meeting was called to order at 8:05 p. m. by Mayor Sani. Councilman Elder suggested that Resolution No. 1632, referring to Southern Pacific grade crossing, be clarified by inserting in the minutes "The City Council suggested an alternate proposal that the San Francisco Municipal Street Car Line No. 40, now abandoned, be used as a possible bypass for traffic". The City Clerk was instructed to make the necessary correction. The minutes were then approved. VARIANCE Pk]LMIT STONECREST CORP: Communication was received from the Planning Commission recommending the granting of a variance permit to the Stonecrest Development Corporation to change front setbacks on lots 28 to 49 in Block 6, Winston Manor. Motion was made by Council- man Elder, seconded by Councilman Boido and regularly carried, that the recom- mendation of the Planning Commission be accepted. WESTVI~ TERRACE PRELIMINARY MAP: Communication was received from the Planning Commission recommending that no action be taken on the Westview Terrace preliminary map until such time as the Stonecrest Corp. and the Standard Const~ction Co. get together on an overall street pattern for their combined holdings. This communication was ordered filed. SAN BRUNO ROAD--BAYSHORE Communication was received from the Planning Commission recommending that the HICMWAY COh~ECTING: Works Engineer make the necessary surveys and right-of-ways maps to connect San Bruno Road to Bayshore Hizhway as shown on the master street plan. Motion was made by Councilman Elder, seconded by Councilman Boido and regularly carried, that the recommendation of the Planning Comn~ssion be referred to the Works Engineer with instructions to make the necessary surveys. RECREATION COMMISSION CONVENTION: CommunicatiOn was received from the Recreation Commission recommending that Mr. A. Buljan and Mr. F. Eserini be authorized to represent the Recreation Department at the Third Annual California State Conference to be held at San Diego February 13th to 16th, 1951 with an expense allowance of $103.00 for each. Motion was made by Councilman Bracco, seconded by Councilman Elder, that the recommendation of the Recreation Commission be accepted and that two delegates be sent to the conference at San Diego with expense allowance of $103.00 each. This motion was regularly carried. RAFFAELLI SELECTIVE SERVICE: Communication was received from Superintendent of Streets Schweining advising that Raymond L. Raffaelli of the Park Department had been ca~led in the U. S. Selective Service January 23, 1951 and recommending that he be given a leave of absence. Motion was made by Councilman Bracco, seconded by Councilman Elder and regularly carried, that the recommendation of the Superintendent of Streets be accepted and that Raymond L. Raffaelli be granted a leave of absence during the time he is in the U. S. Selective Service. STAGNARO POLICE SERGEANT: Communication was received from Chief of Police Belloni advising that Officer Silvio Stagnaro had been advanced to the rank of Sergeant of Police February 1st with an increase in salary from $300 to $325 per month. Motion was made by Councilman Boido, seconded by Councilman Bracco and regularly carried, that Officer Silvio Stagnaro be appointed to the rank of Sergeant of Police with an increase in salary to $325 per month, as recommended by the Chief of Police. S. NIERI-HOUSING AUTHORITY: Communication was received from the Housing Authority advising that the term of Commissioner S. Nieri expires ~rch 31, 1951 and recommending the reappointment of Mr. Nieri as a Commissioner. This communication was ordered filed. REICHARDT GASOLINE TANK: Communication was received from Otto H. Reichardt Duck Farm requesting aporoval for the installation of a fifty gallon underground gasoline tank on their prop- erty. As Assistant Fire Chief Brauns approved of this installation, motion was made by Councilman Elder, seconded by Councilmsn Boido and regularly carried, that permission be granted. HOME CONSTRUCTION CO. GASOLINE TANK: Communication was received from the Home Construction Co. requesting permission to increase the storage to 30,000 ~allons underground storag~ at their service station, Baden Avenue and Bayshore Highway. As Assistant Fire Chief Brauns ap- proved of this installation, Councilman Bracco moved, seconded by Council~mn Elder, that permission be granted. This motion was regularly carried. CIVIL SERVICE EMPLOYE¥S ASSN.-WAGE INCREASE: Communication was received from the Civil Service Employees Association requesting an increase of $35 per month for each city employee in the lower brackets with corresponding increases in the higher paid brackets. This communication was or- dered filed for future consideration when budgets are made up. LOTTICE BUSINESS LICF~SE: Application for a license to conduct fresh fruit and vegetable business at 220 Grand Avenue was submitted by Frank Lottice. Motion was made by Councilman Elder, seconded by Councilman Bracco, and regularly carried, that business license be granted Frank Lottice, subject to the approval of the Health Department. l0 RECREATION COmmISSION MISS SANGENITO: Communication was received from the Recreation Commission recommending that Miss Peggy Jo Ann Sangenito be employed as a recreation leader at $1.10 per hour for thirty day probationary period at the Orange Avenue Memorial Park. Motion was made by Councilman Bracco, seconded by Councilman Boido and regularly carried, that the recommendation of the Recreation Commission be accepted. CARNIVAL-MJYRGARET McCLOSKEY: Communication was received from Mrs. Margaret McCloskey requesting permission to operate the Centennial Greater Shows on lot at East Grand Avenue and Industrial Way for a period of six days, March 6th thru March llth. Motion was made by Coun- cilman Bracco, seconded by Councilman Boido and regularly carried, that this ap- plication be held over to the next regular meeting to allow the council members time to consider same. REAL F~TATE ASSN. OF SAN FRANCISCO-ORD. 306: Communication was received from the Real Estate Association of San Francisco ob- jecting to Ordinance No. 306 and requesting consideration be given to the repeal of this ordinance. Motion was made by Councilman Elder, seconded by Councilman Boido and regularly carried, that this communication be referred to the city attorney. CLAIMS: Claims in the amount of $19,O34.45 were approved by the Finance Committee. Dn motion duly made, seconded, and regularly carried, claims as submitted were ordered paid. MONTHLY REPORTS: Reports for the month of January 1951 were submitted by the Humane Officer and City Judge. Report for month of December 1950 was submitted by the Public Library. On motion duly made, seconded, and regularly carried, reports as submitted were accepted. ZONING ORDINANCE AMEEDMEN T: An ordinance amending Zoning Ordinance No. 269 was presented. Motion was made by Councilman Elder, seconded by Councilman Boido and regularly carried, that this ordinance be read by title only to be considered as the first reading. City Clerk then read title of ordinance--"AN ORDINANCE AMENDING ORDINANCE NO. 269 OF THE CITY OF SOUTH SAN FRANCISCO, CALIFORNIA, BEING THE ZONING ORDINANCE OF SAID CITY". RESOLUTION NO. 1633 Councilman Bracco introduced a resolution authorizing and directing the city at- CONDEMNATION PROCEEDINGS:torney to prepare and file a complaint for the purpose of acquiring certain land on El Camino Real. This resolution was adopted by the unanimous vote of all mem- bers of the council Dresent. FIR~.~N BARNES: Motion was made by Councilman Elder, seconded by Councilman Boido and regularly carried, that Don I. Barnes be aopointed to the Fire Department, effective Feb. 1st. STERLING TERRACE COMPLAINTS: City Manager Larwood stated Messrs. Finson and Oddstadt of the Sterling Corp., Works Engineer Randlett and himself called on some of the residents of Sterling Terrace and suggested to them that they arrange for a meeting with all concerned at a later date to work out a solution to the drainage problem in this area. ADJOURNMENT: On motion of Councilman Elder, seconded by Councilman Boido and regularly carried, the meeting was adjourned to Wednesday, February 7, 1951 at ~:30 p. m. Time of adjournment - 8:35 p. m.
