The meeting was called to order at 8 p. m. by Mayor Sani.
City Clerk havin~ forwarded copies of the minutes of the previous meetings
of Feb. 5, 1951 and Feb. 7, 1951 to all councilmen, Mayor Sani asked if there
were any errors or omissions. There ~eing none, the minutes were approved as
submit t ed.
Communication was received from the Planning Commission approving the final
map of Sterling Manor No. 2. Motion was duly made, seconded and carried,
that same be accepted.
Communication was received from the Works Engineer recommending that the final
map of Sterling ~nor No. 2 be approved, subject to the following conditions~
That an agreement and bond, in the amount of $130,000.00 be provided to
~uarantee installation of street improvements. That an agreement be orovided
to conform to Section d.d5 of the Subdivision Ordinance, which requires that
the Subdivider shall pay a fee of ~i~50.00 per Lot, or to agree to pay his pro-
rata share of any bonded indebtedness. Motion was made by Councilman Elder,
seconded by Councilman Boido and regularly carried, that the recommendations
of the Works Engineer be accepte~ and that final map of Sterling Manor No. 2
be approved subject to the provisions as set forth in the Works Engineer's
lett er.
Communication was received from the Works Engineer advising that street im-
provements in Sterling Terrsce No. & had been completed and recommending that
same be accepted. Motion was made by Councilman Elder, seconded by Councilman
Bracco and re.gularly carried, that the recommendation of the Works Engineer
be accepted and the street improvements in Sterling Terrace No. ~ be accepted.
Communication was received from the [forks Engineer enclosing change order
amounting to approximately ~580.00 with reference to the sewage disposal
plant. Motion was made by Councilman Elder, seconded by Councilman Boido and
regularly carried, that change order as submitted by the Works Engineer be
accepted.
Con~nunication was received from the ]Jerks Engineer submitting 6onstruction
Progress Reoort and Distribution of Construction Costs Report for the joint
sewage disposal plant for the month of January and recommending a progress
payment be made to the M & K Corporation in the amount of ~A1,869.22. Motion
was made by Councilman Bracco, seconded by Councilman Elder, that a progress
payment be made to the M & K Corporation in the s~mount of $41,869.22 and that
the City of San Bruno be billed for their ~ortion or $7,913.61. This motion
was regularly carried.
Communication was received from Chief of Police Belloni advising thst Officer
Whipple completed two years service ,on February 16, 1951 and was entitled to
an increase in ssl~ry to $290.00 per month. Motion was made by Councilman
Bracco, seconded by Councilman Cortesi that the salary of Officer ~hipple be
increased to $290.00 per month as he had completed two years service in the
Police Department. This motion was regularly carried.
Communication was received from Chief of ?olice Belloni advising that Charles
Warner Johnston had commenced duties as a police officer on one year's pro-
bationary period as of February. 13, 1951. Motion was made by Councilman
Elder, seconded by Councilman Boido and re~onlarly carried, that the appoint-
ment of Charles Warner Johnston as police officer be confirmed.
Communication was received from the United Steelworkers of America asking
that the City Council take steps for the relief of renters. A list was attached
showing the increases of various rental units. This communication was refer-
red to the committee on rent control.
Communication was receivedfrom Charles d. Robinson protesting the increase in
rent on apartment which he was living in. This communication was referred to
the committee on rent control.
Communication was received from the City of Burlingame asking that the City
of South Ssn Francisco support action in an e~fort to have the San Francisco
Utility Commission placed under State jurisdiction. This comnunication was
referred to Assemblyman Richard Dolwig.
Communication was received from the Peck's ~{ubdivision Community Club thank-
ing the Council, Police Department and Street Department for their prompt
action in correcting the condition at the Atlas Roofing Company. This com-
munication was ordered filed.

PENINSULA BUS LINE
RATE INCREASE:
Notice was received from the Public Utilities Co~ission of the State of
California, advising that hearing would be held Wednesday, February 28th at
10 a. m. in the Commission Courtroom, State Building, San Francisco in the
matter of Peninsula Bus Lines increase in fares. This notice was referred to
the City Manager.
CLAIMS:
Claims in the amount of $14,196.42 were approved by the Finance Committee.
On motion duly made, seconded, and regularly carried, claims as submitted were
ordered paid.
MONTHLY REPORTS:
Reports for the month of January 1951 were submitted by the Chief of Police,
Buildinf. Inspector, and Library. On motion duly made, seconded, and regularly
carried, reports as submitted were accepted.
STERLING MANOR NO. 2
STREET IMPROVEMENTS:
Communication was received from the Hillside Manor Corporation requesting that
the improvement plans for Sterling Manor No. 2 be accepted. As the %brks
Engineer advised that these plans were not complete, this matter was laid over
till the next meeting.
PACIFIC E~LOYERS INSURM~CE
CO~ANY POLICE CAR:
Communication was received from the Pacific Employers Insurance Company attach-
in~ two copies of a release in the amount of $1310.O0 covering 1950 Chrysler
Sedan damaged in accident Feb. ll, 1951. Motion was made by Councilman Elder,
seconded by Councilman Bracco and regularly carried, that settlement as sub-
mitted by the Insurance Comoany be accepted and the Mayor and City Clerk be
authorized to sign the release.
ORDINANCE NO. 310
AMenDING ZONING ORDINANCE:
An ordinance amending Zoning Ordinance No. 269 came up for second reading.
Motion was made by Councilman Bracco, seconded by Councilman Elder and re?u-
larly carried, that this ordinance be read by title only. City Clerk then
read title of ordinance: "AN ORDINANCE AMa]DING ORDINANCE NO. 269 OF THE CITY
OF SOUTH S~N FRANCISCO, CALIFORNIA, BEING THE ZONING ORDINAYCE OF SAID CITY".
This ordinance was adopted by the following vote: Ayes, Councilmen Victor
Boido, Charles K. Elder, Adolph Sani, Joseph Bracco, Emilio Cortesi; Noes,
Councilmen, None; Absent, Councilmen, None.
DANCE ORDINA?.~CE:
An ordinance regulating, public dances was submitted. Motion was made by
Councilman Cortesi, seconded by Councilman Elder and regularly carried, that
this ordinance be read by title only to be considered as the first reading.

ORDINANCE NO. 311
CIVIL DEFE>~SE:
RESOLUTION NO. 1634
TANFO%IN CO. DEED:
An ordinance relating to civil d~fense and disaster was presented and read in
its entirety. As this was an emergency ordinance, same was adopted by the
followin~ vote: Ayes, Councilmen Victor Boido, Char]es K. Elder, Adolph Sani,
Joseph Bracco, Fmilio Cortesi; Noes, Councilmen, None; Absent, Councilmen, None.
A deed from the Tanforan Company conveying certain property to the City of
South San Francisco was presented. Councilman Elder introduced a resolution
accepting this deed from the Tanforan Co. This resolution was adopted by the
unanimous vote of all members of the Council.
RESOLUTION NO. 1635
SPRUCE AVenUE EXTE~SION
CONTRACT:
Councilman Cortesi introduced a resolution awarding contract for the construction
of storm drains and fill on Spruce Avenue Extension to the lowest bidder, R.A.
FARISH. This resolution was adopted by the unanimous vote of all members of
the council.
RESOLUTION NO. 1636 Councilman Boido introduced a resolution adopting rules and regulations for the
POLICE RI~ES AND REGULiTIONS: government of the Police Department of the City. This resolution was adopted
by the unanimous vote of all members of the council.
POLICE CAR BIDS:
The $ity Manager advised that he and the Chief of Police had asked for offers
on the ~ecked police car. The Owl Garage, Colma, submitted the highest
offer, $850.00. Motion was made by Councilman Bracco, seconded by Councilman
Elder, that the offer of the Owl Garage, Colma, in the amount of ~850.00 for
the wrecked Chrysler automobile be accepted.
CARNIVAL-MRS. McCLOSKEY:
Motion was made by Councilman Elder, seconded by CounciLman Bracco, and regularly
carried, that the request of Mrs. Margare~t McCloskey for a permit to operate
a carnival be denied.
STERLING TERRACE COMPLAINTS:
Mayor Sani advised that he, the City Manager, and Mr. Oddstadt and Mr. Finson
met with residents of Sterling Terrace and all matters with reference to drainage
conditions were to be taken care of at an early date.
BRENTI~OOD SIGNALS:
Mr. Stuller of Francisco Terrace asked if deed for property in front of Brent-
wood had been delivered to the city. He was advised that deed was in the hands
of the Title Company and would pos~ibly be received by the city sometime this
week.
STERLING TERRACE PAYMENTS:
Mr. Kolesby of Paradise Valley stated some of the residents of Sterling Terrace
had received notice from the bank of increase in their monthly rayments due
to tax increases and asked if same could be explained to him. The City Manager
explained that a special election was held in June 1950 placing the Fire,
Police and Street workers on a five day week and the added expense would no
doubt account for some of this increase, but that the matter should be taken
up ~th the bank for a breakdown of their monthly payments. Mr. Rocca of the
Bank of ,~nerica was present and explained the workings of the banks with ref-
erence to loans on houses and advised that the banks should submit a statement
showing the various items included in the oayments.

Mrs. tternan asked that the council give consideration to t he abatement of
mosquitoes. She was advised that the council had this in mind.
Mr. Stuller asked what consideration had be~n given to sewer rmntal. 'the
City Manager advised him that sewer rental would start in March and a
method was being worked out by the City Clerk providing for the mailing in
of monthly payments.
On motion of Councilman Elder, seconded by Councilman Boido an~ regularly
carried, the meeting was adjourned to Monday, ~rch 5, 1951 at 8 p. m.
