HomeMy WebLinkAboutMinutes 1951-03-19REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO HELD MONDAY, MARCH 19, 1951 PLACE: TIME: Council Chambers, City Hall 8p.m. ROLL CALL: Present: Absent: Councilmen Victor Boido, Charles K. Elder, Adolph Sani, Joseph Bracco, Emilio Cortesi None CALL TO ORD,: MINUTES: The meeting was called to order at 8:10 p. m. by Mayor Sani. City Clerk having forwarded copy of the minutes of the previous meeting of March 5, 1951 to all councilmen, Mayor Sani asked if there were any errors or omissions. There being none, the minutes were approved as submitted. PROGRESS R~PORT SEWAGE DISPOSAL PLANT: Communication was received from the Works Engineer submitting the February Construction Progress and Distribution of Construction Costs Report, cover- ing the sewage disposal plant and recommending that a progress payment be made to the M & K Corporation in the amount of $A3,66~.07, of which $8,A16.20 was to be billed to the City of San Bruno. Motion was made by Councilman Bracco, seconded by Councilman Boido and regularly carried, that the recom- mendation of the Works Engineer be accepted and payment in the amount of $~3,66~.07 be made to the M & K Corporation. TIME EXTENSION-MISSION ROAD OUTFALL SEW~: Communication was received from the Works Engineer, with copy of letter from Barrett & Hilp, requesting an extension of contract time for the com- pletion of Mission Road Outfall Sewer. The Works Engineer recommended that the contractor be granted an extension of time to April 2, 1951. Motion was made by Councilman Elder, seconded by Councilman Boido and regularly carried, that the recommendation of the Works Engineer be accepted and the contractor be granted an extension of time to April 2, 1951 in which to complete the Mission Road Outfall Sewer work. OFFICER RODONDI ILLNESS: Communication was received from the Chief of Police advising that Officer A. Rodondi had been off duty due to illness from March 2nd to 12th inclusive. This communication was ordered filed. SEV~INI SALARY INCREASE: Communication was received from the City Manager recommending ~hat city em- ployee Clemente Severini be appointed head gardener at Orange Avenue Memorial Park at the rate of $290.00 per month, effective March l, 1951~ Motion was made by Councilman Elder, seconded by Councilman Cortesi and regularly car- ried, that the recommendation of the City Manager be accepted. RECREATION COM~tISSION OFFICERS: Communication was received from the Recreation Commission advising that elec- tion of officers had been held February 26th and that Wm. Muzio was re-elected Chairman and Mrs. D. Hynding was elected to Vice-Chairman. This communication was ordered filed. BUSINESS M~N' S ASSN. PARKING METES: Communication was received from the Business Men's Association advising that at their last meeting they went on record recommending the city refrain, if possible, from citing meter violators up to eleven o'clock in the morning. This communication was referred to the Chief of Police and City Attorney. MARY SEVERI CLAIM: Communication was received from Attorney Henry W. Schaldach enclosing claim on behalf of Mary E. Severi against the City of South San Francisco. Motion was made by Councilman Bracco, seconded by Councilman Cortesi and regularly carried, that this claim be rejected. SCHOOL BOARD SUNSHINE GARDENS: Communication was received from the South San Francisco Unified School Dis- trict asking that the City delay approval of the Sunshine Gardens Subdivision until an adequate site, approved by the school officials, had been set aside. Mayor Sani stated the School Board should be contacted to find out Just how much land was desired and the location, but that the subdividers should not be held up in their construction work. The Works Engineer stated the Atlas Realty, the Stoneson Corp. and the School Board had met and discussed this matter. This matter was referred to the City Manager~ LADIES APPAREL SHOP BUSINESS LICENSE: Application was submitted by Alice L. Groulx for a business license for a ladies apparel shop at ll~ Hazslwood Drive. Motion was made by Councilman Elder, seconded by Councilman Bracco and regularly carried, that license be granted. AUTO WRECKING EL CAMINO REAL: Application for an auto wrecking license under the name of Joe's Auto Wreck- ing at 9A8 E1 Camino, was submitted by Joseph A. Howarth and Joseph A. Lucchese. Motion was made by Councilman Elder, seconded by Councilman Boido and regu- larly carried, that license be denied dueto the fact that this location is not zoned for this type of business. MILLBRAE POLI CE CALLS: Communication was received from the City of Millbrae expressing gratitude for the service rendered by the South San Francisco Police Department in relaying messages to the Millbrae police patrol cars. This communication was ordered filed. CLAIM~: Claims in the amount of $31,418.38 were approved by the Finance Committee. On motion duly made, seconded and regularly carried, claims as submitted were ordered paid. MONTHLY REPORTS: ANGLE PARKING ORDINANCE: ORDINANCE REPEALING ORDINANCE NO. 296: ANGLE PARKING ORDINANCE: RECONSID~ ORDINANCE NO. 312: VACATING ORDINANCE NO. 312: DANCE ORDINANCE: ABANDONMENT PETITION STONESON: RESOLUTION NO. 1638 INTENTION TO VACATE PUBLIC HIGHWAY: RF~SOLUTION NO. 1639 SEWER R~NTALS: STERLING MANOR NO. 2 IMPROVEMENTS: AUDITORIUM: REPAIRING TANFORAN AVENUE: KAISER PROPERTY: POLICE AND FIRE RULES: FIRE DEPT. CAPTAIN: RESOLUTION NO. 1640 BRENTWOOD DRk~: RESOLUTION NO. 16~1 CANCELLATION OF TAXES BRENTW00D: Reports for the month of February 1951 were submitted by the City Judge, Police Chief, Fire Chief, Building Inspector, Tax Collector, Health Dept., Library and Humane Officer. On motion duly made, seconded and regularly carried, reports as submitted were accepted. City Attorney advised that the ordinance on angle parking, introduced at the last meeting, was not what the Division of Highways desired and should be tabled. Motion was made by Councilman Elder, seconded by Councilman Boido and regularly carried, that this ordinance be tabled. An ordinance reoealing Ordinance No. 296, covering angle parking, was introduced. Motion was made by Councilman Bracco, seconded by Councilman Elder and regularly carried, that this ordinance be read by title only to be considered as the first reading. City Clerk then read title of ordinance: "AN ORDINANCE REPEALING ORDI- NANCE NO. 296 ENTITLED: "AN ORDINANCE PROVIDING FOR ANGLE PARKING OF AUTOMOBILES IN THE SOUTHWOOD AND BREN~4)OD BUSINESS DISTRICTS OF THE CITY OF SOUTH SAN FRAN- CISCO", ADOPTED APRIL 17, 1950". An ordinance providing for angle parking of automobiles on E1 Camino Real between Orange Avenue and Ponderosa Road was introduced and read in its entirety. Motion was made by Councilman Elder, seconded by Councilman Boido and regularly carried that motion adopting Ordinance No. 312 be reconsidered. Motion was made by Councilman Boido, seconded by Councilman Elder and regularly carried, that motion adopting Ordinance No. 312 be vacated. An ordinance regulating public dances in the City of South San Francisco was in- troduced and read in its entirety. A petition for abandonment of certain roadway from E1 Camino Real to Junipero Serra, signed by theJoint Highway District No. 10 of the State of California and the Stoneson Development Corp., was read and filed. Councilman Elder introduced a resolution of intention to vacate the public high- way adjacent to property of the Stoneson Development Corporation in the City of South San Francisco. This resolution was adopted by the unanimous vote of all members of the council. Councilman Bracco introduced a resolution establishing sewer rentals and rules and regulations in connection with domestic sewage and industrial waste. This resolution was adopted by the unanimous vote of all members of the council. The Works Engineer stated improvements in Sterling Manor No. 2 should be worked out by next meeting. Councilman Bracco stated he had given a good deal of thought to the matter of a civic auditorium and would like to go on record in favor of same. He suggested that a committee be appointed to figure out details as to the location and size of an auditorium. The other council members expressed themselves in favor of this suggestion. Mayor Sani stated he would appoint a committee at a later date which would consist of representatives from all organizations. Councilman Cortesi said he found that the city Street Department was repairing Tanforan Avenue and asked if this was right as long as the city of San Bruno was collecting taxes. This matter was referred to the City Manager. Councilman Cortesi stated there was a hole on the property of the H. J. Kaiser Company, which contained about ten feet of water. He claimed this was a hazard- ous condition and should be remedied. The City Manager stated he would take care of this matter.' Councilman Elder said that Co~ucilman Boido and Chief of Police Belloni should be commended for the set of police regulations drawn up. He said that a set of regu- lations should be drawn up for the Fire Department along these lines. Fire Chief Welte stated he had submitted a set of regulations at various times to previous councils, but that nothing had been done. However, he would be willing to draw up a set of regulations and submit same to the council. Councilman Elder asked why nothing had been done on the office of Captain of the Fire Department. The City Attorney advised that he would go into this matter if the council desired. Motion was made by Councilman Elder, seconded by Councilman Bracco and regularly carried, that the City Attorney, with the help of the Fire Chief, be instructed to draw up a resolution for the office of Captain in the Fire Department. Councilman Cortesi introduced a resolution accepting deed from the Brentwood Co. to the City of South San Francisco. This resolution was adopted by the unanimous vote of all members of the council. The City Manager stated that with the accepting of the Brentwood Company deed, the State Highway Division would be in a position to proceed with the arrangements for the installation of signals. Councilman Boido introduced a resolution directing cancellation of taxes for the City of South San Francisco on certain parcel of land reserved for future highway in the Brentwood Subdivision No. 1. This resolution was adopted by the unanimous vote of all members of the council. COUNTY TAX CANCELLATION: Motion was made by Councilman Elder, seconded by Councilman Bracco and regularly car- tied, that the City Clerk notify the County Assessor of the transfer of property des- ignated in the deed from the Brentwood Company to the city, and request that 1951-52 taxes be cancelled. COUNTY TAXES LOTS 5 & 6 BLOCK 126: Motion was made by Councilman Elder, seconded by CounciLman Boido and regularly carried, that the City Clerk request the County Assessor to cancel taxes forthe year 1951-52 on lots 5 & 6 Block 126.
