Present: Councilmen Victor Boido, Charles K. Elder, Adolph Sani, Joseph Bracco,
Emilio Cortesi
Absent: Councilmen, None.
CALL TO ORDER:
MINUTES:
The meeting was called to order at 8:15 p. m. by Mayor Sani.
City Clerk having forwarded copies of the minutes of the previous meetings of
March 19, 1951 and March 26, 1951 to all councilmen, Mayor Sani asked if there
were any errors or omissions. There being none, the minutes were approved as sub-
mitted.
CHESTNUT AVENUE PLANS
& SPECIFICATIONS:
Communication was received from the Works Engineer presenting plans and specifi-
cations for the improvement of Chestnut Avenue, and recommending that these plans
and specifications be approved. Motion was made by Councilman Elder, seconded by
Councilman Boido and regularly carried, that the recommaendation of the Works Engin-
eer be accepted.
SEWAGE PLANT CHANGE
ORDERS:
Communication was received from the Works Engineer recommending approval of change
orders Nos. 6 & 7 at the sewage treatment plant. Motion was made by Councilman
Elder, seconded by Councilman Boido and regularly carried, that the recommendations
of the Works Engineer be accepted.
POLICE OFFICERS ILLNESS: Communication was received from Chief of Police Belloni advising that Sergeant
Stagnaro and Officer Cortez had been absent various days dueto illness. This com-
munication was ordered filed.
FIRST BAPTIST CHURCH:
Resolution was received from the Planning Commission recommending the granting of
a variance and adjustment permit to the First Baptist Church. Action on this matter
was laid over till the next meeting~
STONESON CORPORATION
PERMIT:
Resolution was received from the Planning Commission recommending the granting of a
variance and adjustment permit to the Stoneson Development Corporation. Motion was
duly made, seconded and carried, that the recommendation of the Planning Commission
be accepted.
VARIOUS USE PERMITS:
Resolutions were received from the Planning Commission recommending the granting of
use permits to Virgil R. Theim, Julio Fambrini, and Antonio Molinu. Motion was
made by Councilman Bracco, seconded by Councilman Cortesi and regularly carried,
that the recommendations of the Planning Commission be accepted.
CONRAD DELCO CLAIM:
Claim for damages in the amount of $5118.OO, for account of Conrad Delco, was filed
by Attorney Joseph F. O'Malley. Motion was made by Councilman Elder, seconded by
Councilman Boido and regularly carried, that this claim be rejected.
TIME EXTENSION MISSION
ROAD OUTFALL SEWER:
Communication was received from the Works Engineer recommending that Barrett & Hilp,
the contractors for the Mission Road Outfall Sewer, be Eranted an extension of two
weeks for the completion of this job, and that penalty be assessed if the work is
not completed at that time. Motion was made by Councilman Elder, seconded by Coun-
cilman Boido and regularly carried, that the recommendation of the Works Engineer
be accepted and that extension of time, with certain provisions, be allowed Barrett
& Hilp.
LAW ENFORCEMENT ASSN.
MEETINGS:
RESOLUTION NO. 1643:
Communication was received from District Attorney Dematteis requesting that police
officers be urged to attend law enforcement classes of instruction. As the City
Attorney had prepared resolution covering this matter, Councilman Boido introduced
this resolution, requiring police officers to attend schools for instruction. This
resolution was adopted by the unanimous vote of all members of the council.
ALUMNI ASSOCIATION
DANCE:
CLAIMS:
Communication was received from Louis Baldini requesting permission for the South
San Francisco Alumni AssoCiationto hold a dance at the Buri Buri Auditorium on
Saturday, April 28, 1951. Motion was made by Councilman Cortesi, seconded by Coun-
cilman Bracco and regularly carried, that permission be granted.
Claims in the amount of $18,358.7& were approSed by the Finance Committee. On
motion duly made, seconded and regularly carried, claims as submitted were ordered
paid.
ORDINANCE NO. 313
REPEALING NO. 296:
Ordinance repealing Ordinance No. 296 came up for second reading. Motion was made
by Councilman Elder, seconded by Councilman Boido and regularly carried, that this
ordinance be read by title only. City Clerk then read title of ordinance--"AN
ORDINANCE REPEALING ORDINANCE NO. 296 ENTITLED: "AN ORDINANCE PROVIDING FOR ANGLE
PARKING OF AUTOMOBILES IN THE SOUTHWOOD AND BRENTWOOD BUSINESS DISTRICTS OF THE
CITY OF SOUTH SAN FRANCISCO", ADOPTED APRIL 17, 1950". This ordinance was adopted
by the unanimous vote of all members of the council.
ORDINANCE NO. 31&
ANGLE PARKING:
An ordinance providing for angle parking of automobiles on E1 Camino Real between
Orange Avenue and Ponderosa Road came up for second reading and was read in its
entirety. This ordinance was adopted by the unanimous vote of all members of the
council.
ORDINANCE NO. 315
DANCES:
An ordinance regulating public dances in the City of South San Francisco came up for
second reading. This ordinance was adopted by the unanimous vote of all members of
the council.
RESOLUTION NO. 1644
REMOVE WEEDS:
Councilman Cortesi introduced a resolution to remove weeds now growing upon streets in
the city. This resolution was adopted by the unanimous vote of all members of the
council.
RESOLUTION NO. 16~5
POLICE RULES AND
REGULATIONS:
Councilman Boido introduced a resolution adopting rules and regulations for the
Police Department of the city. This resolution was adopted by the unanimous vote of
all members of the council.
RESOLUTION NO. 1646
FIRE DEPT. CAPTAIN:
Councilman Elder introduced a resolution amending the Personnel Rules and Regulations
by adding a section covering rank of Captain in the Fire Department. This resolution
was adopted by the unanimous vote of all members of the council.
RESOLUTION NO. 1647
DISCLAIM~{-CAPE
ESPERANCE:
Councilman Bracco introduced a resolution authorizing a disclaimerwith respect to
land ihvolved in suit of the United States of America vs. certain parcels of land in
the City of South San Francisco. This resolution was adopted by the unanimous vote
of all members of the council.
RESOLUTION NO. 16~8
STOP SIGNS BRE~TWOOD:
Councilman Cortesi introduced a resolution providing for the installation of stop
signs in the Brentwood Subdivision area. This m~l~a-was adopted by the unanimous

RESOLUTION NO. 1649
VACATE PROPERTY
STONESON CORP:
Councilman Elder introduced a resolution of intention to vacate the public highway
adjacent to property of the Stoneson Development Corporation. ~This resolution was
adopted by the unanimous vote of all members of the council.
PARKING METER TIME
LIMIT:
Chief of Police Belloni reported that the parking meter matter, as suggested by the
Business Men's Association, had been taken care of.
HOLE NEAR KAISER
PROPERTY:
Councilman Cortesi again brought up the matter of the deep hole on the Southern
Pacific property near Kaiser Company. The city manager was instructed to contact
Mr. Jordan of the Southern Pacific Company on this matter.
FIRE DEPARTMENT
EXAMINATION:
Motion was made by Councilman Elder, seconded by Councilman Bracco, and regularly
carried, that the Personnel Board be requested to call for examination for Captain
in the FireDepartment.
LIND~ AV~UE CROSSING
SIGNALS:
Councilman Bracco stated that the Southern Pacific was installing automatic gates
at the Butler Avenue railroad crossing and asked that the council go on record re-
questing the Southern Pacific Co. to install automatic gates at the Linden Avenue
crossing. The City Manager was requested to contact the Southern Pacific Co. on this
matter.
RUBBISH-BEACH:
Councilman Cortesi stated that there were a great number of rocks and broken bottles
on the beach ground and was of the opinion same should be removed. Mayor Sani sug-
gested that Councilman Cortesi take care of this matter as long as he had funds in
the budget.
ADJOURNMENT:
On motion of Councilman Bracco, seconded by Councilman Boido and regularly carried,
the meeting was adjourned to April 6, 1951 at ~:30 p. m.
