OF SOUTH SAN FRANCISCO HELD MONDAY, APRIL 16, 1951

The meeting was called to order at 8:05 p. m. by Mayor Sani.
City Clerk having forwarded copies of the minutes of the previous meetings of
April 2, 1951 and Aprdl 6, 1951 to all councilmen, Mayor Sani asked if there were
any errors or omissions. There being none, the minutes were approved as submitted.
Communication was received from the Works Engineer submitting final map of Winston
Manor No. 2 and recommending that same be approved, providing the Planning Co~mis-
sion approves the map and that subdivider provides the usual bond covering street
improvements. Communication was received from the Planning C~nmission on this same
subject, approving the final map subject to the approval of the Recreation Commis-
sion and the School Board for site in the tract, and that poles be Placed in the
rear of certain blocks. Motion was made by Councilman Elder, seconded by Council-
man Boido and regularly carried, that the recommendations of the Planning Commission
and Works Engineer, covering final map of Winston Manor No. 2, be accepted.
Communication was received from the Works Engineer submitting progress report for
the month of March, covering the joint sewage disposal plant, and recommending
that payment be made to the M & K Corporation in tb~e amount of $A4,473.42. Motion
was made by Councilman Bracco, seconded by Councilman Elder and regularly carried,
that the report of the Works Engineer be accepted and that payment be made to the
M & K Corporation in the amountof $44,473.~2.
Communication was received from Fire Chief Welte advising that Fi,eman Thomas Har-.
rison had returned to work April 2nd. This communication was ordered filed.
Communication was received from the Personnel Board advising that final progress
reports had been filed by Fire Chief Welt e on Robert Bartholomew and Reid $tarmer
as having satisfactorily completed their years' probationary period. The Personnel
Board recommended these men for permanent appointment as Firemen as of April 16,
1951. Motion was made by Councilman Elder, ~econded by Councilman Boido and regu-
larly carried, that the recommendation of the Personnel Board be accepted.

Communication was received from Fire Chief Welte recommending the permanent apPoint-
ment to the Fire Department of Reid Starmer and Robert Bartholomew, and that they be
granted the second years salary of $275.00 per month. Motion was made by Councilman
Elder, seconded by Councilman Boido and regularly carried, that the recommendation of
the Fire Chief be accepted.
Communication was received from Chief of Police Belloni advising that Officer Kenneth
Ekstrom completed his two years.service in the department April 16th, and recommending
that his salary be increased to $290.00 per month. Motion was made by Councilman
Boido, seconded by Councilman Bracco and regularly carried, that the recommendation
of the Chief of Police be accepted.
Communication was received from Attorney Henry W. 3chaldach submitting amended claim
for account of Mary E. Severi. Motion was made by Councilman Bracco, seconded by
Councilman Elder and re~alarly carried, that this claim be rejected.
Communication was received from the Brentwood Club thanking the city council and the
police department for co-operation in their recent Easter Egg Hunt. This communication
was ordered filed.
Communication was received from the Bernard McCaffery Post No. 355, American Legion,
inviting the city council to a special meeting April 20th at 8:15 p. m. to honor
Charles ~retti. This communication was ordered filed.
Communication was received from Attorney Phil F. Garvey advising that his client, Mrs.
M. C. Schultz, owner of the Red Arrow Auto Court, was desirous of securing a connect-
ion to a sewer now being installed near this area. Motion was made by Councilman
Elder, seconded by Councilman Boido and regularly carried, that this matter be refer-
red to the City Attorney and Works Engineer.
Communication was received from Frank A. Kelly requesting that the curb at Second
Lane and old Bayshore Highway be lowered. Motion was made by Councilman Elder, sec-
onded by Councilman Boido and regularly carried, that this matter be referred to the
Works Engineer and Superintendent of Streets.
Petition protesting against the existing conditions of the 900 block on Commercial
Avenue was submitted by a number of residents of this block. On motion of Councilman
Elder, seconded by Councilman Cortesi and regularly carried, this matter was referred
to the Superintendent of Streets.
Application was submitted by Charles A. Kay to conduct a building materials and used
auto parts business on South Linden Avenue. Motion was made by Councilman Bracco,
seconded by Councilman Elder, that this application be held up until such time as the
council could contact Mr. Kay. This motion was regularly carried.
Checks were received from the Pacific Gas & Electric Co. in the amounts of $526~.00
and $10053.72, covering electricity and ~as franchises, respectively, for the year
1950. These checks were deposited in the general fund.
Claims in the amount of $16752.A7 were approved by the Finance Committee. On motion
duly made, seconded and regularly carried, claims as submitted were ordered paid.
Communication was received from Congressman Jack Z. Anderson enclosing letter received
from Lt. Colonel D. F. Munster, advising that the present plans of the Army did not
include any expansion of the Golden Gate National Cemetery. This communication was
ordered filed.
Communication was received from the Mayor of the city of Fresno asking that the city
council join the city of Fresno in protesting the proposed federal tax on wine.
Motion was made by Councilman Elder, seconded by Councilman Bracco and regularly car-
tied, that communications be sent to our representative in Congress, with copy to
the Mayor of Fresno, protesting against the proposed tax.
A petition demanding that some action be taken to correct the mudhole situation near
the Lindenville area, signed by a number of the Lindenville residents, was received.
On motion of Councilman Elder, seconded by Councilman Boido and regularly carried,
this petition was referred to the property owner with the recommendation that some
action be taken.
Communication was received from John K. Cahill requesting permission to open a judo
academy at 220 Cypress Avenue. Motion was made by Councilman Elder, seconded by
Councilman Boido and regularly carried, that permission be granted oroviding same
meets with the aporoval of the Police Department.
Reports for the month of March 1951 were submitted by the Chief of Police, City Judge,
Building Inspector, Fire Chief, Tax Collector, Library and Humane Officer. On motion
duly made, seconded, and regularly carried, reDorts as submitted were accepted.
An ordinance amending Zoning Ordinance No. 269, providing that use permits be secured
covering liquor sales in C-1 districts, was presented and read in its entirety.
Councilman Bracco introduced a resolution ordering the removal of weeds which are now
growin~ upon the streets of said city. This resolution was adopted by the unanimous
vote of all members of the council.
Councilman Elder introduced a resolution accepting the deed of Joseph G. Walker,
conveying to the City of South San Francisco lots 5 & 6 Block 126. This resolution
was adopted by the unanimous vote of all members of the council.

MEETING APRIL 20TH:

PETITION:

Application was submitted by Charles A. Kay to conduct a building materials and used
auto parts business on South Linden Avenue. Motion was made by Councilman Bracco,
seconded by Councilman Elder, that this application be held up until such time as the
council could contact Mr. Kay. This motion was regularly carried.

CounciLman Boido introduced a resolution amending Resolution No. 1639, providing for
the optional payment of sewer rental on an annual basis of $7.50, instead of the
$.75 per month fee. This resolution was adopted by the unauimous vote of all members
of the council.
The Works ~ngineer submitted improvement plans and specifications for Sterling Manor
No. 2 and recommended that same be approved. Motion was made by Councilman Elder,
seconded by Councilman Boido and regularly carried, that these plans and specifica-
tions be accepted.
With reference to the recommendation of the Planning Con~nission granting a variance
permit to the First Baptist Church, Mayor Sani stated he had met with Reverend Larsen
who 'suggested that this matter be filed for the present as he was not ready to go
ahead. Motion was made by Councilman Elder, seconded by Councilman Boido and regu-
larly carried, that this variahce permit be tabled.
Councilman Elder brought out that there were bills before the Senate and Assembly
with reference to counties and cities insuring with priviate carriers on compensation
insurance, and suggested that the council protest the passage of these bills. He
therefore moved that telegrams be sent to Senator Parkman and Assemblyman Dolwig re-
questing that they work against and vote against these bills. This motion was sec-
onded by Councilman Boido and regularly carried.
Councilman Boido stated the residents of Railroad Avenue were protesting against
trucks on this street and he suggested that North Canal Street be improved so that
same could be used instead of Railroad Avenue. Motion was made by Councilman Boido,
seconded by Councilman Cortesi and regularly carried, that the Works Engineer be
instructed to draw up plans and specifications for the improvement of North Canal
Street.
Councilman Bracco asked the Works Engineer what was being done to provide sewer for
the school in the Avalon Park area. The Works Engineer advised that he was working
on this matter.
Councilman Bracco asked what progress was being made on the road from Southwood to
the school property. City Manager stated he had talked wi~h County Engineer Grant
on this matter and he submitted map showing proposed road. M~. Grantstated same
would cost approximately $3000.00 and he could spend $2000.00 out of engineering
funds. The balance would have to be made up by the s~hool.
The City Manager reported that the South City Lumber Co. was agreeable to the city
hauling a few loads of dirt to fill the hole on the Kaiser property near the Southern
Pacific right-of-way leased to the lumber company.
The City Mmnager reported that Mr. Jordan of the Southern Pacific Company stated
that automatic gates might possibly be installed at an early date at the South Lin-
den Avenue crossing.
A resident of Peck's lots asked why nothing was done toward clearing up the situation
at theSimon Garage. Mayor Sani stated the Chief of Police and Fire Chief were en-
d6avoring to take care of this matter.
Councilman Cortesi brought up the matter of old autos and parts on South Maple Ave.
Mayor Sani stated he would see the party who has control of this property and would
have a report for next meeting night.
Mayor Sani stated that the air raid sirens were now in working order ar~ that Tues-
day night, when General MacArthur steps off the plane at the airport, the sirens
would be given a workout.
On motion of Councilman Elder, seconded by Councilman Boido and~ regularly carried,
the meeting was adjourned to Wednesday, April 18, 1951 at ~:30 p. m.
