The meeting was called to order at 8:15 p. m. by Mayor Sani.
City Clerk having forwarded copy of the minutes of the previous meeting of May 7,
1951 to all councilmen, ¥~yor Sani asked if there were any errors or omissions.
There being none, the minutes were approved as submitted.
Communication was received from the Works Engineer submitting April progress report
covering the joint sewage treatment plant, and recommending that a payment be made
to the M & K Corp. in the amount of $46,828.51. Motion was made by Councilman Bracco,
seconded by Councilman Elder and regularly carried, that the recommendation of the
Works Engineer be accepted.
Communication was received from the Recreation Commission requesting that a joint
meeting be held to consider the matter of a playground area in the new Winston Manor
subdivision. Mayor Sani stated the council would be meeting Wednesday night, May 23rd,
with the school board and they would meet'with the Recreation Commission immediately
after that meeting.
Communication was received from City Manager Larwood recommending that Roy Ghilardi
be appointed temporarily to the position of Assistant Building Inspector at a salary
of $275.00 per month and that the Personnel Board be instructed to call for an
examination to fill this position. Motion was made by Councilman Elder, seconded
by Councilman Boido and regularly carried, that the recommendation of the City
Manager be accepted and that the Personnel Board be asked to call for examination for
Assistant Building Inspector.
Communication was received from Fire Chief Welte advising that Assistant Chief A.
Brauns reported on the sick list starting May 7, 1951. This communication was ordered
filed.
Communication was received from the Planning Commission with reference to the matter
of Luther Berry, which was referred back to the Planning Commission by the Council.
The commission stated they could not alter their original decision denying the appli-
cation of Luther Berry. Mr. Berry was present and stated he did not have time to
present his case properly to the Planning Commission. Mr. Bortis, a resident of
Avalon tract, was present and stated that Mr. Berry is now in violation of the zoning
ordinance and asked that the council take the necessary action to rectify this mat-
ter. Motion was made by Councilman Bracco, seconded by Councilman Elder and regu-
larly carried, that the recommendation of the Planning Commission be accepted and
application of Luther Berry be denied. ~'
Resolutions were received from the Planning Commission recommendinE granting variances
and adjustments and use permits to the following:

Motion was made by Councilman Elder, seconded by Councilman Bracco, and regularly
carried, that the recommendations of the Planning Commission be accepted.
Communication was received from the Business Men's~Association asking that a plan
be worked out whereby anyone receiving a citation for parking would be allowed to
pay for the citation within the hour for 5¢. Motion was made by Councilman Elder,
seconded by Councilman Boido and regularly carried, that this matter be referred to
the Chief of Police. ~
Communication was received from the Anchor Post Products Inc. asking permit to con-
struct a building at 935 Linden Avenue. Motion was made by Councilman Elder, second-
ed by Councilman Boido and regularly carried, that permit be granted providing all
building code requirements are met.
An application was submitted by Paul E. Gallegos for a restaurant at 241 Grand Ave.
Motion was made by Councilman Bracco, seconded by Councilman Elder and regularly
carried, that license be granted.
An application was submitted by the Silver Dollar tavern requesting dance permit at
320 Grand Avenue. Motion wss made by Councilman Bracco, seconded by Councilman Elder,
that license be granted. This motion was regularly carried.
Communication was received from the San Mateo Times asking that the city take an ad
in the fiesta edition of the Times, to be published September' 19, 1951. The cost of
a full page to be $210.00. Motion was made by Councilman Elder, seconded by Oouncil-
man Bracco and regularly carried, that this matter be referred to the City Manager
for attention, with the provision that space taken be no larger than last years.
BLOOD BANK:
Communication was received from San R~teo County Blood Bank asking that the city
subscribe $1000.00 toward their new building. The City Attorney was of the opinion
the city could not subscribe to this fund. Mayor Sani laid the matter over to next
meeting to allow time for checking with other cities of the county.
TRANSFER OF STREET
FUNDS:
Motion was made by Councilman Bracco, seconded by Councilman Elder and regularly
carried, that the stun of $A090.36 be transferred from the Superintendent of Streets
Special Improvement Fund to the General Fund.
CLAIMS:
Claims in the amount of $12741.O8 were approved by the Finance Committee. On motion
duly made, seconded and regularly carried, claims as submitted were ordered paid.
BUILDING CODE
ORDINANCE:
An ordinance adopting the 1949 edition of the building code was read by title.
Motion was made by Councilman F~der, seconded by Councilman Boido and regularly
carried, that the reading of this ordinance be waived.
REPEALING ORDINANCE
NO. 254:
An ordinance repealing ordinance No. 254 was presented. Motion was made by Council-
man Elder, seconded by Councilman Bracco and regularly carried, that this ordinance
be read by title only. City Clerk then read title of ordinance: "AN ORDINANCE RE-
PEALING ORDIN~qCE NO. 254 OF THE CITY OF SOUTH SAN FRANCISCO ENTITLED: "AN ORDINANCE
OF THE CITY OF SOUTH SAN FRANCISCO ADOPTING THAT CERTAIN ORDINANCE ~NTITLED: "PLUMB-
ING ORDINANCE OF THE COUNTY OF SAN MATEO, CALIFORNIA, AS THE PLLU~ING ORDINA}~CE OF
SAID CITY OF SOUTH SAN FRANCISCO", ADOPTED OCTOBER 14, 1946".
PLUMBING CODE ORDINANCE: An ordinance adopting the plumbinE code was presented. Motion was made by Council-
man Elder, seconded by Councilman Boido and regularly carried, that this ordinance
be read by title only. City Clerk then read title of ordinance: "AN ORDINANCE
ADOPTING THE PLUMBING CODE OF THE COUNTY OF SAN MATEO, CALIFORNIA, REVISED MARCH l,
1950, AS THE PLUMBING CODE OF THE CITY OF SOUTH SAN FRanCISCO".
RESOLUTION NO. 1658
FIRE AND POLICE
R~ID~NCE:
Councilman Boido introduced s resolution dispensing with requirement of residence
in the city of South San Francisco for eligibility to apply for membership in the
police or fire departments. This resolution wss adopted by the unanimous vote of
all members of the council.
RESOLUTION NO. 1659
AUTHORIZED AGENT:
Councilman Elder introduced a resolution changing the authorized agent for the city,
as set forth in Resolution No. 1416, from Leo Ferko to Adolph Sani. This resolution
was adopted by the unanimous vote of all members of the council.

BLOCK 126:
Councilman Bracco introduced a resolution requesting the cancellation of San Mateo
County taxes on lots 5 & 6 Blk. 126. This resolution was adopted by the unanimous
vote of all members, of the council.

CounciLman Elder introduced a resolution requesting cancellation of San Mateo County
taxes on lots i & 2 Blk. I Buri Burl. This resolution was adopted by the unanimous
vote of all members of the council.
RFSOLUTION NO. 1662
DEED HILLSIDE MANOR:
Councilman Cortesi introduced a resolution accepting deed from Hillside Manor Corp.
ko the city of SOuth San Francisco. This resolution was adopted by the unanimous
vote of all members of the council.
PATTERSON LICENSE:
Application of George C. Patterson for a license to conduct a business at 978
Linden Avenue came up for consideration. Mr. Hansen, from the Burlingame office of
the Electrolux Corporation, was present and stated that to establish a place of
business here would be too expensive and that Mr. Patterson would be able to handle
the service from 978 Linden Avenue. Motion was made by Councilman Elder, seconded
by Councilman Boido and regularly carried, that license be denied.
AIELLO REZONING:
Communication from the Planning Commission, with reference to application of Louis
Aiello which was laid over from last meeting, was brought up. As Mr. Aiello had
secured a new attorney, motion was made by Councilman Bracco, seconded by Councilman
Boido and re~ularly carried, that this matter be held over to next meeting.
STREETS AND ROAD
CO}~ITTEE:
Report from the Streets & Road Committee of the Planning Commission was brought up
for consideration. Motion was made by Councilman Boido, seconded by Councilman
Elder and regularly carried, that the recommendations as set forth in the Planning
Commission letter of April 27th be accepted with the exception that Third Lane be
made a one-way street going west, and Fourth~Lane a one-way street going east. The
City Attorney was instructed to draw up ordinance on same.
COLOMBO BURGLAR ALARM:
Request of Angelo Colombo for the installation of a burglar alarm at bis store on
Linden Avenue was brought up. The Chief of Police advised this matter had been
taken care of.
PTA CURF~ LAW:
Communication from the Coordinating Committee of P. T. A. 's, with reference to the
curfew law, was taken up. Chief of Police advised this matter had been taken care of.
INSURANCE AGENTS ASSN:
The request of the South San Frsncisco Insurance Agents Association to place a let-
ter with reference to bond insurance with all plans and specifications submitted to
contractors for their bids was taken up. Motion was made by Councilman Elder,
seconded by Councilman Boido and regularly carried, that the suggestion of the In-
surance Agents Association, as set forth in their letter of ~%y 2, 1951, be accepted.
CITY MANAGER COMMITTEE:
Mayor Sani stated as there was some discussion with reference to the city manager
form of government, he would like to have each councilman select two citizens from
the community and present their names at the next meeting so that a committee could
be appointed to go into the matter of the city manager form of government and also
consider the charter form of government. Councilman Cortesi stated there would
probably be some expense connected with this matter and asked what would be done.
The Mayor stated he felt that the city would be willin~ to meet any reasonable
expense.

ADJOURNMENT:
Councilman Cortesi stated a petition had been presented about a year ago for the im-
provement of Third Lane but that nothing had been done on same. Works Engineer Rand-
lett stated a survey had been made and partial plans had been drawn up but there were
some matters that had to be cleared. He stated he would go into this matter at once.
Motion was made by Councilman Cortesi, seconded by Councilman Bracco and regularly
carried, that a roster be prepared and placed in the City Hall to cover the boys in
the Korean conflict.
M. Bregante stated there was a hole in the road on Tamarack Lane between Elm Court
and Magnolia and same should be taken care of. City Manager was instructed to check
into this matter.
On motion of Councilman Elder, seconded by Councilman Bracco and regular]y carried,
the meeting was adjourned to June 4, 1951 at 8 p. m.
