The meeting was called to order at 8:10 p. m. by Mayor Sani.
City Clerk having forwarded copies of the minutes of the previous meeting of May 21,
1951 to all councilmen, Mayor Sani asked if there were any errors or omissions.
There being none, the minutes were approved as submitted.
Mayor Sani asked if there were any protests against the vacation of alleys between
Block U and Block X, and Block A and Block U in Peck's Subdivision. Present at the
meeting were Mr. Fred ~e!an and Mrs. Annie Jensen ~o protested the closing of these
alleys. Under the circumstances, action on this matter was laid over till next meet-
ing for further investigation.
Communication was received from the Works Engineer presenting plans and specifications
for the Avalon Park outfall sewer, to be constructed at an estimated cost of $42,~00.00.
Councilman Bracco introduced a resolution adopting plans and specifications for the
construction of a sanitary sewer from Cortez Avenue to Alta Vista Drive. This reso-
lution was adopted by the unanimous vote of all members of the council.
Communication was received from Superintendent of Streets Schweining requesting per-
mission to leave the state during his vacation oeriod June llth to June 23, 1951.
Motion was made by Councilman Elder, seconded by Councilman Boido and regularly car-
ried, that Superintendent of Streets Schweining be granted permission to leave the
state as requested.
Communication was received from Chief of Police Belloni advising that Officer Joseph
Kimble completed two years service June l, 1951, and recommending that he be increased
from ~275.00 per month to $290.00 per month. Motion was made by Councilman Boido,
seconded by Councilman Elder and regularly carried, that recommendation of the Chief
of Police be accepted with reference to Officer Joseph Kimble.
Communication was received from the Recreation Commission recommending that Elm Court
Recreation Center be renamed the Helen E. Siebecker Memorial Center, and that a suit-
able bronze plaque be installed in the building commemorating Mrs. Siebecker's services.
This matter was laid over for further consideration.
Resolution' was received from the Planning Commission r~commending the granting of a
use permit to the Pan American Airways to m~ve their sign now located on the old Bay-
shore Highway. This matter was referred to the City Attorney to draw up the necessary
resolution for a revocable permit.
SPECIAL OFFICER WELLS:
HILLSIDE BLVD:
Chief-of Police Belloni advised that he had appointed John W. Wells as special
officer for the Stoneson Corporation. Motion was made by Councilman Elder, sec-
onded by Councilman Boido and regularly carried, that the appointment of Special
Officer Wells be confirmed, he to act without remuneration from the city.
Communication was received from County Engineer Grant advising that the realignment
of Hillside Boulevard would start about the First of July. This con~unication was
ordered filed.

CO~¢{ITTEE:
Communication was received from the Democratic Central Committee requesting per-
mission to use the. City Hall on Thursday, June 7th. Motion was made by Councilman
Bracco, seconded by Councilman ~Elder and regularly carried, that permission be
grant ed.
KING ' S AUTO b~ECKERS
LICENSE:
Application was submitted by King's Auto %'Freckers to en.~age in the business of
auto wreckers at 210 South ~ple Avenue. Motion was made by Councilman Brscco,
seconded by Counci]man Elder and regularly carried, that license be granted.
LYLE'S DANCE LICenSE:
Application was submitted by Randall L. Johnson for permission to have dancing at
Lyle's, 744 E1 Camino Real. Motion was made by Councilman Elder, seconded by Coun-
cilman Boido and regularly carried, that license be granted.
FIREMAN BORBA
RESIGNATION:
Communication was received from Fireman Allen F. Borba tendering his resignation
as a fireman effective July l, 1951, and requesting that he be placed on the Call
Forces. Motion was made by Councilman Elder, seconded by Councilman Eracco and
regularly carried, that resignation of Fireman Borba be accepted and tbathe be
placed on the Call Forces.
OFFICER~4IPPLE
LEAVE OF ABSENCE:
Communication was received from Officer William C. l,~ipple requesting leave of
absence from June 15th to September 15, 1951. As no reason was ~iven for this re-
quest, the matter was laid over to Wednesday afternoon.
12 MILE HOUSE ATHLETIC Communication was received from the 12 Mile House Athletic Club requesting permis-

by Councilman Cortesi, seconded by Councilman Bracco andregalarly carried, that
permission be granted.
CLAIMS:
Claims in the amount of $13864.22 were approved by the Finance Committee. On
motion duly made, seconded, and regularly carried, claims as submitted were ordered
paid.
ORDINANCE NO. 317
1949 BUILDING CODE:
Ord-inance adopting 1949 Building Code came up for second reading. Motion was made
by Councilman Elder, seconded by Councilman Boido and regularly carried, that this
ordinance be read by title only. The City Clerk then read title of ordinance:
"AN ORDINANCE OF THE CITY OF SOUTH SAN FRANCISCO ADOPTING THE UNIFORM BUILDI~G CODE
1949 EDITION." This ordinance was adopted by the following vote: Ayes, Councilmen
Victor Boido, Charles K. Elder, Adolph Sani, Joseph Bracco, ~Emilio Cortesi; Noes,
Councilmen, None; Absent, Councilmen, None.
ORDINANCE NO. 318
REPEALING NO. 254:
An ordinance repealing Ordinance No.254 came up for second reading. Motion was made
by Councilman Elder, seconded bM Councilman Boido and regularly carried, that this
ordinance be read by title only. City Clerk then read title of ordinance: "AN

An ordinance adopting the plumbing code came up for second reading. Motion was
made by Councilman Elder, seconded by Councilman Boido and re,T~larly carried, that
this ordinance be read by title only. City Clerk then read title af this ordinance:

PURCHASE LOTS 12 &
BLOCK 126:
An ordinance amending ordinance No. 315 entitled: "An ordinance regulating public
dancing in the city of South San Francisco," adopted April 2, 1951, was submitted
and read in its entirety. ~
Councilman Elder introduced a resolution requesting consent of the Board of Super-
visors of San Mateo County to construct a sanitary sewer from Cortez Avenue to
Alta Vista Drive. This resolution was adopted by the unanimous vote of all members
of the council.
Councilman Bracco introduced a resolution authorizing the purchase of lots 12 & 13
in block 126 for the sum of ~tlS,000.O0. This resolution was adopted by the unani-
mous vote of all members of the council.
AIELLO SPOT ZONING:
Letter from the Planning Com~:ission recommending denying application of Louis
Aiello to spot zone lots 13 ~ 14, grand Ave. 'Extension ~Io. 2, which was laid over
from the meetin~ of May 7th, was brou~ up. Communication was received from
Attorney Thomas L. Bocci, withdrawing the appeal of Louis Aiello and requesting
that the appeal be removed fr~m the a~enda. Motion was made by Councilman Elder,
seconded by Councilman Boido and regularly carried, that the recommendation of the
Planning Commission, denyin~ application of Louis Aiello, be accepted.

Mayor Sani stated he was ready to appoint the citizens committee with reference to
the manager form of government, and had prepared a set of questions on which the com-
mittee was to advise the council. He then read same which are as follows:
"I am appointing this Citizens Committee to advise the City Council on the
following questions:
I. The Manager form of government.
a. If this co~nittee sees fit to recommend a Y~anager form of government,
state reasons and a breakdown of the suggested functions and duties of this office.
b. If the recommendation of the Committee is that the City not have a
Manager, state reasons and advantages.
c. The advisability of a charter form of ~overnment.
II. The question of municipal ownership of utilities.
The Council feels that a period of 90 days will be sufficient for this
Committee' to submit their findings and I hereby set Tuesday, September 4, 1951 as the
time for the submission of your reco~.endation."

Mayor Sani set the date for the first meeting of the committee as Wednesday, June 6th
at 8 p. m. in the Council Chambers. The City Manager was instructed to notify the com-
mittee of this matter.
Mr. McNe!lis asked what he should do to have a tree in front of his place either
trimmed or removed. Motion was made by Councilman Elder, seconded by Councilman
Bracco and regularly carried, that the Street Superintendent take care of this matter.
Councilman Cortesi stated there were other trees that should be removed. This matte r
was referred to the Superintendent of Streets.
On motion of Councilman Elder, seconded by Councilman Boido and regularly carried,
the meeting was adjourned to ~:30 p. m. Wednesday, June 6th.
