The meeting was called to order at 8:10 p. m.
City Clerk having forwarded copy of the minutes of the previous meeting to all
councilmen, Mayor Sani asked if there were any errors or omissions. There being
none, the minutes were approved as submitted.
Mayor Sani asked if there were any protests on the Avalon Outfall Sewer Assess-
merit. Mr. Netzer, Mrs. Druhn and Mr. Adasiewicz were present and stated they
would like further information on the method of arriving at the amount assessed
against each piece of property. The Mayor suggested that these people get to-
gether with the Works Engineer and City Attorney after the meeting. Action
on the approving of the assessment was therefore laid over till next meeting.
C~unication was received from Works Engineer Randlett submitting the Feb-
ruary Construction Progress Report and the Distribution of Construction Costs
report for the Sewmge Disposal Plant, and recommending that progress payment in
the amount of $18,362.43 be made to the M & K Corp. Motion was made by Council-
man Bracco, seconded by Councilman Elder and regularly carried,that the recom-
mendation of the Works Engineer be accepted and progress payment in the amount
of $18,362.43 be made to the M & K Corp.
Communication was received from Fire Chief Welte advising that Reid Starmer
will complete two years service April 15th and recommending that he be in-
creased to SBlO.00 effective as of the above ~ate. Motion was made by Council-
man Elder, seconded by Councilman Boido and regularly carried, that the recom-
mendation of the Fire Chief be accepted and salary of Reid Starmer be increased
to SB10.00 per month, effective April 15, 1952.
C~m~unicatiou was received from Fire Chief Welte requesting permission to be
absent from the state from April 20th to May 18th. Motion was made by Councilman
Bracco, seconded by Councilman Elder, and regularly carried, that permission be
granted.
Communication was received from Fire Chief Welte rec~nding that Engine No. 5,
Van Pelt, be accepted. Motion was made by Councilman Elder, seconded by Council-
man Boido and regularly carried, that the rec~endation of the Fire Chief be
approved and Engine No. 5, Van Pelt, be acce~ted.
Communication was received from Chief of Police Belloni recommending that Frank
Martin be appointed night watc~u at Healy Tibbitts Construction Co. Motion
was made by Councilman Elder, seconded by Councilman Boido, and regularly car-
ried, that the appointment of Frank Martin, as submitted by the Chief of Police,
be accepted without remuneration from the city.
Communication was received from City Manager McClung submitting report of survey
made regarding a full time engineer and recommending the employment of same.
This communication was filed for furkher study.
Co~aunication was received from the Planning Commission rec~nding acceptance
of school sites which the School District intends to acquire. Motion was made
by Councilman Bracco, seconded by Councilman Elder and regularly carried, that
the recommendation of the Planning Commission be accepted.
Communication was received from the Planning C~ssion recommending approval
of resubdivision of lot 35 blk. 17 Winston Manor ~2 into two lots. Motion was
made by Councilman Bracco, seconded by Councilman Boido and regularly carried,
that the recommendation of the Planning C~ission be accepted.
Resolutions were received from the Planning C~ssion r~co~,ending the granting
of use permits to Rollin J. Lebaugh, Oliver Cortesi, John R. Padella, General
Metals Corp. and Nicola Re. Motion was made by Councilman Elder, seconded by
Councilman Boido and regularly carried, that the recommendations ~f the Planning
Comission be accepted, and use permits be granted.
C~unication was received from the Recreation Commission requesting sketches
of the design of the playground area to be developed. This communication was
referred to the City Manager.
C~unication was received from the Recreation Commission recommending the
appointment of Daniel J. Stewart as a recreation director. Councilman Bracco
suggested that this matter be referred to the City Manager for clarification.
Mayor Sani referred same to the City Manager and COuncilman Bracco with power
to act.

Communication was received from the Recreation C~m~tssion rec~maending that the
request of the Veterans of Foreign Wars to hold a carnival and field day at
Orange Avenue N~morial Park over the Labor Day weekeud, be granted providing all
regulations are complied with. Notion was made by Councilman Elder, seconded by
Councilman Boido and regularly carried, that the reco~__endation of the Recreation
C_~w,~$sion be accepted.
Co~municationwas received from the Recreation C~tssion advising of resig-
nation of Frank Eserini from the Recreation Commission. Motion was made by
Councilman Bracco, seconded by Councilman Elder and regularly carried, that the
resignation of Frank Eserini from the Recreation Commission be accepted and
that a letter be sent him thanking him for his services.
Communication was received from Jokn Johnson tendering his resignation from the
Street Department. Motion was made by Councilman Elder, seconded by Councilman
Boido and regularly carried, that the resignation of John Johnson be accepted.
Communication was received from Mrs. Fays Dashiell, Secretary, Women Voters of
South San Francisco, recommending that some permanent action be taken to correct
the alleged prostitution conditions in the Martin School area. This communi-
cation was referred to the Chief of Police.
Application for a business license was submitted by Solly DeGidio for the
Union Automotive Service, 123-Linden Avenue. Motion was made by Councilman
Elder, seconded by Councilman Bracco and regularly carried, that license be
granted.
Cc~aunicationwas received from the California State Automobile Association
with claim attached from HughS. McCord in the amount of $143.51. Motion wms
made by Councilman Elder, seconded by Councilman Boido and regularly carried,
that claim be denied.
Claims in the amount of $59912.47 were submitted by the Finance C~ttee.
motion duly made, seconded and regularly carried, claim- as submitted were
ordered paid.
Motion was made by Councilman Elder, seconded by Councilman Cortesi and regu-
larly carried, that the ordinance prohibiting the construction of floors made
of stone, concrete, brick or terra cotta in dwelling houses in the city, be
tabled.
Ordinance amending the Personnel System came up for second reading. This
ordinance was adopted by the following vote: Ayes, Councilmen Victor Boido,
Charles K. Elder, Adolph Sani, Joseph Bracco, ~tlio Cortesi; Noes, Council-
men, None; Absent, Councilmen, None.
Ordinance l~m~ting speed of vehicles on Junipero Serra Boulevard came u~ for
second reading. This ordinance was adopted by the following vote: Ayes,
Councilmen Victor Boido, Charles K. Elder, Adolph Sani, Joseph Bracco, ~lio
Cortesi; Noes, Councilmen, None; Absent, Councilmen, None.
An ordinance limiting the time for parking automobiles on a portion of Baden
Avenue and on a portion of Miller Avenue in the City of South San Francisco
was introduced and read in its entirety as the first reading.
The matter of low flying planes was laid over.
Mayor Sani stated that City Attorney Coleberd was ill and wished to leave the
state. Motion was made by Councilman Cortesi, seconded by Councilman Bracco
and regularly carried, that permission be granted City Attorney Coleberd to
leave the state for an indefinite period.
Mayor Sani submitted the name of James K. Nation as Recreation C~-~.-Issioner to
fill the unexpired term ofFrankEserini. Motion was made by Councilman Elder,
seconded by Councilman Bracco and regularly carried, that James K. Nation, as
submitted by Mayor Sani, be appointed Recreation Commissioner.
The request of Giorgi Bros. to install ~asoliue tank in Third Lane, which was
referred to the Supt. of Streets and Fire Chief, was brought up. Supt. of
Streets Schweining stated that as soon as the necessary fee was deposited, permit
would be granted.
Councilman Bracco suggested that every citizen should vote at the city election
April 8th.
Mrs. Beretta asked what could be done to limit parking to one side of Alida
Street. This matter was referred to the Chief of Police.
On motion of Councilman Bracco, seconded by Councilm-n Elder and regularly car-
ried, the meeting was adjourned to April 15, 1952 at 7:30 P. m.
