The meeting was called to order at 8 p. m. by Mayor Cortesi.
City Clerk having forwarded copy of the minutes of the previous meeting to all coun-
cilmen, Mayor Cortesi asked if there were any errors or omissinns. There being none,
the minutes were approved as submitted.
C~anicatiouwas received from Fire Chief Welte advising that Thomas Harrison re-
turned to duty April 10th. Absence was due to knee injury sustained while on duty
at Central Fire Station March 10th. This communication was ordered filed.
C~unicationwas received from Police Officer Daniel E. Campbell, tendering his
resignation from the Police Depa~-~ut, effective May l, 1952. Motion was made by
Councilman Sani, seconded by Councilman Bracco and regularly carried, that resignation
of Officer Campbell be accepted.
Resolution was received from the Planni~ Commission amending sections 6.27 and 6.28
of OrdinanceS297. Councilman Smith was of the ~'~;~that these changes would be in
conflict with the authority of the City Manager, ~herefore moved that action on this
matter be laid over for further study. This motion was seconded by Councilman Sani
and regularly carried.
Resolutions were received from the Planni~ Commission recommending granting of
variance and adjustment permits to First Assembly of God and John C. Hollenbeck.
Motion was made by Councilman Sani, seconded by Councilman Bracco and regularly car-
ried, that the recommendations of the Planning Commission be accepted.
Communication was received from the League of Women Voters of California advising
that they were in noway affiliated with the Women Voters of South San Francisco and
had, as yet, not established a leag~,_e here. Councilman Smith moved that a letter be
sent to the League of Women Voters of California advising them that there was no
confusion between the two groups. This motion w~s seconded by Councilman Noonan and
regularly carried.
Ccmmunication was received from Fiori Blandini requesting permit to construct a con-
crete block building on lots 10 & 11 Blk. 149, 519 Bayshore Blvd; said building to
be used for the repairing of automobiles. As the Building Inspector had approved
same, motion was made by Councilman Bracco, seconded by Councilman Sani and regu-
larly carried, that permit be granted.
Communication wsm received frcm the Santo Cristo Society inviting all the city
officials to participate in their parade on Sunday, May llth and asking that the
street flags be put up for same. Superintendent of Streets Schweining was instruct-
ed to see that the fiags were taken care of and communication was ordered filed.
Communication was received from Morelos Inc. requesting permit to hold a dance at
the American Legion Hall ou April 26, 1952. Motion was made by Councilman Noouau,
seconded by Councilman Bracco and regularly carried, that permit be granted pro-
vided proper police protection is secured.
Application for a business license for Jahn's Service was submitted by Darrel S.
Jahn. Motion was made by Councilman Bracco, seconded by Councilman Noonan and regu-
larly carried, that license be granted.
Application for business license was submitted by the Enterprise Pallet Co., Inc.
Motion was made by Councilman Smith, seconded by Councilman Noonan and regularly
carried, that license be granted.
Application for business license was submitted by the South San Francisco News
Mirror. Motion was made by Councilman Bracco, seconded by Councilm-~ Smith and regu-
larly carried, that license be granted. ~
Franchise checks in the amounts of $6291.54 for electric and $13820.4~ for gas were
received from the P. G. & E. and placed in the General Fund.
Claim- in the amount of $33255.25 were submitted by the Finance C~,~tttee. Motion
was made by Councilman Sani, seconded by Councilman Bracco and regularly carried,
that claim- as submitted be ordered paid.
Motion was made by Councilman Noonan, seconded by Councilman Bracco, that a list of
all bills, including payee's name and amounts, be posted on the bulletin board before
each regular council meeting. This motion was regularly carried. Councilman Smith
explained that this was as a public service to the people if they have any questions
inmind as to city purchases.
Reports for the month of March 1952were submitted by the Chief of Police, City
Judge, Tax Collector, Fire Chief, Building Inspector and Humane Officer. Same were
read by City Clerk Hyland as requested by Councilman Smith. Motion was made by
Councilman Bracco, seconded by Councilman Sani and regularly carried, that reports
be filed.

Ordinance limiting time for parking automobiles on a portion of Baden Avenue
and on a portion of Miller Avenue came up for second reading. Same was read in
its entirety and passed by the following roll call vote: Ayes, Councilmen John
Noonan, Adolph Sani, ~mtlio Cortesi, Joseph Bracco, Telford Smith; Noes,
Councilmen, None; Absent, Councilmen, None.
Works E~ineer Randlett reported that the signatures on the petition for the
improvement of Second Lane had been checked and found in order. Plans and
specifications had been started and should be ready by the next meeting.
Councilman Noonan brought up the matter of the appointment of two members to
the Planning Commission at the last meeting and moved that these appointments
be rescinded. Councilman Smith seconded the motion. Councilman Sani stated
he held up the appointment of a member to the Planning Commission because he
held membership on the Planning Commission and Housing Authority but wanted to
hold only one position. He therefore upheld his action in making the appoint-
ments at the last council meeting. He stated that there were two appointments
to be made to the Library Board and two additional members to the Personnel
Board which the new council could make during their term of office. Council-
man Smith stated a study should be made of the qualifications of men appointed
to the Planning Commission. City Attorney Lyons stated it w~s his opinion
that the two appointments could not be rescinded but he was not prepared to
make a decision at this time, and would like more time to study the matter.
Councilman Noonan withdrew his motion and Councilman Smith withdrew his second.
Letter from Betty Mitter, with reference to the legality of a school architect
acting on the City Planning Commission was presented and read. City Attorney
Lyons stated he could see no reason why an architect for a school district
could not act on the Planning Commission, but he would check with the District
Attorney and make a report for next meeting night.
With reference to the Avalon 0utfall Sewer Project, City Manager McClung stated
some of the property owners had engaged an attorney and a meeting would be held
Saturday morning, April 26th at 9:30 a.m. Motion was made by Councilman Sani,
seconded by Councilman Bracco and regularly carried, that protest hearing on the
Avalon Park 0utfall Sewer be continued till the next meeting night.
Councilman Noonan moved that a resolution of intention be prepared to place on
the ballot as soon as possible the District Representation Plan as reported by
the Citizen's Committee. Counctl,~n Smith seconded %he motion. After much
discussion, the roll call vote on this motion ~as as follows: Councilmen John
Noonan, Aye; Adolph Sani, No; ~.ilio Cortesi, Aye; Joseph Bracco, No; Telford
Smith, Aye. The motion w~s declared carried.
Councilman Bracco moved, seconded by Councilman Sani and regularly carried, that
a letter be sent to every fraternal and civic organization and also all improve-
ment clubs asking them to send one representative to meet with the city council
on the matter of a municipal auditorium, the city council to act as a c~mw, fttee
in the matter.
Mr. Stuller of Francisco Terrace was present and asked that some action be taken
on revising the building code. Motion was made by Councilman Noonan, seconded
by Councilman Bracco and regularly carried, that the City Manager, City Attor-
ney, City Engineer and Building Inspector look into the matter and check the
possible revision of the building code to insure proper home construction iu
South San Francisco. Mr. John Breed and Mr. Les Cle~-ents were also appointed
to the co~,fttee by Mayor Cortesi.
Mrs. Bramble asked if any thought had been given to the installing of a stop
sign at Arlington Drive and E1 Camino Real. Motion wes made by Councilmen
Smith, seconded by Councilman Bracco and regularly carried, that this matter
be referred to the Planning Co,~ission for study. The City Manager was asked
to contact the State Highway about getting white lines painted and the Police
Department was asked to also check into the matter.
Mr. Mairani spoke on the matter of broken sidewalks. Mayor Cortesi referred
this matter to the Superintendent of Streets.
Mr. DeMarchi brought up the matter of prostitution in his area. Councilman
Smith stated that the matter would take more time and planning and required the
cooperation of all the people. ~
Mayor Cortesi instructed the City Attorney to draw up the necessary resolution
with reference to weed abatement.
On motion of Councilman Noonan, seconded by Councilman Bracco and regularly
carried, the meeting ~as adjourned to April 28, 1952 at 4:30 p. m.
